About this file
This is a Questions and Answers document for RFQ Solicitation Number 12444726Q0075 for Wayne National Forest Heritage Archaeology Surveys. The document addresses seven general questions from potential bidders regarding contract execution, reporting requirements, NAICS classification, and eligibility criteria. All survey areas are available immediately upon contract award, with anticipated award no later than September 30, 2026. The contracting officer clarified that one comprehensive report covering all 34 Areas of Potential Effect (APE) is expected rather than 34 discrete reports, and that no ARPA (Archaeological Resources Protection Act) permit is necessary if the government issues the contract directly.
The RFQ was amended to correctly classify the work under NAICS Code 541720 (Research and Development in the Social Sciences and Humanities) rather than the original 115310 classification. This is an open market, small business set-aside solicitation with no requirement for vendors to maintain an existing Blanket Purchasing Agreement (BPA) or IDIQ vehicle. All qualification requirements are outlined in the Submission Instructions and Evaluation Criteria for Experience and Key Personnel, which applicants must review to understand eligibility standards.

Outstanding RFQ Questions – Q&A Document
Solicitation Number: 12444726Q0075
Project Name: Wayne National Forest – Heritage Archaeology Surveys
General Questions
Q01. Are all areas available to survey immediately upon award of contract?
Answer: All areas are available for survey now.
Q02. Can you confirm whether an ARPA permit will be required?
Answer: Our policy on ARPA permits is that if we issue the contract then no ARPA permit is necessary because it is redundant. If another agency or a company hires a firm to do surveys on the Forest then we do want to issue the ARPA permit so that we can make sure they meet the standards and qualifications, etc.
Q03. Will this be a single report? Or broken out by plot or ranger district?
Answer: We are good with a single report for the entire survey.
Q04. When do you anticipate you will award the contract?
Answer: the contract before the next fiscal year, so no later than September 30, 2026.
Q05. Can you please confirm whether one comprehensive report is expected for all 34 APE areas together, or if 34 discrete reports are expected?
Answer: One comprehensive report is expected for all 34 APE areas together.
Q06. I wanted to reach out and see if the RFQ was classified correctly, as all the other cultural surveys are under 541620. The scope of work aligns most directly with NAICS 541620, Environmental Consulting Services. The NACIS Code is currently 115310.
Answer: There have been a variety of NAICS utilized for these types of services to include 115310, 712120, 541720, and 541620.
Upon further review I believe that 541720 Research and Development in the Social Sciences and Humanities, bet reflects the services required under this solicitation.
This solicitation was amended accordingly.
Q07. I am contacting you in reference to the Wayne National Forest Phase I Heritage/Archeology Surveys solicitation (Notice ID: 12444726Q0075). Is the applicant for this solicitation required to have an established Blanket Purchasing Agreement with USDA/USFS? Or are there any other qualifications required for a contractor to be eligible to apply?
Answer: This is an open market, small business set-aside.
