Please refer to the maps for approximate locations. Detailed instructions regarding site information will be available to the contractor.
The following vaults will be pumped between August 1 and August 31:
Bear Heaven, Lower Glady 1, Lower Glady 2, Red Creek 1, Red Creek 2, Sods Picnic, Discovery Center, Sites Homestead, Seneca Picnic, Spruce Knob Lake 1, Spruce Knob Lake 2, Spruce Knob, Laurel Fork 1, Laurel Fork 2, Middle Mountain Cabins, Middle Mountain Cabins Gray Water, Gaudineer Knob, Old House Run, Lake Buffalo 1 and Lake Buffalo 2.
The following vaults will be pumped on an emergency basis between May 15 and July 31: Bear Haven, Lower Glady 1, Lower Glady 2, Red Creek 1, Red Creek 2, Sods Picnic, Discovery Center, Sites Homestead, Seneca Picnic, Spruce Knob Lake 1, Spruce Knob Lake 2, Spruce Knob, Johnny Meadows, Laurel Fork 1, Laurel Fork 2, Middle Mountain Cabins, Middle Mountain Cabins Gray Water, Gaudineer Knob, Old House Run, Lake Buffalo 1, Lake Buffalo 2, Stone Coal 1, and Stone Coal 2
As long as the outside pump out access is in excess of 20 inches in diameter, the Contractor shall not be allowed to remove the contents of the vault though the toilet riser.
After removing the manhole cover, use the clam rakes or long handled grabber to remove as much of the debris as possible before trying to pump out the waste. This procedure will help stir up the contents of the vault and break up the dense concentration of waste typically located directly under the toilet riser. By removing most of the debris before pumping, the Contractor will find that the 4-inch hose will not clog as often and the liquid portion of the contents will not be removed before the thicker solids.
All Debris removed from the vault shall be placed into a leak proof container and removed from the Forest immediately following pumping of the vault. Debris shall not be placed in Forest Service trash bins.
If the bottom of the vault is flat, then the waste shall be removed down within 4-5 inches of the bottom. If the vault is sloped, pump the waste down on the deep side until the hose starts to suck air.
After pumping to this level, remove the remainder of the debris that was not removed during the initial removal. Using water, wash down the sides of the vault and dilute any remaining solids on the bottom of the tank. Pump the remaining sewage.
After the vault is near empty, pre-charge the vault with 50-80 gallons of fresh water.
Thoroughly clean and disinfect all contaminated areas resulting from the pumping process. Either sweep or wash all waste that is deposited on the concrete surrounding the manhole cover or toilet riser back into the vault. Spilled waste will become an attractant to flies, an odor problem, and a potential health risk to the public and must be cleaned immediately.
C.7-3 Contractor-Furnished Equipment The contractor shall furnish all toilet pumping equipment, tank truck, tools, approved disinfectant, and other equipment and supplies necessary to perform work in accordance with these specifications. A 4-inch (minimum size) suction hose and attachment couplings shall be utilized to accomplish all [pumping requirements. The length of hoses must be long enough to accomplish the required pumping. In most cases, 100 feet of hose is sufficient.
Water is required to wash the sides and bottom of the vault, dilute solidified waste, wash the inside of the bathroom out after pumping, and pre-charging the empty vault after pumping.
Some suggested tools are two 6-foot-long clam rakes, a long-handled grabber, trash bags to haul away the miscellaneous debris, brushes to clean up spilled waste, flat screw drivers, and containers to mix disinfecting solution.
Water drafting equipment, if needed, will be completely separate from the vault pumping equipment.
All equipment shall be in full accordance with any local, State, and County regulations.
C.7-4 Government-Furnished Property The USDA, Forest Service, Monongahela National Forest will provide the contractor with 1 Yale key for access to locked vaults. In addition, combinations to two locks located at Middle Mountain Cabins will be furnished when contract is awarded.
C.7-5 Offsite Disposal of Sewage and Debris
The Contractor shall be properly licensed and shall be responsible for making disposal arrangements, including disposal of all effluent, debris, and trash, and payment of all fees.
Disposal shall conform to all Federal, State, and Local laws and ordinances. The COR shall approve the disposal site(s) before pumping begins.
C.7-6 Conduct of Personnel The Contractor and his/her personnel shall make every reasonable effort to prevent interference with the normal use and occupancy of recreational areas while engaged in the performance of this contract.
Due to the nature of the duties under the contract, the Contractor and his/her personnel shall keep themselves and equipment presentable at all times. The COR may, in writing, require the Contractor to remove from the work site any employee the COR deems incompetent, careless, discourteous to the public, or is otherwise objectionable, or for theft, possession and/or removal of materials, supplies, equipment, or any Government-owned property.
