About this file
This is a Questions and Answers document for USDA Forest Service Solicitation 12444626Q0051 for Janitorial Services at the Laurentian Ranger Station, located in Carlton and St. Louis Counties, Minnesota. The deadline for question submission is June 30, 2026, with the incumbent contractor being Americlean Janitorial Services Corp. The scope of work encompasses twice-weekly cleaning of administrative offices, warehouses, bathrooms, and the Fire/LEO office (excluding the LEO office itself, basement, and second floor), along with semi-annual deep cleaning of the bunkhouse in April and December. Additional responsibilities include window and mirror cleaning at specified frequencies across multiple buildings, dusting ceiling vents and exhaust fans (8 feet or less in height using provided step ladders), and transporting recyclables and spent light bulbs to designated recycling centers with the contractor bearing disposal fees. The applicable wage rate is $16.88 per hour for janitors, though the government notes this remains subject to future revisions based on wage determination updates.
This is a total small business set-aside with no subcontracting restrictions, and the government has indicated it cannot confirm the total contract value but that no price adjustment clauses have been confirmed at this time. Site visits are available by appointment, and contractor personnel requiring access to the Fire/LEO office will be escorted. The bunkhouse occupancy during April and December cleaning windows will be coordinated in advance, and keys and door codes will be issued for after-hours unsupervised access. Contractors should review the complete solicitation documents for requirements regarding insurance certificates, performance and payment bonds, and specific FAR and AGAR clause provisions referenced in the submission instructions.

Q&A 17 June 2026 Laurentian Ranger Station Janitorial Services Solicitation:12444626Q0051 Last day for question submission: 06/30/2026
What is the name of the incumbent?
Americlean
Any special requirements to schedule an appointment?
Yes, please email/call to request an appointment.
How many windows and mirrors need to be cleaned?
Administrative office and warehouse bathrooms 3 windows on the 3 exterior doors and 7 mirrors in 5 bathrooms to be cleaned as needed and 30 windows that need to be cleaned in April and Sept/Oct
Bunkhouse 13 Windows once a year in April 4 mirrors twice per year
Fire/LEO office 27 windows, on the first floor only including the front and back porch windows, 2 windows will be excluded due to desk obstruction (main bay windows) washed 1 time a year in September 1 mirror
Recycling Center Logistics: The SOW requires the Contractor to transport recyclables and spent light bulbs to a designated recycling center. Could the Government identify the location of this center and confirm if the Contractor is responsible for any associated tipping or disposal fees?
I attached the location of recycle centers. The Aurora Transfer Station or the Regional Landfill in Virginia would be the best location for the light bulbs, yes the contractor would be responsible for the disposal fees. White Township will not accept cardboard or light bulbs. It’s recommended that if White Township is used, to go there Wednesday evenings as that’s right after a the container swaps.
Bunkhouse Pricing Structure: Attachment C (Schedule of Items) requires a "Monthly Total" for janitorial services. However, the SOW indicates that Bunkhouse deep cleaning tasks are performed only twice per year (April and December). Should the cost for these semi-annual tasks be amortized across the 12-month CLIN, or will the Government provide a separate CLIN for periodic services? You can amortize them across the 12-months.
On-Site Representative Delegation: The SOW states the Contractor must designate an on-site representative with "contract responsibilities and authority". In a prime/subcontractor arrangement, will the Government accept the designation of a Subcontractor Lead as this representative, provided they are granted formal delegation of authority by the Prime? This requirement may be subcontracted
Facility Heights and Equipment: The SOW requires dusting of ceiling vents and cleaning of exhaust fans, including those within the North and South Warehouses. Could the Government provide the approximate ceiling heights in these areas and clarify if the Contractor must provide specialized equipment (e.g., scissor lifts or scaffolding) to reach these fixtures?
The warehouses do not have vents, only the Main Office bathrooms and the Fire Office bathroom does, they are 8 feet or less in height. No specialized equipment needed, we have some small step ladders that are available.
LEO Office Clarification: Section 3 of the SOW (Tasks) includes the Fire/LEO Office in the twice-weekly cleaning schedule, but a subsequent "Additional Requirement" states: "Do not clean the LEO office". Could the Government clarify which specific rooms or areas within the Fire/LEO building are excluded from the scope of work? The LEO Office will always be locked, the basement is excluded as well as the 2nd floor.
Window Access: The SOW requires washing all windows and screens, "inside and out," twice per year. Are there any windows that require specialized exterior reach equipment, or are all windows accessible via standard ladders? Yes ladders will be accessible.
Incumbent Contractor: Could you please confirm whether there is a current incumbent for this contract? If so, we would appreciate it if you could share the associated Purchase Order number and the total contract value.
Yes, AMERICLEAN JANITORIAL SERVICES CORP for additional information please search SAM.gov
Given that this contract includes a base year plus four option years and is covered by the Service Contract Act, will a price adjustment clause such as FAR 52.222-43 or 52.222-44 be added to allow pricing adjustments tied to future wage determination updates? We a currently evaluating all incoming quotes for this solicitation. At this time, we cannot confirm a future price adjustment.
Does the limitation on subcontracting under FAR 52.219-14 and the SBA rule at 13 CFR 125.6 apply to this Total Small Business Set-Aside, and if so, how is compliance monitored or verified after award? No
Is a certificate of insurance, covering general liability, automobile, and workers compensation, required at the time of award or at a pre work conference? Please review solicitation documents Is a payment bond or performance bond required for this contract? Please review solicitation documents
Could you clarify the full text and requirements for FAR 52.209-7 and AGAR 452.211-71, since the submission instructions reference both but their full provision text does not appear elsewhere in the solicitation? Please review solicitation documents
What is the access procedure, such as keys, alarm codes, or badge access, for performing cleaning during the after hours, unsupervised windows specified in the schedule? Keys and door codes will be issued
Can you confirm whether the bunkhouse is vacant during the April and December cleaning windows, or whether occupancy should be coordinated in advance? Occupancy will be coordinated
Is a site visit or walkthrough available before quotes are due? Yes, please email/call to request an appointment.
Since the deadline to submit questions and the deadline to submit quotes are the same date and time, will questions submitted close to that deadline be answered before quotes are due, or would the government consider extending the deadline to allow time for a response? Q and A is now attached to solicitation the deadline for questions is 06/30/2026
The Statement of Work requires contractor personnel to access the Fire/LEO office area. Please confirm whether contractor staff will need to complete a background check, obtain a facility access credential, or comply with an escort requirement prior to performing work in that area. The contactor will be escorted.
The solicitation body references a janitorial wage rate of $16.88/hr; however, the applicable Wage Determination for Carlton and St. Louis Counties, MN reflects $17.45/hr for the janitor classification. Please confirm which rate governs for pricing purposes, or issue a corrected wage determination reference. The Wage Determination we have is $16.88, however it remains subject to future revisions and updates.
FAR 52.219-14 (Limitations on Subcontracting) is not included in the solicitation, yet the SOW requires disclosure of all cleaning personnel, including subcontractors. Please confirm whether any subcontracting restrictions apply to this acquisition. There are no subcontracting restrictions.
Can you confirm the anticipated total contract value falls within the simplified acquisition threshold, and whether this procurement is set aside exclusively for small businesses? I cannot confirm the contract value however this is a total set aside for small business.
