About this file
This is a Questions and Answers document for Amendment 0001 of Solicitation 12444626Q0032, issued by the Department of Agriculture Forest Service on April 29, 2026, for mechanical removal of woody vegetation at Huron Manistee National Forest. The document addresses two clarifications relevant to the Statement of Work (SOW).
The first clarification confirms that the Period of Performance is scheduled from November 1, 2026, through March 15, 2027, with no considerations or contract modifications to be granted due to inclement weather, snow accumulation, rutting, or other winter weather conditions. The government has determined that the timeframe accounts for typical winter weather in the area. The second clarification defines "refuse" under Point D of the SOW to mean only trash generated during work operations, such as hydraulic oil containers and food wrappers, and explicitly excludes mulching residue from the removal requirement. This is a Total Small Business Set-Aside with a $11.5M size standard, using NAICS Code 115310.

Questions and Answers
Q1) I noticed the Period of Performance is scheduled to be this upcoming winter. I was wondering what - if any - considerations will be given to the event the work period is not viable for project completion due to inclement weather. I'm admittedly not from the area, but in doing some preliminary homework for this, the area seems to receive several feet of snow every year. Beyond the difficulty of performing in the accumulation itself, I would have guessed the melt would create possibilities for significant rutting, and I didn't see any guidance surrounding the leaving of ruts or shutdowns enforced at the COR's discretion due to tracking and rutting.
A1) The SOW states that "the above areas are to be started on or after 11/1/2026 and to be completed by 3/15/2027." The time for the work period has accounted for winter weather and snow, no considerations will be given.
Q2) As referenced in Point D of the SOW, it states that the contractor and its employees are responsible for removing all refuse produced during the course of their work. Could you please clarify whether this requirement applies specifically to the mulching residue generated from the work, or to all debris and waste produced throughout the entire project?
A2) Refuse refers to trash generated from the work such as hydraulic oil containers, food wrappers, etc, it does not refer to mulching residue.
