About this file

This is a Questions and Answers document for solicitation 12444526Q0059 regarding Annual Chemical Fume Hoods, Laminar Bench Hoods, and Biosafety Cabinet Recertifications at the US Forest Service Forest Products Laboratory in Madison, Wisconsin.

The document addresses four key inquiries from potential offerors. First, interested contractors should base pricing on the quantities provided in the Statement of Work and Schedule of Items; detailed equipment inventory information including manufacturer, model numbers, serial numbers, dimensions, locations, and prior certification reports are available upon request by contacting lawrence.jackson@usda.gov. Second, regarding the five biosafety cabinets, at least one or more may be Class II Type B2 cabinets with 100% exhaust, which will be confirmed in the equipment list available from the contracting officer. Third, the government will not authorize or pay for any unforeseen labor; all services must receive pre-approval in writing before work begins, though offerors may include a small contingency allowance for potential unforeseen work if necessary. Fourth, the 79 devices are distributed across five buildings on the Forest Products Laboratory campus, with specific building and room/lab numbers provided in the equipment lists. The recertification requirement covers devices across multiple locations, necessitating coordination and travel among various campus buildings.

1244526Q0059 Forest Products Laboratory Annual Chemical Fume Hoods Questions and Answer

1.To support accurate pricing and ensure our quotation fully addresses the requirement, could you please provide any available equipment inventory or supporting documentation identifying the manufacturer, model number, serial or asset number, equipment type or classification, dimensions, room location, and exhaust configuration for the units included in the scope? We would also appreciate copies of any available prior certification reports, equipment schedules, or photographs. If this information is not currently available, please advise whether offerors should base their pricing solely on the quantities provided in the Statement of Work.

Please email lawrence.jackson@usda.gov to see the lists of chemical fume hoods, biosafety cabinets and laminar flow hoods, and the reports on the hoods from the previous inspections. Prices should be based off of the Statement of Work and Schedule of Items.

2. Are any of the five biosafety cabinets Class II Type B2 cabinets with 100% exhaust?

I believe we have at least one or more biosafety cabinet that might fall under that category, but I’d need to review the equipment list and see if the model, etc. fell under those categories. Otherwise off the top of my head I don’t know specifically.

3. How should any unforeseen labor identified during performance be handled? Our service provider typically includes a small allowance for unforeseen labor, which would only be used if necessary. Please confirm whether this approach is acceptable for this requirement or whether all such work requires separate authorization.

We will not be able to pay any unapproved services. All services need to be pre-approved in writing before any work can be completed.

4. Are all 79 devices located within the same building, or are they distributed across multiple buildings at the Forest Products Laboratory?

The hoods are spread out across five buildings on campus with building and room/lab numbers identified for each hood in the chemical fume hood list and biosafety cabinet/laminar bench hood list I sent in the last email.
