Statement of Work

Project Brownstown RD Road Maintenance

General Information

1.0 Scope of Work

Road Work on this project consists of Shoulder backing, grading and reshaping the road surface, ditch grading and cleaning and aggregate placement. The ditch grading and cleaning will be part of the Road grading and shaping work item.

2.0 Background

Provide a general description of the requirement, describing the acquisition history (if applicable), the current environment, and the vision of the future of the requirement. If information technology is a factor, provide pertinent technical facts.

The Hoosier NF has 500 miles of roads some are paved with many being aggregate based. A percentage of the roads are open year-round, and some require maintenance works to keep them in a condition for the user level classification. Some of the roads will get yearly maintenance to maintain the road usage needs. The forest standard road width is 12’, some roads may be wider, and some have turnouts along them. The Hardin Ridge Recreation Area has mostly paved roads with a few that are gravel surfaced. The area during operational period is ran by a concessionaire group which monitor the camping and use of the area. The main road also provides access to a private subdivision locate near the Boat ramp. Tower Ridge Road sections have been vacated to the Forest Service. Brooks Cabin Road provides seasonal access to the Brooks Cabin.

Contractor Requirements

3.0 Technical Requirements / Tasks

Describe the specific tasks or work the contractor must perform. Provide direction on any specific methodologies.

• Project work items list.

o Grading consists of grading the existing road surface and reshaping it to drain. The work includes pulling aggregate back onto the roads from the shoulders and ditches. Road scarification will be required on roads with potholes and wash-boarding. Road scarification will be done in a method to remove the pothole and repack material to return it to the existing road surface. Most of the FS roads have a crowned template. FS must approve gradings prior to any aggregate placement.

o Ditch grading and cleaning consist of cleaning debris and/or reshaping the ditch to drain. Excessive sediment needs to be removed to ensure proper drainage. If excessive debris needs a disposal location work the COR on marking locations for it. Ditch work should be done is a manner to not contaminate the surface aggregate. Contractor needs to be aware of culverts, culvert catch basin, outlet ditches and drainage dips to not damage or fill/obstruct the structure. Ditch grading and cleaning must be completed prior to final grading and aggregate placement.

o Roadway Mowing consist of mowing the roads from the backside of the existing road ditch or 5’ past the edge of gravel. The mowing includes the road surface as needed. Mowing to the backside ditches includes around culverts along the road within work area. Vegetation to be mowed to a height of 6” or less. Mowing must be completed prior to grading activities starting.

o Roadway Clearing consist of Mowing/cutting and removal of trees, shrubs and brush from the roadway and cut and fill slopes of the roadway. Clearing includes the areas around culverts, bridges and storm structures. Existing fallen trees are to be removed and scattered on the downhill side of roads. Vegetation to be cut to a height of 6” or less.

Debris from clearing must be removed from road surface to prevent any damage to vehicle using the road. Clearing must be completed prior to grading activities starting.

o Aggregate consists of provided aggregate type/size described and placing in the locations described in the project or directed by the COR. The processing includes grading it to the road’s width, depth and equipment compaction of full road width unless otherwise stated. The contactor is required to control the aggregate placement and quantities. Stockpiling is not permitted on this project. Grading and ditch work must be completed prior to aggregate placement with COR’s approval. Compaction is required as noted in Description of Work. Equipment compaction requires full width of aggregate by hauling and or on-site equipment. Equipment compaction requires a least two passes to ensure compaction. When Roller - vibratory steel drum is required, it would be equal to a Cat CS433 with a minimum of two full width passes. Other roller – vibratory steel drum must be approved by COR.

o Mobilization will be a separate work item; Mobilization includes the cleaning of all equipment to be used on the project with inspections of equipment required prior to unloading the equipment.

o Road maintenance projects follow Special Project Specifications and Federal Standard Specifications FP-14.

• Project work “Shoulder backing”.

o Shoulder backing consist of placing aggregate material as describe along the road edge to protect the road surface from cracking and support the surface from breaking away. The process will be done using equipment designed to place the shoulder aggregate.

o The aggregate will be placed at a width of 18” with an approximate depth of 2”. Some locations will be less, a few could be more. The contractor is required to control the width, depth and quantities of the aggregate to keep it uniform along the road.

o The roads for the project have existing features (signs, utilities, etc.) the contractor are required to protect all existing features. It damaged it will be the contractors responsibly to repair damaged features at their cost. Existing manholes and utilities along the road will not be covered with aggregate.

o Equipment and labor hours for this project are all included in the Shoulder Backing cost. Separate labor hours would be for road traffic control.

o The placed aggregate cannot be higher than the existing asphalt edge and sloped away from the road to allow for proper drainage off the road.

o Intersection transitions will go back 10’ or to the gate location, whichever is shorter.

o After placing the aggregate, it must be compacted. Compaction methods can range from a smooth tracked equipment (2 passes minimum) to a roller compactor (1 pass minimum). A portable compaction plate-style will also be acceptable (1-2 pass minimum). The entire placed area must be compacted during the compaction.

o This project does not allow aggregate to be dumped along the road and bladed/pushed/swept off for placement.

This type of work can cause asphalt damage it will not be an acceptable method.

o Aggregate stockpiling will not be allowed on this project. No stockpile areas are available due to the project location.

o Contractor much ensures all aggregate material is placed off the paved surface. Any over dumping in the machine ben or loose material on or along the road must be removed off the road.

o Mobilization will be a separate work item. Mobilization includes the cleaning of all equipment to be used on the project with inspections of equipment required prior to unloading the equipment.

o Road maintenance projects follow Special Project Specifications and Federal Standard Specifications FP-14.

• Project equipment requirements. The following equipment is what is anticipated to complete the project. The project work should be completed using the appropriate equipment for the task.

o Grading work requires grading equipment (Grader, Skid-steer with grading attachment, etc.) Tractor with grader blade and Dozers will not be acceptable for the project.

o Ditch grading and cleaning requires equipment designed for the work (Grader, skid-steer, mini-excavator, etc.).

Manual Labor may be required around Culverts inlets and outlets.

o Clearing and Mowing requires equipment designed for the work (excavator w/attachment, tractor with A-boom mower, tractor with mower, etc.). Manual labor me be required around signs, guardrail, culverts inlet and outlets.

• The following are the roads to have work completed on this project. A detailed description of work will be attached for starting and stopping locations for each roads project work.

o FS Road 4725.000 Hardin Ridge Road (1.41 miles of work) o FS Road Tower Ridge Road (1.50 miles of work) o FS Road 4731.020 Brooks Cabin Road (0.164 miles of work) o FS Road 4725.020 EADS Campground (0.31 miles of work) o FS Road 4725.040 Holland Campground (0.35 miles of work) o FS Road 4725.080 White Oak Campground (0.26 miles of work)

• Project Timeframe, work hours and work area.

o Project timeframe will be between Monday and Friday (workweek) between the hours of 0630 to 1700 EST. No work will be done on weekends or Federal holidays.

o Work areas will require standard construction signs to warn traffic. Harden Ridge Road may require a flagman if the traffic is heavy, and the work is cause delayed to traffic flow.

o Equipment may be stored onsite during the project but are required to removed when the project is completed and accepted. Storage locations will be agreed upon prior to starting the project as the project area is a working Campground and some areas are gated/locked, and others have recreation activities.
