Performance Work Statement (PWS)
Section 1.0 General
1.1 General
For purposes of simplicity, the Contracting Officer and Contracting Officer’s Representative will hereafter be referred to as the CO/COR, respectively.
Prior to commencement of work, the COR will arrange a pre-work conference with the contractor within 7-10 days after the date of contract award. The conference will be held at

1.2 Place of Performance
The work is located at the Potosi Ranger Station and Warehouse Conference Room:

The building consists of approximately 5700 square feet on one level.
2. SCOPE OF WORK:
This contract is to provide janitorial services within Government-owned facilities for a base period of one year – contract may be extended up to four (4) additional option years ending December 31st, 2028. These specifications are intended to describe the requirements for janitorial services during this period. Task and frequency schedules can be found in Section 8.
3. BIOBASED PRODUCTS:
All supplies and materials shall be of a type and quality that conform to applicable Federal specifications and standards and, to the extent feasible and reasonable, including the exclusive use of biobased products. All supplies, materials, and equipment to be used in the performance of work described herein are subject to the approval of the CO/COR.
The following is a list of categories for products that may be required for performance of custodial duties. Each product submitted for use under this contract must be identified with at least one of these categories (some products may be listed under more than one category). Labeling shall be printed on all containers.

4. PERFORMANCE:
A. Janitorial services shall be performed one day per week, between 6 pm Friday and 7 pm Sunday. It is the Contractor's responsibility to notify the COR of inability to perform duties during any week. The COR is to be notified prior to 3:00 pm on Friday. This situation should not occur more than two times per month. Anything in excess of this is grounds for default of contract.
B. Housekeeping inspection will be conducted randomly by the government on-site COR. The Contractor or his/her designated management representative will notify the COR of any situations that may arise that prevent the Contractor from accomplishing required tasks.

C. Contractor is required to complete “Attachment A: “COR Inspection Checklist” on the day work is completed. This checklist must remain onsite and be available to the COR at all times as an inspection tool. The completed checklist will be turned in weekly to COR.
5. GOVERNMENT-FURNISHED PROPERTY:
The Government shall provide cleaning equipment required in the performance of this contract. This equipment includes vacuum, mop, and mop bucket. The government will supply toilet paper, paper towels, trash bags and hand soap.
Cleaning supplies necessary for completion of this contract will be the responsibility of the Contractor. Contractor shall notify the COR 10 days in advance of need for replenishment of Government-furnished supplies.
6. CONTRACTOR’S RESPONSIBILITIES:
In addition to assuming complete responsibility for satisfactorily managing and performing a cleaning program for the Government-owned facility as described in the following sections, the Contractor shall meet the following obligations:
A. Ensure adequate numbers of trained personnel are available to perform the services as specified here in, on a daily basic with no workday missed.
B. Inform the Contracting Officer, or his/her designated representative, any problem that may arise beyond the scope of this contract.
C. Use all equipment and cleaning products appropriately according to manufacturer’s instructions.
D. Supply all cleaning products necessary to complete required tasks.
E. Provide adequate advance notice when using products that may produce noxious fumes or when performing work that would impact daily operations.
F. Supply custodial equipment required to properly carry out the specifications of this contract.
G. At all times, maintaining building security by relocking doors that were locked, prohibiting unauthorized entrance to building, and reporting any suspicious persons or items.
H. Within 30 days of contract award, the contractor shall submit for approval, a schedule of weekly, monthly, and annual tasks.
7. QUALIFICATIONS OF CONTRACTOR’S PERSONNEL:
The personnel employed by the contractor shall be capable employees, qualified in custodial-type work. The building shall be fully staffed beginning the first day of work under the contract; and at the time not less than 75% of the staff shall be trained and experienced in custodial-type work. “Experienced personnel” are those who exhibit the capability of operating with a minimum of supervision. The remainder of the staff shall be fully trained and qualified within 30 calendar days after initial starting date. Contractor shall designate an employee to be primary contact for COR and cleaning staff during scheduled shift.
8. TASKS & FREQUENCY:
• Empty all waste containers – wipe or wash and change liners. Waste containers shall be washed and disinfected as required, but no less than once every three (3) months.
• All waste shall be dumped in outside disposal containers.
• Dust offices including furniture, windowsills, tops of partitions, ledges, door jambs, pictures, and all other surfaces with a treated dust cloth. Contractor does not dust or clean computer equipment. Personal articles, papers, or plants should not be moved in order to dust. Contractor should dust around them.
• Dust all empty areas, hallways, display cabinets, and doorways.
• Clean all glass doors.
• Dust mop or sweep all uncarpeted areas.
• Wet mop hallway and bathrooms.
• Clean and polish all drinking fountains. (A separate container and materials shall be used for this purpose.)
• Vacuum with electric vacuum cleaner all carpeted areas to remove dust, dirt, and litter.
• Fill paper towel dispensers, toilet paper dispensers, and replenish soap supplies as needed.
Restroom Cleaning:
• Wash and sanitize all water closets, seats, and urinals. No rust or encrustation shall remain.
• Wash and disinfect all lavatory fixtures.
• Floors will be swept, mopped, and disinfected with cleaning material (ex:
Murphy’s Oil Soap, etc.) that removes all dirt, debris, and stains from tile surface and grouted areas. Cleansers used will not be abrasive and will not damage tile.
• All other tile surfaces (baseboards and wall) will be cleaned with cleaning materials (ex: Murphy’s Oil Soap) that will remove all dirt and stains from surfaces and grouted areas.
• Mirrors, shelving, dispensers, and chromium fixtures shall be damp-wiped and polished.
• Fill paper towel dispensers, toilet paper dispensers, and replenish soap supplies as needed.
• Wash partitions.
CLEANING MATERIALS USED IN RESTROOMS WILL NOT BE USED IN
ANY OTHER AREA.
Computer Room Cleaning:
• Dust mop floors.
• Empty waste containers.
• Clean floor surfaces by first removing dust and debris with dust mop, followed by damp mopping with an appropriate product.
DO NOT WAX, BUFF, OR POLISH. BUCKETS OF WATER ARE NOT TO BE
TAKEN INTO COMPUTER ROOM.
Conference Room Cleaning (Warehouse):
• Dust mop floors.
• Empty waste containers.
• Clean floor surfaces by first removing dust and debris with dust mop, followed by damp mopping with an appropriate product.
• Vacuum carpet.
• Clean restroom adjacent to conference room per aforementioned specifications.
Periodic Cleaning:
Clean all exterior and interior ground level windows twice during the contract period at the time specified by the COR. Cleaned windows shall be free of water and/or dirt.
9. PREWORK CONFERENCE:
Prior to commencement of work, the Contractor shall arrange a meeting with the Contracting officer to discuss the contract terms and work performance requirements. At this time, the Contractor shall designate, in writing, the name and phone number of the Contractor’s on-site representative/supervisor and their responsibilities.
10. CONTRACTOR REPRESENTITIVE:
The Contractor shall provide a contract representative for the performance of the work specified in this contract. The name of this person and an alternate(s) who shall act for the Contractor when the Contractor is absent shall be designated in writing to the Contracting Officer. The Contractor’s representative or alternate shall have full authority to act for the Contractor on all contract matters relating to daily operation of this contract. The Contractor’s representative and alternate(s) must be able to read, write, speak, and understand English.
11. CONDUCT:
The Contractor or his/her employees are prohibited from disturbing papers on desks, opening desk drawers or cabinets, or using telephones, computers, or other office equipment. A telephone may be used in the case of an emergency.
The Contractor is prohibited from using tobacco products in the building. Smoking is allowed only in designated smoking areas outside the buildings.
The Contracting Officer may, in writing, require the Contractor to remove from the job any employee the Government deems incompetent, careless, or otherwise objectionable, or for theft, possessions and/or removal of materials, supplies, equipment, or any other Government-owned property.
12. HOURS OF OPERATION:
Janitorial services shall be performed one day per week, between 6 pm Friday and 7 pm Sunday. The contractor will be responsible for maintaining building security during the hours the building is occupied due to Contractor operations.
13. SAFETY:
Contractors are subject to all applicable State and Federal OSHA rules and regulations. Prior to the start of the contract, the Contractor shall submit to the CO for approval a written Accident Prevention Program. At minimum, the Accident Prevention Program should include the following:
A. The name of the responsible supervisor or contact and pertinent phone number(s).
B. A list of chemicals and/or products, including manufacturer names or the brand names, to be used during the performance of work under this contract, the intended use of each of these materials or products, any potential hazards that may be associated with the use of each product, and Safety Data Sheets (SDS) for each of these products.
C. A description of work to be performed and any potential hazards that may be associated with the performance of that work.
D. Personal Protective Equipment required.
E. Training schedule.
F. Safety Meeting schedule.
G. An Emergency Response Plan: including accident reporting procedures, first aid procedures, emergency phone numbers, and reporting instructions for ambulance, hospital, physician, fire, and/or police response.
14. FIRE PREVENTION AND SECURITY:
The Contractor is responsible for ensuring security of Government property, buildings, equipment, materials, records, and data against unauthorized access, loss, or damage during the performance of this contract.
A. Fire Prevention: The Contractor shall, always, keep janitor closets neat, clean, and free from odors and fumes. All chemical and combustible items shall be stored in proper containers. All trash shall be placed in the dumpsters. Trash shall not be stored in the janitor closet.
Smoking is prohibited inside the building. Smoking is allowed in designated area only.
B. Building Security: The Contractor shall protect Government property, buildings, equipment, material, records, and data against unauthorized access, loss, or damage.
The Contractor and his/her employees shall check all windows and doors to make sure they are locked on leaving the premises and inform the Contracting Officer when they are found open. Doors shall not be propped open during contract operations.
The Contractor shall announce their arrival and departure to employees who may be occupying the building. Doors shall be left locked unless otherwise instructed.
The Contractor shall ensure that all keys and/or door combinations issued by the Government are kept secure and not used by unauthorized persons.
Government-issued keys shall not be duplicated. The contractor shall reimburse the Government for replacement of locks or re-keying as result of Contractor loss or negligence.
Only the Contractor’s employees are allowed in the building or on the job site. The Contractor is prohibited from opening locked areas to permit entrance of persons other than the Contractor’s employees.
The Contractor shall not attempt to reconnect or re-plug any computer wiring disconnected or disturbed during the performance of this contract.
The Contractor shall leave written notification on the COR’s desk of any computer equipment accidently disconnected.
The Contractor shall not disturb papers or equipment on desks or bulletin boards, open drawers, or cabinets, use computers or faxes, or use telephones provided for Government use, expect in the case of any emergency.
No trash, equipment or furniture shall be removed from the trashcans or dumpster for personal use.
15. WORK REQUIREMENTS:
Items of work as listed on the Scheduled Cleaning shall be considered as separate operations and shall not be accomplished concurrently.
All furniture and furnishings shall be stored in their proper place after operations of each shift have been performed. All locked space shall be properly secured and relocked immediately upon completion of service.
Periodic Inspections The COR or designated Inspector will use the attached checklist to periodically check to see if services have been performed in accordance with the PWS. The contractor or on-site manager/supervisor will sign acknowledgment of completed checklist and make any comments and corrections of deficiencies. A copy will be provided to the contractor through the CO. Periodic inspections may be reduced or increased depending on the contractor’s performance.
Customer Complaints The COR will validate any customer complaint and document the complaint with the PWS section reference. The contractor will be allowed to comment. Re-performance, if needed, shall be performed immediately.

(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6 of the Federal Acquisition Regulation, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.
(ii) This solicitation is issued as an Request for Quotation (RFQ).
(iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2023-05.
(iv) This procurement is set aside for 100% total Small Business.

The contractor shall furnish all labor, materials, tools, equipment, permits, transportation, and insurance required by this janitorial services contract. The contractor shall at all times provide adequate supervision of employees ensuring all work is accomplished in accordance with the terms and conditions of the contract in a manner that will maintain a satisfactory facility condition and present a clean, neat and professional appearance. Careless performance of work will not be accepted.

a) Technical Proposal – The technical proposal shall address the evaluation factors in 52.212-2. At a minimum technical proposal shall include:
i) Past Performance – provide a list of similar projects completed by your firm over the past three years. Include a brief description of the project, dollar amount, year completed, and project owner contact information (name, phone, and email). The government may use past performance information from any available source. If a company does not have past performance information available, information may be provided for predecessor companies, key personnel, or subcontractors. In the event that there is no past performance information available, the offeror will receive a neutral rating in this factor.
ii) Technical Capability – Provide a list of equipment and key personnel (with qualifications) that will be used to complete this project.

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:

Technical and past performance, when combined, are approximately equal to cost or price.

The Offeror shall not complete the representation at paragraph (d)(1) of this provision if the Offeror has represented that it "does not provide covered telecommunications equipment or services as a part of its offered products or services to the Government in the performance of any contract, subcontract, or other contractual instrument" in paragraph (c)(1) in the provision at 52.204-26, Covered Telecommunications Equipment or Services—Representation, or in paragraph (v)(2)(i) of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Products or Commercial Services. The Offeror shall not complete the representation in paragraph (d)(2) of this provision if the Offeror has represented that it "does not use covered telecommunications equipment or services, or any equipment, system, or service that uses covered telecommunications equipment or services" in paragraph (c)(2) of the provision at 52.204-26, or in paragraph (v)(2)(ii) of the provision at 52.212-3.
(a) Definitions. As used in this provision—
Backhaul, covered telecommunications equipment or services, critical technology, interconnection arrangements, reasonable inquiry, roaming, and substantial or essential component have the meanings provided in the clause 52.204-25, Prohibition on Contracting for Certain Telecommunications and Video Surveillance Services or Equipment.
(b) Prohibition. (1) Section 889(a)(1)(A) of the John S. McCain National Defense Authorization Act for Fiscal Year 2019 (Pub. L. 115-232) prohibits the head of an executive agency on or after August 13, 2019, from procuring or obtaining, or extending or renewing a contract to procure or obtain, any equipment, system, or service that uses covered telecommunications equipment or services as a substantial or essential component of any system, or as critical technology as part of any system. Nothing in the prohibition shall be construed to—
(i) Prohibit the head of an executive agency from procuring with an entity to provide a service that connects to the facilities of a third-party, such as backhaul, roaming, or interconnection arrangements; or
(ii) Cover telecommunications equipment that cannot route or redirect user data traffic or cannot permit visibility into any user data or packets that such equipment transmits or otherwise handles.
(2) Section 889(a)(1)(B) of the John S. McCain National Defense Authorization Act for Fiscal Year 2019 (Pub. L. 115-232) prohibits the head of an executive agency on or after August 13, 2020, from entering into a contract or extending or renewing a contract with an entity that uses any equipment, system, or service that uses covered telecommunications equipment or services as a substantial or essential component of any system, or as critical technology as part of any system. This prohibition applies to the use of covered telecommunications equipment or services, regardless of whether that use is in performance of work under a Federal contract. Nothing in the prohibition shall be construed to—
