Pre-bid meeting for Cadillac-Manistee Habitat Improvement IDIQ, 10 June 2021Pre-bid meeting Notes:

Overview of bid items by Scott Warsen

Items 1 and 2 Government will furnish trees, may require walking up to .75 mile on foot. No driving equipment.

This walking requirement also applies to line item 2, but the trees must also be protected

Item 3 will be completed with chainsaws (hand-cutting). Access to site is on foot, not with equipment. 10 trees to cut per site, goal is to create more large wood on forest floor. This line item was amended on 6/9/21 to correct number of trees per site.

Item 4 cutting by hand with chainsaws or brushsaws.

Item 5 is mechanical brushing, areas that are open or semi-open. Some may be a bit more forested. Everything = or less than 6” diameter, then piles will be created. Sites can be accessed with heavy equipment. The sites will be marked.

Item 6- brushing 3” and under, no piling, may be accessed with heavy equipment. There might be occasional reserve trees.

Item 7 brushing 3” and under, treating with herbicide (not government-furnished), and will be completed with hand-tools. Must be certified applicator and keep a log of how much herbicide is used.

Item 8 – converting forested areas to open areas, pulling root ball out of ground

Excavator/dozer is allowable. We want to avoid stump sprouting. Everything needs to be uprooted so that a brush hog can go through the site in the future. Pile requirements on Page 11 on RFQ. If there is a large amount of wood, the pile sizes may be adjustable. Contractor may fell the tree then pop out the stumps.

Schedule/Estimated quantities:

Will contractor know the optional items before they arrive to work on the base?

o Yes, the CORs plan to give contractor all base + options at once.

o FY21 numbers are firm, but future numbers will be variable.

Contracting Questions:

Chelsea provided overview of submission requirements and a reminder that incomplete quotes will not be considered

Can contractors bid on just certain Items? – Yes. There will be multiple awards.

Can a contractor be awarded more than one item? - Yes

Site Visit:

Scott reviews locations with contractors, offers to take them out to see sites.

The contractors will go see a site with different treatments close to each other.

Contractor asked for clarification on item #8, specifically whether stumps from conifer trees need to be pulled out (because conifer trees do not re-sprout from a cut stump the way hardwood trees do). – No, stump removal is not required for conifer trees. This also means item

#8 must be done mechanically (i.e., with heavy equipment) and cannot be done manually (i.e., with a chainsaw).
