ESA Phase I Environmental Site Assessment for real property acquisition (7 parcels)
General Information
1.0 Scope of Work
Environmental Site Assessment Phase I in accordance with ASTM Designation E-1527-21 [Feb. 13th 2023] “Standard Practice for Environmental Site Assessments: Phase I Environmental Assessment Process”
Focus of the work is to document current environmental conditions of and identifying if recognized environmental conditions (RECs) exist on the properties.
2.0 Background
Parcel 2026: The Society for the Protection of New Hampshire Forest (SPNHF) Church Tract was acquired by Warranty Deed from James R. Church, dated Dec. 4, 2019, recorded in Carroll County Registry of Deeds Book 3479, Page 580.
Parcel: 2027 The SPNHF Harts Location Parcel was acquired by Warranty Deed from Verlene O. Hamilton, dated March 29, 2011, recorded in Carroll County Registry of Deeds Book 2923, Page 163.
Parcels: 2024 & 2024b Dwight Grover, and Mabel Shaw Lots in the Town of Gilead, Oxford County Maine. White Pine Forrest LLC by Quitclaim deed with covenant from the Conservation Fund dated 6/10/2020 and recorded in the Oxford County Registry of Deeds in Book 5527 Page 404
Parcel: 2028: A parcel of land in Woodstock NH. John Durocher by virtue of deed from JBEGOOD. dated September 12,2022 and recorded in the Grafton County Registry of Deeds in Book 4760 Page 461

Contractor Requirements
3.0 Technical Requirements / Tasks
1. Database, Record Review and Background Research
a. Government databases and records maintained by Federal, State and local agencies and pertaining to environmental conditions on or within the vicinity of the Property will be reviewed.
2. Interviews of individual who may be familiarity with the property
3. Site Reconnaissance
a. The site reconnaissance will be conducted on foot to observe the general setting and conditions of and to assess if there are potential or real RECs in association with the Property. An overview reconnaissance will also be conducted of adjoining properties.
4. Report (see deliverables)
4.0 Government Furnished
1. chain of Property ownership and deeds
2. surveys, environmental reports, appraisals, maps and similar resources
3. contact information for individuals who have familiarity with the Property
4. specialized knowledge about the Property relative to assessing potential RECs
7.0 Deliverables / Schedule
A final report will be prepared, and an electronic PDF version of the report will be provided to the WMNF. This report will comply with ASTM E-1527-21 standards and will provide an overview of the Property, a description of the ESA work completed along with findings, data gaps, and conclusions, and will identify any identified RECs.
