SCHEDULE NOTES:

1. In order to be eligible for a contract award under this solicitation, you must be completed registered in the System for Award Management program (www.sam.gov) at the time of proposal evaluation. Registering in SAM is free. If you do not have an “active” profile or you do not submit the requested information according to the solicitation provisions, you could be considered non-responsive.

2. This solicitation will result in the award of a firm, fixed-price, multiple-year, Indefinite- Delivery, Indefinite Quantity (IDIQ) service contract(s). All awards will be Performance Based Service Contract(s).

3. Multiple awards may result from this solicitation. The Government intends on making multiple awards (two (2) or three (3) contracts) to the responsible Offerors whose proposals are determined to offer the best value to the Government, price and other evaluation factors considered. Task Orders for identified work will then be competed between the contractors receiving an IDIQ contract award from this solicitation.

http://www.sam.gov/

4. 4520.216-73 Minimum and Maximum Contract Amounts (FEB 1988) – During the period specified in FAR clause 52.216-18 ORDERING, the Government shall place orders totaling a minimum of $2,500 (base period guarantee only), but not in excess of $1,5 million (base period plus option periods combined; all contracts combined).

5. All quantities are estimated quantities only and will be used for evaluation purposes. The estimates were obtained from records of previous requirements, projected need from work plans, or by other means, and are based on the most current information available. Actual quantities will be provided in each individual task order. Actual work ordered will be based on prices submitted and funds available at times of needs.

6. The pricing offered is considered by the Forest Service to be contractually binding unit ceiling pricing. If a contract is awarded, the Contractor is bound to this offered pricing as the maximum pricing that can be offered when a task order is solicited. When offering a task order proposal, the IDIQ Contractor can elect to offer less than the contractually established ceiling pricing; however, this reduction is only in effect for that specific task order solicitation / issued task order, and does not constitute a contractual change to the unit ceiling pricing. IDIQ contracts will not be awarded to Offerors who do not propose reasonable initial ceiling pricing. Unreasonably high, unrealistically low, unbalanced or incomplete pricing shall eliminate a proposal from competition.

7. The Government intends to evaluate proposals and award contracts without further negotiations or discussions, unless clarification is required. Therefore, the Offeror’s initial proposal should contain the Offeror’s best terms from a price and technical standpoint. The Government reserves the right to enter into discussions later, if the Contracting Officer deems that it is in the interest of the Government to do so.

8. Award will be made for the base period. If the Government exercises its option to renew, awards will be made for succeeding option years in accordance with FAR Clause 52.217-9, Option to Extend the Terms of the Contract and FAR Provision 52.217-5, Evaluation of Options.

9. Contractor must, at its own expense, provide and maintain insurance coverage throughout the performance of this contract. See FAR Clause 52.228-5, Insurance – Work on a Government Installation and AGAR Clause 452-228-71, Insurance Coverage.

10. All warranted Contracting Officers of the USDA Forest Service are authorized to place orders under this contract. The amount of any order shall not exceed the maximum order limitations shown elsewhere in this contract.

11. Payment will be made after inspection and acceptance by the COR. All payments by the Government to the Contractor under this contract will be made in accordance with Electronic Funds Transfer (EFT) methods referenced in this solicitation.

12. The “Submit Invoice-to” address for USDA is the Department of Treasury’s Invoice Processing Platform (IPP). All invoices are to be submitted online via the electronic Invoice

Processing Platform. This is a mandatory requirement by the U.S. Department of Treasury and you can find more information at this website https://www.ipp.gov/. Your company must be registered at https://www.ipp.gov/vendors/enrollment-vendors to establish an account in order to submit an invoice on this project.

To check on payments once a contract has been awarded, contact the Miscellaneous Payments Section of the National Finance Center at 1-800-421-0323.

14. There is no “Show-me” trip scheduled for this project, prospective bidders are strongly encouraged to view the sites themselves to make their own estimate on the amount of work needed to perform the required services in accordance with the specifications detailed in the Statement of Work.

(ix) 52.212-2 Evaluation – Commercial Products and Commercial Services (NOV 2021) (Provision)

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:

Evaluation will be conducted on best-value principles. This best value determination will be accomplished by comparing the value of the differences in the technical factors of competing offers – based on their strengths, weaknesses and risks – with the differences in their proposed price to the Government. In making this comparison, the Government is more concerned with obtaining superior technical capabilities than with making an award at the lowest overall cost to the Government. However, the Government will not make an award at a significantly higher overall price to achieve slightly superior technical capabilities. As technical scores become closer, price will become more important.

Technical Evaluation Factors (in descending order of importance)

• Past Performance on Similar Projects

• Project Methodology o Technical Merits o Quality Control Plan o Work Plan and Schedule o Camping Plan and Worksite Plan o Safety Plan o Sustainable Acquisition Plan

• Experience of Key Personnel

Technical Factors are more important than price.

(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may mailto:carrie.edwards@usda.gov mailto:carrie.edwards@usda.gov determine that an offer is unacceptable if the option prices are significantly unbalanced.

Evaluation of options shall not obligate the Government to exercise the option(s).

(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

(x) Representations and Certifications (complete highlighted items in this section and return with your offer)
