(ix) 52.212-2 Evaluation – Commercial Items (OCT 2014) (Provision)

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Evaluation will be conducted on best-value principles. This best value determination will be accomplished by comparing the value of the differences in the technical factors of competing offers – based on their strengths, weaknesses and risks – with the differences in their proposed price to the Government. In making this comparison, the Government is more concerned with obtaining superior technical capabilities than with making an award at the lowest overall cost to the Government. However, the Government will not make an award at a significantly higher overall price to achieve slightly superior technical capabilities. As technical scores become closer, price will become more important. A contract will not be awarded to any offer not proposing a reasonable price. Unreasonably high, unrealistically low, unbalanced or incomplete pricing shall eliminate a proposal from consideration.

mailto:carrie.edwards@usda.gov

The following factors shall be used to evaluate offers (in descending order of importance):

• EXPERIENCE / PAST PERFORMANCE

• PROJECT METHODOLOGY

• PRICE

Experience / Past Performance and Project Methodology, when combined, are more important than price.

(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced.

Evaluation of options shall not obligate the Government to exercise the option(s).

(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

(x) 52.212-3 Offeror Representations and Certifications – Commercial Items (FEB 2021) (DEVIATION JUL 2020) (Provision)

If Offeror Representations and Certifications are not complete in SAM the offeror shall submit a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items, with your offer. The full provision is available from http://www.acquisition.gov/far/.

If Offeror Representations and Certifications are complete in SAM, the offeror shall complete the following:

(b)(1) Annual Representations and Certifications. Any changes provided by the Offeror in paragraph (b)(2) of this provision do not automatically change the representations and certifications in SAM.

(2)The offeror has completed the annual representations and certifications electronically in SAM accessed through http://www.sam.gov. After reviewing SAM information, the Offeror verifies by submission of this offer that the representations and certifications currently posted electronically at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items, have been entered or updated in the last 12 months, are current, accurate, complete, and applicable to this solicitation (including the business size standard(s) applicable to the NAICS code(s) referenced for this solicitation), at the time this offer is submitted and are incorporated in this offer by reference (see FAR 4.1201), except for paragraphs ______________.

STATEMENT OF WORK

Cranberry Mountain Nature Center

Interpretive Exhibits Revamp The US Forest Service (USFS) seeks design, fabrication, and installation of interpretive exhibits at the Cranberry Mountain Nature Center (CMNC), according to the concepts described below. The CMNC is a unit of the Monongahela

National Forest in West Virginia. It sits midway along the Highland Scenic

Highway, a 43-mile National Scenic Byway between Richwood, West Virginia, and

Elk Mountain, just north of Marlinton, West Virginia.

Background Information

The CMNC is currently working on enhancing the interpretive interest of the nature center by updating and improving the display area. This project includes updates to four of the interior exhibits—Outdoor Recreation, Forest Colors, Local

Forest History, and Venomous Reptiles of West Virginia.

Please note:

• Approved logos, icons, and other required interpretive design elements will be provided at the start of the project.

• For all interpretation on this project, USFS may provide high-resolution photos from local photographers (panorama, wildflowers, birds, etc.).

Credits will be included within the final design.

• Designs must allow for sufficient walkway through exhibit area for ADA compliance.

• Design may also include high-resolution photos, illustrations, or maps not necessarily provided by the USFS.

• USFS will not receive shipments—successful bidder is responsible for the arrangement and receipt of all shipments.

• Successful bidders will coordinate with CMNC manager to schedule all work—no weekends or holidays. CMNC is open mid-April through end of

October, closed on Tuesdays and Wednesdays. Work may be scheduled through coordination with center director on days the center is closed during the season and possibly while open.

• There must be a consistency in theme, must maintain flow through the exhibit area, incorporate existing color scheme, not infringe on other displays, fit mostly in existing footprint of the current display.

• Bidder must have experience and references of relevant projects.

Museum Exhibit (Outdoor Recreation)

Current exhibit

The current exhibit includes a flat wall (left side) connected to a free-standing curved wall with a panorama of Falls of Hills Creek. The flat wall has a short paragraph about Falls of Hills Creek. The display doesn’t not contain anything to interpret the other attractions in the area in this exhibit, nor does it have any interactive features.

New exhibit (Scope of Work)

Scope of work includes the following:

• Retain wall footprint within the new exhibit.

• Flat wall (design, fabricate, and install):

o 3D wooden kiosk with cedar shake roof like kiosks found along the

Highland Scenic Highway.

o Interactive touchscreen display (inside a wooden wall-mounted case) will include an area map that includes hiking trails, overlooks, nearby parks and museums, fire towers, and other points of interest.

o 3D wavy film strip photo frame to the right of touchscreen or along the top of display. Staff-printed 5” x 7” visitor-submitted images will slide into the film strip.

• Curved wall (design, build, and install):

o Panoramic view from High Rocks Trail overlook. Two views will be considered:

A view that includes the overlook’s rail fence, or

A view without the fence, in which case a rail fence will be installed between photo and visitor, to mimic standing at the overlook.

o Panorama will include a “selfie station” icon, labels of terrain features, and a photo caption.

o A small, rocky outcrop will complete the panorama section as a 3D effect, with either a split rail fence or a rail to attach interpretation.

Museum Exhibit (Forest Colors)

The current exhibit space includes three interchangeable panel sections

(approximately 72” w x 36” h each). These panels are constructed of two layers of matte board with color photos sandwiched between. These have been in use for approximately 20 years, show a lot of wear and tear, and the panels have begun to delaminate. Existing panels are too wordy, do not have enough photographs, and they are not interactive.

• Remove entire exhibit—contractor responsible for proper disposal.

• Design, build, and install six double-sided high pressure laminate panels

(suggested size of 36” w x 36” h x .25” t will make the panels easier to handle and shorten the length of the exhibit, giving more breathing room to the existing exhibits on both sides).

• Double-sided panels will increase the interpretive space while decreasing existing storage requirements.

• Panels will be mounted to the wall in an exhibit/storage case.

• A header sign will catch visitor attention.

• Interpretation will allow for the following seasons: Spring, Early Summer, Late Summer, Fall, and it will include sidebars on Fall Colors and Pollinators.

Although the center is closed in winter, if space allows, we may consider including winter…
