SCOPE OF CONTRACT
It is the intent of this contract to procure stocking survey data on an as needed basis. Work shall consist of locating, establishing, measuring, and recording data for understory sample plots. The contractor shall furnish all supervision, labor, equipment, tools, materials, and incidentals thereto, except as otherwise noted in the Appendices. The work performed and the data collected shall be in compliance with the terms, specifications, conditions and provisions of this solicitation and the Field Guide Procedures for Stocking Survey Data, Version 1/2021.
LOCATION AND DESCRIPTION
All professional services shall be performed within the general area of the Allegheny National Forest. Work will be performed at the project site; the Contractor’s Office and some work may be performed at a Forest Service Office.
Division 100 – General Specifications 110 - Scope of Contract
It is the intent of this contract to procure stocking survey data on an as needed basis. Work shall consist of locating, establishing, measuring, and recording data for understory sample plots. The contractor shall furnish all supervision, labor, equipment, tools, materials, and incidentals thereto, except as otherwise noted in the Appendices. The work performed and the data collected shall be in compliance with the terms, specifications, conditions and provisions of this solicitation and the Field Guide Procedures for Stocking Survey Data, Version 1/2013.
120 - Location and Description
121 – Location - All professional services shall be performed within the general area of the
Allegheny National Forest. Work will be performed at the project site; the Contractor’s Office and some work may be performed at a Forest Service Office.
122 - Accessibility - In general, the project areas are accessible by Forest, Township and/or State roads. In some cases, foot travel will be necessary. The Contractor will need to coordinate with the COR for gaining access behind locked gates. The use of any vehicles will be subject to conditions of the Allegheny National Forest Off-Road Vehicle Policy. A copy is available upon request.
123- Description - All work will be performed in timber sale areas in which final harvests, shelterwood removals, shelterwood seed or uneven aged cuts have been completed or locations where herbicide or fence treatments have taken place. Exhibits D and E list the type of cut that occurred for each stand. Areas have logging slash scattered throughout except for herbicide only stands.
Contractor should expect to encounter briers throughout many stands. Stands to be surveyed are listed in Exhibits D and E. Exhibit C shows examples of the type maps that will be provided.
124- – Boundaries - Stand boundaries will be delineated on timber sale maps, ArcMap produced photo maps or shape files. Stands will generally be marked with some kind of painted boundary in the field (a painted 2 or 3-stripe). Herbicide stands which have had no cutting activity associated with them generally will be marked by an old flag line or a painted 2 or 3-stripe. Paint or flagging in some stands may be old and difficult to see.
Shape files will be provided as an aid to locating the stands in which data is to be collected.
They should be used for the general purpose of navigating to the stands. They are not intended to be used for pre loading of plot locations into Personal Data Recorders because they may have some boundary error due to the age the mapping was done or the way they have been created within ArcMap. The Contractor will be expected to navigate through the timber cut areas based upon the cut area boundary as seen on the ground or treatment boundary using the maps provided.
130 - Government Furnished Property
All government furnished data or property provided to the Contractor shall be signed for by the contractor and shall be promptly returned to the Government upon completion and/or termination of that task order.
The Government will provide the following Government property at the time of the prework conference, unless otherwise stated:
131 - Administrative Maps
132 - Vicinity Maps, Exhibit A, showing the approximate location of survey areas.
133 - Copies Timber Sale Maps and/or ArcMap generated photo maps (scale printed on each map). These are available if requested as early as May 15, each year or after award of a task order.
134 – Common Stand Exam Survey forms. See Exhibit G for examples.
135 – Flagging
136 – Field Guide Procedures for Stocking Survey (Exhibit G).
137 – Shape files of stand locations. Available if requested by May 15th.
140 - Pre-work Conference
Prior to the start of work, and as soon as possible after the award of each task order, the Contracting Officer or the Contracting Officer's Representative (COR) will contact the Contractor and mutually agree on a pre-work conference date and location to discuss the contract terms, and work performance requirements.
At this conference, the contractor will be required to submit a plan of work outlining the date he or she will begin work. Also, the plan should include where and what order the work will progress and approximate dates of completion.
The Government may at its discretion determine it necessary to accompany the Contractor or his/her employees on the first plots completed in order to ensure proper data collection techniques and understanding of contract specifications. The COR and/or Forest Service Inspector and the Contractor will meet at a mutually agreed on time and location if deemed necessary. A Contractor without previous experience with Government stocking surveys should expect to be accompanied by the Government on the first plots completed.
Whether or not the Government accompanies the Contractor as described above does not release the Contractor from meeting all quality standards of the contract.
150 - Safety
It is the Contractor’s responsibility to ensure that the work environment is safe for themselves and their employees. If the Contractor feels that a requirement of this contract would place them or their employees in an unsafe environment, then work should stop on that area and the Contractor should contact the COR. Work should continue on another area of the contract that the Contractor views as safe.
Division 200 – Work Requirements
210 - Data Collection
Remarks and all entries on the tally sheets are expected to be legible.
Electronic Data Collection
The Contractor shall use data recorders capable of using the ExamsPC software to collect stand data using the stocking survey template from the Common Stand Exams software. It can be found at:
http://fsweb.nris.fs.fed.us/products/PDR/CSE/installation.shtml
Paper Forms ANF Forms titled “Setting Form, Tree Form, and Vegetation Composition Form” will be provided as a backup to Personal Data Recorders. All data will be submitted in electronic format.
Recording Data on ANF “Setting Form” (see the Field Guide Procedures attachment for detailed information). Use this paper form if not providing electronic shape files for plot location.
The form is divided into two parts:
Heading Information The contractor will be required to complete the following entries on this page:
Project Name, Location, Stand No., County, Date, Acres, and Examiner Name.
Traverse Notes
The azimuth and distance between plots should be recorded here. A sketch of the stand boundary, plot locations plus other significant features can be made here (or on maps provided by the Forest Service).
220 - Technique
Stocking surveys are needed to determine stand stocking, to evaluate regeneration success and to support proposals for cultural treatments. Follow the Field Guide Procedures to Stocking Survey Data Collection. General information follows:
221 - Distribution of Plots:
Plots will be located systematically to distribute them evenly throughout the stand.
The plot locations will be recorded electronically and submitted in a GPS file. The sampling lines must be kept at least 50 feet from open boundaries, such as roads, oil & gas pads, and power lines. The number of sampling lines, the spacing between them and the spacing between plots on a line must be set so as to obtain enough samples scattered throughout the stand to provide accurate estimates for
it. Plots should be taken wherever they fall with the exception of the following: log landings, skid roads, newly developed gas well sites, timber sale reserve (no cut) areas (delineated by a white or green three stripe in timber sale payment unit) or other areas of man-made disturbance that will effect tree establishment on the long term. If plots fall within these locations they should be moved. Plots should not be moved to other locations to avoid thick patches or beech brush, slash piles, or other unpleasant conditions, as this would bias the data. For the same reason, examiners should not move plots into or out of areas of good regeneration. The reason for relocating a plot from it’s normal position should be noted. For stands greater than 20 acres in size, the plots will be at least 3 chains apart.
Stands in which the plots are not distributed as stated above will be considered unacceptable and returned to the contractor to be redone.
The traverse lines (with azimuths noted), distance between plots, and location of the starting point(s) must be plotted or indicated by the Contractor on the maps provided or the Setting Form, and every 5th plot numbered. The map scale is designated on each map. On the ground, the starting point and every plot will be flagged and labeled with indelible ink. This flagged location will represent plot center. The flagging should be visible from one flagged point to the other. It may be necessary to place an additional piece of flagging head high between plots to achieve this. When electronic methods of data collection are used, plot locations may be submitted with shape files but the plot center locations shall still be flagged and labeled in the field.
222 - Plot Size
Information on the understory will be collected using two sizes of fixed radius plots; 6’ and 26.3’.
The 6’ radius plot will be used to count or estimate the number of live seedlings of all woody species that are greater than 2” tall and less than 1” DBH, and which have at least two normal sized leaves. The 6’ radius plot will also be used to count the number of stems of blackberry and/or raspberry plants, and striped maple stems. The actual number of stems will be recorded by species code (see Field Guide Procedures for species code listing) for each species counted in each of the 4 height categories. Live seedlings in tree shelters should be counted if encountered in the 6’ plot.
If any oak species are present and recorded as regeneration on the 6ft. radius plot a average diameter of the root collar for the stand will be provided in the comments. See Field Guide, Field 17 Remarks.
Also the 6’ plot will be used to record any residual stems greater than 1” in final harvest cuts and stems 1” to 6” in shelterwood seed and individual tree selection cuts.
The 26.3’ radius plot (1/20 acre) with the same plot center as the 6’ radius plot will be used to estimate for example the percent (%) of deer browsing and interference from fern, grass, and bindweed.
223- Data Collection
See Exhibit G
Number of Seedlings:
The number of seedlings which are greater than 2” tall and less than 1” DBH will be counted and recorded for all woody seedlings for each of the four height classes. See Field Guide Procedures attachment for a complete listing of species alpha codes. Count live seedlings inside tree shelters also.
To speed up collecting the data, estimating instead of counting may be done whenever the number of seedlings for a species exceeds the following minimum for a particular height class:
Height Minimum Number of Seedlings
5’ or taller 2 3’ - 5’ tall 5 1’- 3’ tall 25 2” – 1’ tall 25
Record all seedling height groups on the plot, do not omit the 3-5’ and the under 3’ tall seedlings because the minimum number of 5’ tall seedlings are present. 230-
Progression of Work
Contractor must not collect data in any stand that is a final harvest cut area until after July1st. See Exhibit D and E for cut listing.
Multiple task order award of items shall not change the required performance period for each item. If multiple items are awarded to one Offeror, the respective performance times shall run concurrently, not consecutively. Work shall be performed on each item with the required rate of progress maintained. The count of contract time shall start on the date specified on the Notice to Proceed.
The Contractor shall maintain the rate of progress in which the percent of work submitted equals the percent of contract time used for each Bid Item. Total plots for the basic year seed project task order is estimated at 2078 for Item A and 2017 for Item B. The work must start June 15, 2015 and end September 18, 2015. PERFORMANCE-BASED SERVICE CONTRACT (PBSC)
REQUIREMENTS
CONTRACTOR QUALITY CONTROL PLAN
Quality Control Plan
The Contractor shall provide a Quality Control Plan (QCP) with the technical proposal.
The Contractor shall supplement the QCP within 10 days of task order award based on items awarded to the Contractor and Government comments.
The general Quality Control Plan must demonstrate how the Contractor will assure quality meets the requirements and specifications of the contract. It shall specify how quality will be monitored to assure the performance standards are met; the supervision of crew and work; and the personnel that will be performing the quality control. Quality control includes the monitoring of quality while work is in progress and will include a quality check on each employee assigned to the contract at a minimum rate of 5% of their work completed. As work is submitted to the Government the Contractor will submit their quality control checks on the work submitted.
GOVERNMENT INSPECTION
The Government’s inspection will be initiated within 10 days of submittal and will check a minimum of 5% of stands.
METHOD OF ACCEPTANCE
Inspection Method
Maps (or shape files) will be inspected for distribution and number of plots. When completing the inspections, the Government will follow the same starting point and use the same plot centers as the contractor.
Acceptance - A stand will be considered acceptable when ALL of the following conditions have been met:
1) Electronic header information entered correctly,
2) Map or shape file noting plot location is provided,
3) Number of plots required are located correctly and flagging labeled in the field,
4) Species are identified correctly,
5) Remarks entered (mandatory for oak),
6) Total stand stocking % and total interference % is within 15% of Government’s tally.
A plot is stocked if:
5’+ = 2 seedlings or greater tallied 3’-5’ = 5 seedlings or greater tallied
1’-3’ = 25 seedlings or greater tallied
2”-1’ = 25 seedlings or greater tallied
Total stand interference is calculated by the number of plots having 30% or more fern, grass, bindweed or 8 or more striped maple, or beech tallied.
7) For each stand, the number of plots stocked by height class are within 25% of the Governments tally.
UNACCEPTABLE AND REWORK
Unacceptable Work and Rework
For work found to be unsatisfactory, the Contractor will be notified in writing and given the opportunity to redo the work to improve the quality. If the quality is not raised to acceptable standards, payment disincentives apply (5% penalty) and the Contractor's right to proceed may be terminated. The Government’s stand quality checks may reveal a pattern of unacceptable work isolated to one particular data collector. For this case, if the individual’s work is found outside the acceptable range, then all the submitted work will be redone.
Inspection Check Disputes
If the COR’s original inspection results are unacceptable to the Contractor; the Contractor has the option to request, in writing, a re-measurement. Requests for re-measurement shall be made within five (5) calendar days after receipt of non-compliance and shall contain documentation to support the probability that an error exists. The contractor may accompany the Contracting Officer’s Representative during the re-measurement.
If re-measurement supports a variance of < 5%, there will be no adjustment and the Government’s final results will supersede the original assessment and be used for the basis of pay determination. The Contractor shall pay for the actual cost of re-measurement.
If re-measurement results supports a variance of > 5%, payment shall be based on the remeasurement results and the Government shall pay for the re-measurement.
QUALTIY ASSSURANCE-PERFORMANCE BASED INCENTIVES AND DISINCENTIVES
Quality Assurance – Performance Based Incentives and Disincentives for Stocking Surveys.
Inspections will be completed by the COR and/or inspector through field checks of data submitted.
Disincentives: The following disincentives will be applied upon completion of work.
1. The work progress will be checked at 25, 50, 75, 100% of time used. If the percentage of submitted work falls below the percentage of time used at those check points then a 5% disincentive will apply to the late work.
Example: If 520 plots are due on July 8 and only 500 are turned in, a 5% deduction will be taken on 20 plots.
2. For unacceptable work where total stand stocking and/or total stand interference differs by 15% or greater than the Governments result and/or total stocking by height class differs by 30% or more of the Governments result a 5% penalty on this work will be assessed. Work may be redone.
3. For work turned in after the completion date plus work is unacceptable as in number 2 above and not redone, a total of 5% + %5 = 10% deduction will be assessed.
The contract pay item is plot. The disincentives will be based upon calculated stand data. The
Government will inspect at minimum 5% of stands. The disincentives will be based upon the number of stands meeting the above criteria. An example follows:
• 20 stands checked
• 5 stands met the incentive criteria
• 10 stands fall within the acceptable range
• 5 stands met disincentive criteria #2
It will then be assumed that:
• 25% of the plots will be eligible for the 5% disincentive

* Also meets requirements of Section G, Part 200-Acceptance.
Contract Performance Time and Required Rate of Progress
The Contractor shall maintain progress at a rate that will assure completion within the performance period. The minimum acceptable rate of progress shall occur when percent of work completed equals the time used. Data should be submitted at a minimum biweekly. Each data collector should submit work as scheduled so it can be checked as in Section E “Inspection and Acceptance”. This will help in identifying any problem areas that need corrected and reduce the amount of work that may need redone.
Contract Time
The Contractor shall start work after the receipt of the Notice to Proceed is received and at the start date listed below. All bid items must be completed by the required completion date.
