PERIOD OF PERFORMANCE: Date of Award – December 31, 2021

***With the potential of four (4) option years through December 31, 2025***

STATEMENT OF WORK

1.0 Background

The Monongahela National Forest requires herbicide treatment to remove Watershield (Brasenia schreberi) an aquatic plant with floating leaves in an approximately 5.72-acre area on Lake Sherwood located within the Lake Sherwood Recreation Area. The plant is currently impacting recreational use at the boat rental, boat launch, and swimming area. The Forest has received dozens of complaints in the last year because of the condition of these areas due to the infestation of this plant. The herbicide to be used is ProcellaCOR due to its proven effectiveness on the treatment of watershield. It is also classified as a Reduced Risk Pesticide by the EPA. Treatment areas are designated on the attached maps.

2.0 Scope

Service needed is the treatment of watershield with aquatic herbicide so that a majority of the material is removed from the problem areas within 60 days. A majority will be considered 90% or 5.148 acres of the treatment surface free of watershield after 60 days as observed by the Forest Service.

3.0 Objectives

Removal of the majority of watershield in the affected areas thus creating a more accessible boat rental area, boat launches, and swimming area at Lake Sherwood.

4.0 Tasks

Contractor to Provide:

• Initial treatment of the entire 5.72 acres identified on the attached maps

• Follow up application(s) as necessary to address persistent vegetation (ideally within 30 days of initial treatment)

• 90% or greater area of success 60 days after initial treatment

5.0 Delivery

Contractor Will Provide:

• Category 6 (aquatic) licensed pesticide applicator(s) within the state of West Virginia. Copy of active license required at time of proposal submission.

This information should be included as part of the Personnel List submittal required with proposal submission.

• Guarantee that herbicide, surfactants, adjuvants, and any other products used are EPA registered and labeled as appropriate for safe use in recreational impoundments. This information should be included as part of the Project Methodology submittal required with proposal submission.

• Personnel, vehicles, boats, equipment, materials, and other items required to perform the service. This information should be included as part of the Personnel and Equipment / Supplies Lists submittals required with proposal submission.

• Treatment will be conducted between Monday and Thursday as to reduce impact to a large number of recreationists.

• Contractor will provide a week’s notice of when treatment is to commence so that the Forest Service can plan appropriately to close the treatment areas during treatment and for an appropriate period of time post treatment.

5) Companies may request a site visit. The site visit must be requested via email to the Contracting Officer to coordinate and must be during the hours of 8:00 A.M. (EST) – 4:00 P.M. Requests received during the weekend will be responded to the next business day.

(ix) 52.212-2 Evaluation – Commercial Items (OCT 2014) (Provision)

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Evaluation will be conducted on best-value principles. This best value determination will be accomplished by comparing the value of the differences in the technical factors of competing offers – based on their strengths, weaknesses and risks – with the differences in their proposed price to the Government. In making this comparison, the Government is more concerned with obtaining superior technical capabilities than with making an award at the lowest overall cost to the Government. However, the Government will not make an award at a significantly higher overall price to achieve slightly superior technical capabilities. As technical scores become closer, price will become more important. A contract will not be awarded to any offer not proposing a reasonable price. Unreasonably high, unrealistically low, unbalanced or incomplete pricing shall eliminate a proposal from consideration.

The following factors shall be used to evaluate offers (in descending order of importance):

o EXPERIENCE / PAST PERFORMANCE o TECHNICAL

PROJECT METHODOLOGY

PERSONNEL / EQUIPMENT / MATERIALS

o PRICE

Past performance and technical, when combined, are more important than price.

mailto:carrie.edwards@usda.gov

(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced.

Evaluation of options shall not obligate the Government to exercise the option(s).

(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

(x) 52.212-3 Offeror Representations and Certifications – Commercial Items (JAN 2021) (DEVIATION JUL 2020) (Provision)

If Offeror Representations and Certifications are not complete in SAM the offeror shall submit a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items, with your offer. The full provision is available from http://www.acquisition.gov/far/.

If Offeror Representations and Certifications are complete in SAM, the offeror shall complete the following:

(b)(1)Annual Representations and Certifications. Any changes provided by the Offeror in paragraph (b)(2) of this provision do not automatically change the representations and certifications in SAM.

(2)The offeror has completed the annual representations and certifications electronically in SAM accessed through http://www.sam.gov. After reviewing SAM information, the Offeror verifies by submission of this offer that the representations and certifications currently posted electronically at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items, have been entered or updated in the last 12 months, are current, accurate, complete, and applicable to this solicitation (including the business size standard applicable to the NAICS code referenced for this solicitation), at the time this offer is submitted and are incorporated in this offer by reference (see FAR 4.1201), except for paragraphs ______________.

[Offeror to identify the applicable paragraphs at (c) through (v) of this provision that the offeror has completed for the purposes of this solicitation only, if any. Write “None” if there are no changes needed to your online reps and certs.

These amended representation(s) and/or certification(s) are also incorporated in this offer and are current, accurate, and complete as of the date of this offer.
