EVALUATION FACTORS

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered.

(b) Cost to the Government is not expected to be the controlling factor in the selection of a contractor for this solicitation. The degree of importance of price as a factor could become greater depending upon the quality of the offers for other factors evaluated. The following factors will be used for evaluation of the proposals.

Past Performance Experience Method to Accomplish Work Price

1. Past Performance The offeror will be evaluated on quality of service, customer satisfaction, business relations, and timeliness/responsiveness. A contractor with no relevant past performance history may receive a neutral rating for past performance.

2. Experience The offeror will be evaluated on their experience and/or qualifications in performing the type of work required by this contract.

3. Method to Accomplish Work The offeror will be evaluated on their plan to execute the work and stay on schedule. The offeror must be able to respond to flexibility of schedule due to weather and flooding periods associated with the area.

4. Price The offeror’s price will be evaluated to determine if it is fair and reasonable.
