About this file
This document is a set of questions and answers related to Solicitation 12444124Q0039 for the treatment of non-native invasive species in the Apalachicola National Forest's Prospect Bluff (Fort Gadsden) Historic Site in Florida.
The key details are:
- The solicitation allows for spraying of aquatic-labeled chemicals over standing water, but not in the flowing river.
- The site has previously been partially treated, mainly for ardisia, but not since at least 2018.
- All-terrain vehicles (ATVs) and utility terrain vehicles (UTVs) are allowed on the administrative road and loop, but not in certain sensitive areas such as the cemetery, earthworks, or mowed grassy areas. Driving is prohibited if it would create ruts or permanent trails.
- Water can be drafted from the Apalachicola River, Apalachicola Work Center, or Wright Lake, subject to river levels.
- The required herbicide mixes, application guidelines, safety equipment, materials, and procedures are described in the attachment.

Questions and Answers
Q: Can they spray over standing water with aquatic label chemicals?
A: Standing water = yes. Not in the flowing water of the river
Q: When was the last time that this area was treated?
A: The site has been partially treated in the past, but mainly just the ardisia. It has been at least 2018 since any treatments
Q: Can we use ATVs/UTVs beyond the admin road?
A: Would need to be aware of how wet the ground is so as to not damage or create ruts. Wouldn’t be allowed to drive through any holes, on the earthworks, or through the cemetery. We do not want any permanent trails through there from them using a UTV. The road that is closed and labeled as such is to allow vegetation to recover, so we do not want them using that at all. Map of what areas could be acceptable to drive through included.
To clarify:
No UTVs in the day use except on the loop and admin road and the old host area No driving in the cemetery No driving in the mown grassy area around the earthworks No crossing ditches or driving in holes No driving on the earthworks
Q: What water sources available?
A: Water can be drafted from the river and mentioned the Apalachicola Work Center and Wright Lake as additional options.
NOTE:
Locations for crews to stay that are secure (Bristol, Blountstown, Apalachicola, etc.)
River water levels and the feasibility of working when the water is high, like it was today. We recommended checking the river gauges prior to scheduling field work.
