About this file

This is a Questions and Answers document for a federal contract solicitation for road maintenance services with the Ozark-St. Francis National Forest.

The solicitation establishes Indefinite Delivery, Indefinite Quantity (IDIQ) contracts with a $2 million ceiling per award for road maintenance services across multiple Ranger Districts. The contract begins August 1, 2026, with work structured around a Schedule of Items covering base and four option years. Unit prices provided in the pricing schedule will apply to all task orders issued under the IDIQ award. Fuel price adjustments are based on diesel fuel pricing determined on the task order issuance date using local fuel guides (such as AAA or GasBuddy for Arkansas pricing); pricing over $5.00 per gallon utilizes real diesel pricing with no cap. Work encompasses road blading, aggregate placement, roadside brushing, overhead trimming, and culvert cleaning on National Forest System roads within Ranger District boundaries. Culverts are predominantly 30 inches in diameter or less, though larger culverts may be encountered. The contract does not require surveying, staking, third-party testing, landscaping restoration, or bulk water supply from the Forest Service. One qualified individual may perform multiple roles (Superintendent, SSHO, Quality Control Manager, Tester) if all qualification requirements are met. Vegetation from brushing operations may be scattered onsite per Statement of Work requirements. No bid bond is required. Offerors must submit a signed SF 1449 and completed pricing on the Schedule of Items. Past performance will be evaluated as Acceptable, Neutral, or Unacceptable using CPARS and other federal sources. The Government anticipates no minimum or maximum number of awards and will compete task orders among IDIQ holders for each Ranger District, with Roadside Brushing & Overhead Trimming awarded as a single Forest-wide item. Site visits may be arranged upon contractor request if the customer is available. State and local sales taxes apply to this project.
