About this file
This document is a Statement of Work (SOW) for a federal contract opportunity. The SOW outlines the required services for a bioarchaeological/archaeological review of collections and records in Southern Region forests to identify Native American human remains and cultural items subject to the Native American Graves Protection and Repatriation Act (NAGPRA).
The key requirements include: 1) Conducting a review of state and forest site files to identify archaeological sites with previously located human remains and providing a summary of the sites, 2) Reexamining faunal collections to identify commingled human remains, documenting findings, and curating the remains and associated materials, and 3) Potential additional services to prepare NAGPRA-related legal documents for identified collections. The related federal contract opportunity has a Solicitation Number of 12444024Q0088, is issued by the U.S. Department of Agriculture Forest Service, and requires quotes to be submitted by 17 September 2024 at 12:00 (Noon) ET/EST.

DESCRIPTION/STATEMENT OF WORK
1. The contractor shall conduct a review of state and forest site files to identify archeological sites where human remains have previously been located. The state and forest files may be either paper which must be examined on location, or digital files. The contractor shall prepare a summary of these sites providing information including the site number, the site county, a brief description of the site’s environment and archeological context, the date and context of any excavations or collections of cultural materials and/or human remains, as well as the potential current curation location of these materials.
2. The contractor’s bioarchaeologist shall reexamine faunal collections provided by the Forest in order to identify potentially commingled human remains. When human remains are identified, work shall immediately cease on that specific provenience and the Contractor shall immediately notify the COR by phone and by email. Work may continue on other proveniences. The bioarchaeologist shall record relevant macroscopic observations pertaining to the human remains using forms from Standards for Data Collection from Human Skeletal Remains (Buikstra and Ubelaker 1994). The bioarchaeologist shall provide a report using these observations detailing the minimum number of individuals (MNI) identified, information pertaining to the individuals’ biological profiles, and the associated site number and contextual information. The contractor shall also provide a list of the cultural materials located in the same excavation/collection level with the newly identified human remains, as well as one level above and one level below.
If archival information, excavation records, or site forms are used to provide this data, the contractor shall physically examine collections to determine the accuracy of the reported information. Once examination is complete, the bioarchaeologist shall curate human remains and all materials located within the original bag/container with said remains, in accordance with Forest directions and with Forest provided materials while maintaining provenience information. It must be possible to determine the provenience of each skeletal element and each individual artifact.
3. Potential additional service: The contractor shall prepare legal documents in accordance with the Native American Graves Protection and Repatriation Act for collections identified by the Forest. These documents include itemized lists, Notice of Inventory Completion, Notice of Intended Disposition, and Notice of Intended Repatriation.
4. Potential additional service: As requested by the Forest, the bioarchaeologist shall evaluate collections of previously examined human remains to provide a report including updated determinations of MNI and individual biological profiles, and shall provide a list of the cultural materials located in the same excavation/collection level with the identified human remains, as well as one level above and one level below.
