About this file
This document is a Request for Proposal (RFP) for a Blanket Purchase Agreement (BPA) to provide contract inspection and miscellaneous support services for the Southern Region of the USDA Forest Service. The BPA will have a 3-year period of performance and the government intends to make multiple awards.
The RFP requires proposals to be submitted in three volumes: a technical proposal, past performance questionnaires, and a pricing proposal. The technical proposal must address the firm's qualifications, key personnel, and quality control management. Pricing will be evaluated for reasonableness. Proposals are due by July 1, 2024 at 4:00 CT / 5:00 ET and the government may make award without discussions. The RFP includes a detailed Statement of Work outlining the requirements for contract inspectors, engineering aids, construction schedulers/cost estimators, and material testing services across various construction disciplines. Small businesses are eligible for set-asides on call orders under the simplified acquisition threshold.

REQUEST FOR PROPOSAL
R8 Contract Inspection Blanket Purchase Agreement
This Request for Proposal (RFP) is issued to solicit services to provide contract inspection and miscellaneous support services for the Southern Region of the USDA Forest Service, hereafter referred to as “Agency”. If a contractors’ proposal is accepted, the government intends to award one or more BPA awards per service area.
The BPA awardees will provide services for three (3) years. The Request for Proposal includes the following sections: 1. Administrative Information
2. Section B Schedule of Items
3. Section C Statement of Work
4. Section F Deliveries and Performance
5. Section G Contract Administration
6. Section H Special Contract Requirements
7. Section I Terms and Conditions
8. Section J Attachments
9. Section L Instructions to Offerors
10. Section M Basis of Award
Proposals must be presented in three volumes: (1) a written technical proposal, (2) past performance questionnaires, and (3) a written pricing proposal (see Section 2: Schedule of Items). Written technical proposals shall address, at a minimum:
(A) Firm Qualifications; (B) Qualifications of Key Personnel (assigned); (C) Personnel by Inspector Type; and (D) Quality Control Management.
The Forest Service will use the evaluation criteria specified in Section M to evaluate responsive proposals.
One or more BPA awards will be made based on procedures set forth in Section M. The government reserves the right to make partial awards to more than one vendor if deemed necessary. If a vendor would only like to be considered for specific line items they must specify as such in their technical proposal.
The Government’s obligation under this Request for Proposal is contingent upon the availability of funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for all or part of the order requirements.
Section B: Schedule of Items
B.1 BLANKET PURCHASE AGREEMENT
The ceiling rates shall apply for the full three (3) years, for payment purposes. Fully loaded rates for the key personnel/staff/skills for this 3-year BPA must be identified in the technical proposal. The schedule of items in Section B.2, and the associated labor category rates, shall reflect fully burdened ceiling rates, which represent the maximum, fully loaded rates. The ceiling rates listed in the contract award must be fully burdened labor rates to be inclusive of profit, fringe benefits, salary, and indirect rates. Responses to individual call orders must include rates, which are equal to or lower than the ceiling rates proposed in response to this solicitation. Firm Fixed Price BPA Calls (Call Orders) will be issued against this BPA, based upon a combination of applicable rates and other applicable prices as stated in the schedule.
The individual calls to be issued under this multiple award BPA will be based on performance-based work statements included in each BPA Call. This multiple award BPA will establish agreed upon rate ceilings for various labor categories. Multiple contractors are expected under this multiple award BPA. Consequently, competition of each BPA Call will occur among the multiple awarded BPA holders as established by the BPA ordering procedures in accordance with FAR Part 13.303. Factors such as (but not limited to) price, past performance on prior Call Orders issued outside and under this multiple award BPA (i.e. quality of deliverables/services, timeliness, and cost control), and potential impact on other orders placed with the contractor (e.g. capacity issues) may be considered in determining establishment of individual call orders.

1. HR - Hour
2. Day - A calendar day beginning and ending at midnight, lasting 24 hours. Round portions of a day up to the full day.
3. Each - One entire unit. Measure the actual number of units completed and accepted.
4. Lump Sum - Do not measure directly. The bid amount is complete payment for all work described in the contract and necessary to complete the work for that pay item. The quantity is designated as "All".
Estimated quantities of lump sum work shown in the contract are approximate.
5. Week - Measure portions of a week by prorating based on the total days worked. A week is defined as five 8-hour days, four 10-hour days, or a combination of hours and days (not to exceed a total 40 hours and no more than 11.5 hours in a single day), typically Monday through Friday between the hours of 0600 and 2000 local time. Meal breaks are not included in the total hours.
* The offeror must provide firm fixed price (FFP) labor rates for all labor categories that they are seeking consideration. Labor Hour rates will be evaluated for the price competition; however, orders must be issued as FFP at all times. Call Orders will be issued as a service task not as a labor/hour contract. All hourly labor rates are to be fully loaded, inclusive of direct costs, indirect costs, overhead, profit, and incidental materials costs.
Travel costs (i.e. lodging per diem, meals & incidental expenses (M&IE)) must be separately identified at the BPA Call level. Travel and M&IE must be limited to rates established by the U.S. General Services Administration (GSA) in the location where work is performed. Refer to GSA link below for per diem rates based on locations where work is performed:
• GSA --- https://www.gsa.gov/travel?gsaredirect=per-diem-rates-lookup&action=perdiems_report&state=FL&fiscal_year=2019&zip=&city=tallahassee

c. Electricians-Installed 30 linear feet 3-inch PVC conduit and 2 pull boxes in SW corner of building.
d. Visitor, arrived at 11:00 a.m., left at 2 p.m. (Include comments by Visitor)
8. Contract Daily Diaries must be signed and dated.
9. Use the title “Inspector” with signature block.
10. The Contract Daily Diary shall be forwarded to the CO with copies to the COR and project engineer at a minimum on a weekly basis or more frequent where warranted or requested.
C.2.4. Engineering Aid Perform duties as assigned with sufficient effort and attention to detail to provide information and assignment results that are timely, accurate, and reliable.
C.2.5. Construction Scheduler / Cost Estimator Prepare construction schedules, schedule analyses, cost estimates, or price analyses in accordance with accepted industry standards. Include narrative descriptions, assumptions, and other relevant information used to prepare such documents and analyses. Clearly identify what government furnished documentation is necessary to prepare the requested schedules, estimates, or analyses. Clearly identify if site visits and/or staff interviews are required to accurately prepare requested documents, and identify travel costs up front. Provide a clear timeline identifying the necessary tasks and estimated accomplishment of such tasks. Deliver finished documents electronically in pdf format in pre-established and agreed upon timeframes to the CO and COR.
C.2.6. Materials Testing Provide labor, materials, equipment, and transportation necessary to acquire material samples that are in conformance with pre-identified and applicable specifications and standards for the requested material testing. Deliver finished testing reports electronically in pdf format in pre-established and agreed upon timeframes to the CO and COR.
C.3. ATTACHMENTS TO STATEMENT OF WORK-SPECIFICATIONS
Call Orders may contain attachments to the Statement of Work-Specifications. Attachments identified within a future Call Order are part of any resultant order.
SECTION F DELIVERIES OR PERFORMANCE
F.1 SUSPENSIONS FOR OTHER THAN GOVERNMENT’S CONVENIENCE.
The Contracting Officer may issue orders to suspend the work wholly or in part for such period of time as deemed necessary because of: (1) Weather or ground conditions when further prosecution of the work might cause environmental or resource damage to the project, access roads to the project, or adjacent property. Such action would include but not be limited to instances such as siltation of streams, damage to access roads, rutting of project roads which causes otherwise suitable soils to become muddy or unsuitable; or (2) Failure of the Contractor to comply with Specifications such as but not limited to placement of frozen material in fills, placing of asphalts at temperatures lower than those specified, performing work prior to prerequisite approvals, operating equipment not meeting fire requirements, or when conditions exist which do not meet safety requirements. Whether or not a suspend work notice is issued, the Contractor must be responsible for correcting any damage caused by his/her operation, whether inside or outside project limits, at no cost to the Government.
Such suspensions must not be considered as suspensions for the Convenience of the Government under FAR 52.242-14, Suspension of Work, and must not qualify for equitable adjustment.

SECTION H
SPECIAL CONTRACT REQUIREMENTS
GENERAL ORDERING GUIDELINES
(a) A blanket purchase agreement (BPA) is a simplified method of filling anticipated repetitive needs for supplies or services by establishing “charge accounts’’ with qualified sources of supply
(b) BPAs should be established for use by an organization responsible for providing supplies for its own operations or for other offices, installations, projects, or functions. Such organizations, for example, may be organized supply points, separate independent or detached field parties, or one-person posts or activities.
(c) The use of BPAs does not exempt an agency from the responsibility for keeping obligations and expenditures within available funds.
2. 13.303-5 -- Purchases under BPAs.
(a) Use a BPA only for purchases that are otherwise authorized by law or regulation.
(b) Individual purchases must not exceed the simplified acquisition threshold. However, agency regulations may establish a higher threshold consistent with the following:
(1) The simplified acquisition threshold and the $7 million limitation for individual purchases ($12 million for purchases entered into under the authority of 12.102(f) (1)) do not apply to BPAs established in accordance with 13.303-2(c) (3).
(2) The limitation for individual purchases for commercial item acquisitions conducted under Subpart 13.5 is $7 million ($13 million for acquisitions as described in 13.500(e)).
(c) The existence of a BPA does not justify purchasing from only one source or avoiding small business set-asides. The requirements of 13.003(b) and Subpart 19.5 also apply to each order.
(d) If, for a particular purchase greater than the micro-purchase threshold, there is an insufficient number of BPAs to ensure maximum practicable competition, the contracting officer must --
(1) Solicit quotations from other sources (see 13.105) and make the purchase as appropriate; and
(2) Establish additional BPAs to facilitate future purchases if --
(i) Recurring requirements for the same or similar supplies or services seem likely;
(ii) Qualified sources are willing to accept BPAs; and
(iii) It is otherwise practical to do so.
(e) Limit documentation of purchases to essential information and forms as follows:
(1) Purchases generally should be made electronically, or orally when it is not considered economical or practical to use electronic methods.
(2) A paper purchase document may be issued if necessary to ensure that the supplier and the purchaser agree concerning the transaction.
(3) Unless a paper document is issued, record essential elements (e.g., date, supplier, supplies or services, price, delivery date) on the purchase requisition, in an informal memorandum, or on a form developed locally for the purpose.
(4) Cite the pertinent purchase requisitions and the accounting and appropriation data.
(5) When delivery is made or the services are performed, the supplier’s sales document, delivery document, or invoice may (if it reflects the essential elements) be used for the purpose of recording receipt and acceptance of the supplies or services. However, if the purchase is assigned to another activity for administration, the authorized Government representative must document receipt and acceptance of supplies or services by signing and dating the agency specified form after verification and after notation of any exceptions.
(f) Ordering Procedures

a. Ordering Competition Guidelines

a. The ordering activity may place orders at or below the micro-purchase threshold with any BPA holder that can meet the agency needs. The ordering activity should attempt to distribute any such orders among the BPA holders.
2. For orders exceeding the micro-purchase threshold but not exceeding the simplified acquisition threshold.
a. In Accordance with FAR part 13.003, all call orders valued under the simplified acquisition threshold (S.A.T.) but above the micro-purchase authority shall be set-aside to small business awardees in the applicable service pool. 3. All vendors in applicable competition pools are eligible for awards above the S.A.T. and must be given fair opportunity to compete using simplified acquisition procedures.
a. Provide an RFQ to all BPA holders offering the required supplies or services under the multiple-award BPAs, to include a description of the supplies to be delivered or the services to be performed and the basis upon which the selection will be made.
b. Afford all BPA holders responding to the RFQ an opportunity to submit a quote

(f) Upon receipt of the Contractor’s Call Order Price Proposal, the Government will review the proposal for completeness.
