About this file

This file is a Question and Answer (Q&A) document from a federal contract solicitation for Forest Service boundary maintenance work. The procurement involves painting and maintaining Forest Service boundaries across two districts (Caney and Catahoula) in Louisiana, with work to be performed during October through February. The contract will be structured as a single firm-fixed-price purchase order for two Contract Line Items (CLINs 0001 and 0002) covering per-mile maintenance rates. Government-furnished property including signs, bearing tree tags, corner record cards, and posts will be available for pickup at the Caney work center (3288 Highway 79, Homer, LA 71040) and the Catahoula work center (5325 LA Highway 8, Bentley, LA 71407).

Key clarifications provided include: there is no GPS data collection requirement despite initial SOW language; the applicable wage determination is WD 1980-0614 Revision 76 (dated 8/13/2026); corner work (estimated at 54 corners for Caney Maps and 65 corners for Catahoula Map) is incidental to the per-mile pricing; existing corner records, GIS data, and ownership information will be provided at the pre-work meeting in shapefile and PDF formats; the contractor may sequence the two districts at its discretion; and UTV access must be limited to vehicles with approved rollover protective structures and remain on authorized roads, with cross-country travel prohibited. The contractor is strongly encouraged to visit project areas before submitting quotes to understand site conditions, as the last maintenance date is unknown. Authorization for any UTV access beyond designated Motor Vehicle Use Map routes would be provided by the Contracting Officer on a project-specific basis after award.

1. GPS requirement. The Schedule of Supplies/Services on the SF 1449 describes both CLIN 0001 and CLIN 0002 as "Paint and GPS" of Forest Service boundary. The Statement of Requirement and the Schedule of Items in the SOW describe the work as "Paint Forest Service Boundary," and the SOW technical specifications do not identify a GPS collection requirement, a positional accuracy standard, or a GPS data deliverable. Please confirm whether GPS data collection is required. If it is, please identify the required horizontal accuracy, the features to be collected (corners, line segments, signs, bearing trees), the delivery format, and the coordinate system and datum.

There is no GPS requirement for this Procurement. See 12443926Q0242-0001 amended SF 1449.

2. Wage determination revision. Page 1 of the solicitation lists Attachment C04c as "WD 1980- 0614 R74." The attachment posted with the solicitation is WD 1980-0614 Revision 75. Please confirm which revision applies to this acquisition.

The current Wage Determination is 1980-0614 R76 Date Of Last Revision: 8/13/2026

3. Corner quantities. The Measurement and Payment section of the SOW states that standard corner maintenance will be quantified by the total number of Forest Service boundary corners maintained, and that corners will be paid per each corner monumented or maintained. The Schedule of Items contains only the two per-mile line items and no corner line item or estimated corner quantity. Please clarify whether corner maintenance, corner card preparation, and bearing tree work are incidental to the per-mile CLIN prices, or whether corners will be separately ordered and paid. If corner work is incidental, please provide the estimated number of corners on each district so offerors can price the requirement accurately.

Corner work is incidental. Caney Maps-54 Corners and Catahoula Map-65 corners

5. Existing boundary data. The SOW states the Forest Service will make ownership and corner search and evaluation information available to the contractor. Please confirm whether existing corner records, GIS line work, or prior corner cards will be provided at or before Notice to Proceed, and whether any portion of that information can be made available before the quote due date to support accurate pricing.

This information will be provided at the pre-work meeting.

6. Government furnished property. Signs, bearing tree tags, corner record cards, and posts are to be picked up at the work centers of the Ranger District on which the project is located. Please confirm the pickup locations for each district and whether material will be staged at both the Caney and Catahoula work centers.

Caney: 3288 Highway 79 Homer, LA 71040

Catahoula: 5325 LA Highway 8, Bentley, LA 71407

7. Line condition. Please confirm the approximate date the lines on each district were last maintained, and whether any of the mileage is known to require heavier brushing, post replacement, or sign replacement than typical maintenance.

The last date these lines were maintained is unknown. Project area is on Forest Service Lands and is open to the public. It is highly recommended that offerors visit project areas to gain understanding of the sites and their complexities.

8. May the contractor use a UTV on existing Forest Service administrative roads, closed roads, or other non-MVUM routes when necessary to access boundary maintenance locations? Or must all contractor motorized access remain on routes designated for the applicable vehicle class on the current Motor Vehicle Use Map?

UTV use should be limited to vehicles equipped with an approved rollover protective structure (ROPS). Motorized travel must remain on authorized roads, routes, or other specifically approved access areas. Cross-country travel is prohibited, and operators must avoid rutting, soil disturbance, vegetation damage, or other resource damage. Some boundary segments may need to be accessed on foot.

9. Additionally, if UTV access beyond designated MVUM routes may be permitted, would that authorization be provided by the COR on a project-specific basis after award?

Yes

10. Record Information: Will the Government provide existing corner records (Form 7100-52), corner IDs, and GIS data for the lines to be maintained before fieldwork begins?

Existing records will be provided at the pre-work meeting.

11. Hunting Seasons / Access: Are there any areas or dates with restricted access (e.g., managed hunts) during the October–February performance period?

No

12. Scheduling: May the contractor sequence the two districts, or does the Government expect work on both districts to proceed at the same time?

The government has no preference.

13. Award Type: The SOW refers to delivery/task orders. Please confirm this will be a single firm-fixed-price purchase order for the miles listed in CLINs 0001 and 0002.

This will be a single firm-fixed-price purchase order. See revised SOW.

14. Will the Government provide boundary GIS shapefile data, and in what format will the ownership and corner records be made available?

Shapefile data and PDFs of the ownership and corner records will be provided at the pre-work meeting.

14. Attachment C04a references Exhibit 2, an example Form 7100-52 corner card, which does not appear in the posted attachments. Could a copy be provided?

See attachment C05b_FS-7100-52
