About this file

This is a Solicitation for the Black Creek Trail Restoration Project located on the De Soto Ranger District in Mississippi. The Department of Agriculture Forest Service is seeking qualified contractors to restore approximately 29 miles of the non-wilderness portion of the Black Creek Trail to standard hiking trail width of 60 inches using mechanical and manual methods. The Period of Performance runs from October 5, 2026 through December 30, 2026. This is a new requirement with no incumbent contractor. The trail remains open to the public during restoration work, and potential offerors are strongly encouraged to conduct site visits to fully understand project scope and conditions.

The Government will evaluate quotations using lowest price technically acceptable criteria, with evaluation based on completed SF 1449 pricing forms, technical proposals, and past performance. Only the lowest priced offer will be evaluated for technical acceptability initially; if that offer receives an unacceptable technical or past performance rating, evaluation will proceed to the next lowest priced offer in descending order until identifying the lowest price technically acceptable offer with acceptable or neutral past performance. No formal site visit is scheduled by the Government. The solicitation has been amended to include C05a Black Creek Trail .kmz files and a C05b Questions document providing additional project details and clarifications.
