2. The nature and/or description of the action being approved.

New delivery order for Caterpillar 305 Mini-Excavator

The Government anticipates awarding a firmed-fixed price delivery order against a Federal Supply Schedule contract utilizing FY25 0808-98430924/FNWF3424 funding to Caterpillar Inc. in accordance with GSA Schedule No. GS-30F-0018U for 1 Caterpillar 305 Mini-Excavator in support of Washington and Jefferson NF. 3. A description of the supplies or services required to meet the agency’s needs (including the estimated value).

The proposed order is to procure 1 Caterpillar 305 Mini-Excavator Model # 07A CR MHE CFG14A in support of Washington and Jefferson NF. The requested product support includes standard 12 months / unlimited hours warranty. The total estimated value of the supplies and services is $96,975.00.

4. The authority and supporting rationale.

FAR 8.405-6(b), “Items peculiar to one manufacturer. An item peculiar to one manufacturer can be a particular brand name, product, or a feature of a product, peculiar to one manufacturer. A brand name item, whether available on one or more schedule contracts, is an item peculiar to one manufacturer.” Brand name specifications shall not be used unless the particular brand name, product, or feature is essential to the Government’s requirements, and market research indicates other companies’ similar products, or products lacking the particular feature, do not meet, or cannot be modified to meet, the agency’s needs. The user/customer typically provides this supporting information. Provide all applicable supporting documentation

District wishes to purchase Caterpillar 305 Mini-Excavator so that they have the same brand excavators that they may take to one place for service and interchangeable parts for repair. This will lead to greater efficiency on the district and less time spent searching for parts as well as less time driving from place to place for service needs. Caterpillar has proven to provide good value and service to the district with few breakdowns or issues. Staying with this brand will help increase the efficiency of the district recreation and facility operations of the district.

5. A determination by the ordering activity Contracting Officer (CO) that the order represents the best value consistent with FAR 8.404(d).

Although GSA-FSS has already determined prices under its Multiple Award Schedule (MAS) contracts to be fair and reasonable, the Contracting Officer will ensure the proposed cost to the Government for the supplies or services covered by this justification are evaluated for price reasonableness and the contemplated order represents the best value to the Government. A best value determination will be based on a Government technical evaluation and price analysis of the contractor’s quote, which will include a comparison of the contractor’s quote to the Independent Government Cost Estimate, other quotations, or by comparison to established GSA or other published price lists.
