Solid Waste & Water Wastewater Contract Requirements Price range $3.7M-$6M Estimate POP January 2023 – December 2027 NAICS CODE AND SBA SIZE STANDARD: The NAICS code for this project is 561210 with a size standard of $38,500,000.

Specific information pertaining to this procurement will be available in the solicitation.

SOLICITATION AND CONTRACT TYPE: This contract is 100% HUB Zone Set-A-Side with a contract for Base Year and Four (4) Option Years.

Due to unstable fuel costs, fuel will be listed on a separate clin line as a pass thru cost. This will reduce the risk factor for both the successful bidder and the Forest Service.

Standardization for quality assurance and management shall be measured by the ISO 9000. The ISO 9000 lays out best practices, guidelines, and a standard vocabulary for quality management systems. The Successful Bidder must have ISO 9000 rating at the time of the bid date.

The Successful Bidder must have Maximo or an equal software program. This program shall be a web-based application that is used for asset management. It tracks all service requests, preventative maintenance, and work orders – and all accompanying information. This program shall include access for the Forest Service.

Key Personnel and their requirements Project Manager: must have 5 years working with the government and supervision Contract Manager/Office MGR: must have 4 years’ experience with EXCEL/WORD Solid Waste & Water/waste Water: Must provide operation certificates for Kentucky and Tennessee Safety Officer/Contractor Office shall be mishap investigation trained or have someone on staff and be able to respond within 4-hour notification. Safety Officer must have the 30-hour OSHA General Industry and the 30-hour Construction Certification, First Aid/CPR certification. Contractor is responsible for authoring/maintaining the Spill Prevention, Control, and Countermeasures Plan (SPCC), as they control/maintain the vast majority of our large capacity hazardous material storage and act as Forest Service hazardous waste collection point.
