About this file

This is a Questions and Answers (Q&A) document for a federal roofing construction solicitation with an offer deadline of October 20, 2026 at 1700 EST. The document addresses clarifications on technical specifications, bonding requirements, delivery terms, and project scope for what appears to be a roofing replacement project at a government facility.

The solicitation requires a lump-sum bid with submission of a Bid Guarantee in the form of an SF-24 bid bond equal to 20% of the contract value, not to exceed $3 million, submitted electronically at time of offer. Performance and Payment Bonds are required for the full contract amount but are not due until 10 days after award; Miller Act corporate surety bonds are acceptable. All bonding must be provided by the prime contractor, not subcontractors. The contract specifies delivery of all roofing materials and items prior to issuance of the Notice to Proceed (NTP), with work to commence once NTP is issued. Technical requirements include 4"x4" box-style gutters, a minimum 8-inch curb height on the upslope side, and a 20-15-5 no-dollar-limit manufacturer warranty on the roofing system (20 years no-dollar-limit, 15 years consequential, plus 5 years material and labor). The government will not evaluate product substitutions prior to bid deadline; alternate roofing systems are not being considered. Contractors are responsible for verifying all measurements, with a pre-bid meeting held October 1st. The 90-day performance period is subject to weather-dependent stop work orders if installation conditions warrant. The site provides heated storage for temperature-sensitive materials, and overhead-cable protection is the contractor's responsibility; no snow guards are required.

***The government is not considering proposals for alternate roofing systems. Product substitutions are not being evaluated prior to bid deadline. If a bidder feels that their product meets our specifications in every way, they will be considered after award.

However, this is a lump sump contract and if it is found that a purposed product does not meet the specifications in the solicitation it will not be accepted. Furthermore, it is the contractor's responsibility to verify all measurements, including rib height/spacing and the opportunity to do that prior to the bid was at the pre-bid meeting held Oct. 1st.

Bid Guarantee: SF-1442 Block 13b indicates an offer guarantee is required, but FAR 52.228-1 is not checked and no amount is stated. Please confirm the required bid guarantee amount (percentage of bid price or dollar cap) and acceptable forms (e.g., SF-24 bid bond).

Bid Guarantee is due at time of offer for 20% not to exceed $3M

Payment and Performance Bonds: Block 12a requires P&P bonds within 10 days of award, but FAR 52.228-15 is not checked. Please confirm the required bond amounts (100% of contract price for each) and that SF-25/SF-25A forms are to be used.

Both Payment and Performance Bonds will be due 10 days after award for the full amount and can be discussed at that time if you potentially win the award.

Delivery Prior to NTP: The Delivery Information section states that delivery of all items is required before NTP will be issued. Please confirm whether this applies to this construction contract, or whether materials may be delivered on a schedule consistent with the construction schedule after NTP.

All Items will be delivered prior to the issuance of the NTP.

Offer Due Time: SF-1442 Block 13a states 1700 local time; page 23 states 1700 EST.

Please confirm the governing time zone for the 10/20/2026 offer deadline.

Offers are due 10/20/2026 @ 1700 EST

Roof Curb Height: Drawing A1.0 Key Note 1 and Detail B/A1.2 require curb extensions providing 8" minimum above the new roof system. Spec Section 077100, 2.5.F.2 requires curbs to be a minimum of 12" above the roofing surface. Please confirm which governs for existing fan curb extensions. 8 Inches is what we typically do.

A minimum of 8” is required on the upslope side.

Gutter Profile: Drawing A1.0 schedules 4"x4" box style gutters; Spec Section 077100, 2.3.A.2 calls for SMACNA Style H. Please confirm the required profile.

4"x4" box style gutters

Sheet Metal Finish Warranty: Section 076200, 1.6 requires a 20-year finish warranty;

Section 077100, 1.5 requires a 10-year finish warranty. Please confirm the required finish warranty period for gutters, downspouts, and roof-edge metals.

Roof edges, gutter, and downspout are all covered in 077100.

Roof System Warranty: Drawing A1.0 Keynote 5 references a "20-year no-dollar-limit 15-year consequential +5-year material and labor" manufacturer warranty, while Section 075419, 1.6 requires a 20-year warranty. Please clarify the exact warranty terms required.

The intent of the contract is to have a 20-15-5 no dollar limit warranty on the roofing system.

Referenced Deficiencies: Section 010150, 1.11.B.1.c references Deficiencies #152598 and #120616. Please provide any additional description of these deficiencies so they can be addressed in our pricing and approach.

Referenced deficiencies are for internal tracking.

Performance Period and Weather: Given anticipated award timing, the 90-day performance period may fall in winter months. Will the Government consider delaying NTP or adjusting the performance period to accommodate manufacturer minimum installation temperatures for membrane, adhesives, and sealants?

Weather dependent installations conditions can be handled with stop work orders if warranted.

During the roofing work, we may need to remove some metal panels. New roofing membrane and insulation will be installed in their place resulting in a weather-tight roof assembly. Please advise whether it is acceptable to remove unnecessary roof panels.

The specified roofing system is not designed for any mount of free-span.

Could you please clarify the required bid amount? I do not see the bid amount specified on the form.

The Bid Bond is for 20%.

Payment and performance bonds will be for 100% of the cost and will only be if award is made.

Bid Guarantee: Is a bid guarantee required for this solicitation?

Yes

Bid Bond: Is a bid bond required as part of the submission?

Yes

Anticipated Start Date: Is there an anticipated start date following the issuance of the Notice to Proceed (NTP)? This information is important for evaluating potential weather-related delays and product limitations that may affect the project schedule.

Once the Notice to Proceed (NTP) is issued you will be free to start work.

On-Site Storage: Can the site accommodate an approximately 8' x 8' interior storage area with electrical access for the secure storage of temperature-sensitive sealants and other materials during roof installation?

The center has heated storage that can be utilized by the contractor for keeping adhesives and sealants from freezing.

What is the required bid guarantee form and amount, and is an electronically submitted bid bond via email acceptable?

SF-24…Yes, this needs to be included in your offer electronically.

What forms of payment and performance bonds are acceptable? Would a standard Miller Act corporate surety bond satisfy the requirement, and what penal sum is required?

Electronic, Miller Act is fine, Full Amount for both Payment and Performance.

Should bond premiums be included in the lump-sum price, or will they be invoiced and reimbursed separately under FAR 52.232-71(n)?

Lump sum is acceptable.

Whether a Bid Guarantee is required with the proposal and, if so, the required amount or percentage.

A Bid Guarantee is required. The Bid Guarantee needs to be 20% of the Contract Value not to exceed $3M

Whether Performance and Payment Bonds are required and the required amounts or percentages.

Both Performance and Payment Bonds are required for the full amount but are not due until 10 days after award.

If the prime contractor utilizes a qualified, bonded roofing subcontractor to perform the roofing work, would bonding provided by the subcontractor satisfy the solicitation's Bid Guarantee and/or Performance and Payment Bond requirements, or must the required bonds specifically name the prime contractor/offeror as principal?

All bonding must be provided by the prime, whatever happens between the prime and sub is between the prime and sub.

If subcontractor bonding cannot satisfy the requirement directly, whether the Government permits another bonding arrangement in which the roofing subcontractor and/or its surety provides bonding support for the prime contractor.

See above.

The specifications leave the canopy/open-storage roofs in place. Please resolve the canopy-gutter note on A1.1 and confirm the intended gutter/transition scope.

See detail D sheet A1.2 of drawings.

Please identify the required snow-guard product/layout and overhead-cable protection responsibility.

There are no snow guards, and overhead-cable protection is the responsibility of the contractor.
