About this file
This document is a Questions and Answers (Q&A) file for a USDA Forest Service project. The Q&A covers key details about a new contract requirement, including confirmation that there is no incumbent contractor and this is a first-time procurement. The project involves specific technical aspects such as replacing a floor-mounted water heater while retaining existing buffer and expansion tanks, and implementing local HVAC controls with thermostats without a building management system integration. Additional project details include confirmation of no asbestos concerns in the buildings, which have been tested by the Department of Labor. For offers over $150,000, a bid guarantee is required, and alternative payment protections may be applicable as referenced in FAR 52.228-13.
