This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6 of the Federal Acquisition Regulation, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.
(ii) This solicitation is issued as a Request for Quotation (RFQ).
(iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2023-01.
(iv)This procurement is set aside for 100% Small Business. The NAICS code is 712120 and the Small Business Size Standard is $13M.

STATEMENT OF WORK
Historic Structure Report with Feasibility Study for the DM & IR Section House Superior National Forest - Lake County, Minnesota
1. GENERAL PROJECT INFORMATION
a. Project Name: Historic Structure Report (HSR) with a feasibility study for the Duluth Mesabi & Iron Range Section House (Section House)
b. Project Location:
9501 State Highway 1, Isabella, MN 55607 Latitude: 47.622135, Longitude: -91.411205
c. Site Description: The Section House is a two-story, stick framed building with a full poured concrete foundation and a hip roof. It is approximately 50 feet by 30 feet. The site also has a 14’ by 14’ pump house associated with the building.
d. Project Owner: Superior National Forest, US Forest Service
e. Use of Premises and Restrictions:
Contact the Forest Service Contractor Officer Representative (COR) or other designated official to coordinate access to the site and obtain information on any current site restrictions (if any)
f. RFP Purpose:
a. The Eastern Region (R9) of the US Forest Service and the Superior National Forest are requesting proposals from qualified consultants or contractors to prepare a Historic Structure Report with a feasibility study for the ca. 1947 Section House located near Isabella, Minnesota.
b. The purpose of this project is to document the structure’s origins, use, evolution, and alterations over time, provide insight into the historic context with which it is associated, establish its period of significance, and to provide a recommendation of eligibility for the National Register of Historic Places. Additionally, the project will document current conditions of all elements and systems of the building, identify a list of actions necessary to restore or rehabilitate the building, and offer recommendations and alternatives for future management. The U.S. Forest Service will use the Historic Structure Report with a feasibility study as a comprehensive planning tool determining the best future-use alternative for the Section House.
2. GENERAL SCOPE OF PROJECT
General Elements:
The contractor/consultant will develop, complete, and deliver a Historic Structure Report with a feasibility study for the Section House that will include at a minimum the following deliverables/information:
i. Research and documentation of the developmental history of site
1. Historic background and context
2. Development and use through time
• Archives at Superior National Forest and scanned into online files
3. Archives and Documents available
• “Railroads in Minnesota, 1962 -1956” Multiple Property Document and Historic Context are available
• Digitized reference materials at the Superior National Forest Supervisor’s Office from a local railroad historian
• Historic but not original landscape plan
ii. Evaluate the significance of the site using National Register of Historic Places criteria
iii. Provide physical descriptions and detailed documentation of existing conditions of the Section House including hazardous material testing
1. Photographs to include at a minimum:
• Exterior elevations
• Pertinent details of character defining features or other important engineering components
• Measured drawings are not needed for this project, photographs will suffice
2. Condition Assessment
• Evaluation of interior and exterior features;
• utility systems;
• structural systems;
• Material testing results
1. hazardous material testing and reports may be subcontracted
2. Asbestos was tested for in 1990 and the report will be made available
3. The building was used for commercial and residential use
iv. Produce three future-use treatment alternatives for the building and site
1. Identify treatment alternatives
2. Cost estimates for each alternative
3. Professional Qualifications and Standards
At least one project team members must meet the Secretary of the Interior’s “Professional Qualifications Standards” in the fields of Architectural History as described in 36 CFR Part 61, Appendix A.
The conditions assessment components, hazardous material testing, and other components of the report may be sub-contracted. Please provide the qualifications for each sub-contractor in the proposal.
The project and completion of the HSR and feasibility study should be based on the following additional standards and recommended approaches:
• The Secretary of the Interior's Standards for the Treatment of Historic Properties with Guidelines for Preserving, Rehabilitating, Restoring and Reconstructing Historic Buildings;
• The Preparation and Use of Historic Structure Reports, Preservation Brief 43;
• The Secretary of the Interior's Standards and Guidelines for Architectural and Engineering

4. Deliverables
• One electronic copy of a Historic Structure Report with Feasibility Study on the Section House to be submitted for review at 60%, 90%, and 100% completion. Please allow for 10 business days for Forest Service review.
• Two bound copies of the final Historic Structure Report
• One electronic copy of a Minnesota Historic Property Inventory Form for the Section House suitable for submittal to the Minnesota State Historic Preservation Office
5. Site Visits/Meetings/ Travel
One in-person site visit (Isabella, MN) required – can wait until snow is gone (usually April) Archive visit – at least to the Missabe Railroad Historical Society and the University of Minnesota Duluth Kathryn A. (d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, as defined in FAR 2.101, on the date of award of this contract, and does not contain the clause at 52.215-2, Audit and Records-Negotiation.
(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.
(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement.
Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.
(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.
(e) (1) Notwithstanding the requirements of the clauses in paragraphs (a), (b), (c), and (d) of this clause, the Contractor is not required to flow down any FAR clause, other than those in this paragraph (e)(1) in a subcontract for commercial products or commercial services. 452.237-74 Key Personnel (FEB 1988)
(a) The Contractor shall assign to this contract the following key personnel: _ A qualified professional as stated in “Professional Qualifications and Report Standards”, and as it applies architect, engineer, material testing personnel/sub-contractor (could include an Industrial Hygienist), and/or other subcontractors.
(b) During the first ninety (90) days of performance, the Contractor shall make no substitutions of key personnel unless the substitution is necessitated by illness, death, or termination of employment. The Contractor shall notify the Contracting Officer within 15 calendar days after the occurrence of any of these events and provide the information required by paragraph (c) below. After the initial 90-day period, the Contractor shall submit the information required by paragraph (c) to the Contracting Officer at least 15 days prior to making any permanent substitutions.
(c) The Contractor shall provide a detailed explanation of the circumstances necessitating the proposed substitutions, complete resumes for the proposed substitutes, and any additional information requested by the Contracting Officer. Proposed substitutes should have comparable qualifications to those of the persons being replaced. The Contracting Officer will notify the Contractor within 15 calendar days after receipt of all required information of the decision on substitutions. The contract will be modified to reflect any approved changes of key personnel.

(a) The Contracting Officer or the Contracting Officer's duly authorized representative will inspect and accept the supplies and/or services to be provided under this contract.
(b) Inspection and acceptance may be performed on government property.

These services may be performed by a professional employee and as such would not be covered under the Service Contract Act. This wage determination is being provided for those support staff that may be covered.
SECTION E - SOLICITATION PROVISIONS
52.212-1 Instructions to Offerors – Commercial Products and Commercial Services (NOV 2021) Addenda to provision 52.212-1:

Provide a detailed technical offer explaining the approach and methods for each phase of work as outlined in the Scope of Work for this solicitation. Indicate the objectives for each phase of work and the methods that will fulfill those objectives: The phases include pre-field research; field work; and report preparation and production. The offer may include the following non-evaluated items:
• Letter of Intent/Understanding of the solicitation (one-page maximum, no smaller than 10pt font)
• Background on company/organization (one-page maximum, no smaller than 10pt font)
• Proposed Schedule – outlining each phase within the 110-day period of performance (one-page maximum, no smaller than 10pt font)
The offer must include the following information for evaluation:
• Factor 1: Technical Offer
• Qualifications of Key Personnel and any Sub-Contracted Key Personnel - Identify the key personnel that would work on the project. Provide their educational background and work experience, particularly as it relates to Historic Structure Reports and condition assessments.
Provide the capabilities of the company to perform the work. (one-page document per person, no smaller than 10pt font)
• Quality Assurance- Detail how the completeness and accuracy of prefield work, field work, and report contents will be assessed and guaranteed. Describe the capacities of the company’s oversight and editorial staffing. (one-page maximum)
• Demonstrated Prior Experience – Provide a list of the company’s similar projects and contact information for each. (no more than 10 references). The Government will assess its confidence that the Quoter will successfully perform the work, by evaluating the Quoter's demonstrated experience from submitted, publicly available and government-maintained sources. Prior experience will be evaluated to assess the expectation of successful outcomes based on the extent to which the Quoter has successfully performed on projects similar to the requirements described in the Statement of Work. The Government will also evaluate the relevance of the Quoter’s demonstrated prior experience to the SOW.
• Factor 2: Price Offer - Provide details that displays the number of labor hours per labor category.
Pricing details shall be submitted in an excel-compatible document.
52.212-2 Evaluation – Commercial Products and Commercial Services (NOV 2021)
(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Technical & Price.
Price will be analyzed for reasonableness considering the level of effort and the mix of labor proposed in accordance with FAR 8.405-2(d)
Upon completion of evaluations, the Government may perform a comparative evaluation of the quotations (comparing quoter responses to one another) to select the quote that is best suited to fulfill the requirements, based on the quoters’ responses to the criteria outlined in this RFQ.
The Government will assess its level of confidence that the contractor will successfully perform the requirements. The Government will use the following rating scale to determine confidence:
(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
52.216-1 Type of Contract (Apr 1984) The Government contemplates award of a firm-fixed price contract resulting from this solicitation.
