1 Project Title
Ocala Fire Center / Zone Engineering Building: Mold Remediation and Cleaning of Building Contents.
2 Background
The Ocala Fire Center / Zone Engineering Building (identification number 727) has developed repeated mold contamination problems in the past 15 years.
Building 727 is approximately 3,900 square feet in size and was originally constructed as a steel construction warehouse used for non-conditioned storage.
Approximately 2,000 square feet of the building was furnished to serve as office space approximately 30 years ago. 5 years ago, an additional 1100 square feet was added to the air-conditioned space to serve as office spaced used for fire operations dispatching. No current photos or drawings of the existing site/facilities are accessible at this time.
The Forest Service has decided to relocate the office materials, documents, equipment, and furniture from this building. The Forest Service intends to revert this building back to being used for non-conditioned storage. The contents of the conditioned portion of the building require mold remediation to be performed to avoid spreading the contamination into other buildings.
3 Objective
The objective of this contract/order is to perform mold remediation on the contents of the conditioned space of the building so that it can be relocated into another building without spreading the mold contamination. The contractor is to perform the mold remediation on the contents of the currently air-conditioned portion of the building. Packing and moving the contents is included. Mold remediation work on the building itself, including but not restricted to, the floors, walls, ceiling, HVAC Equipment and/or HVAC ducts is excluded from this contract.
4 Scope of Work
Task 1: Mold remediation of non-porous materials. The contractor is to use a HEPA vacuum and an EPA approved biocide to perform mold remediation on furniture, solid surfaces and the non-porous office contents.
The contractor is to follow the manufacturer’s instructions for using the biocide.
Task 2: Mold remediation of porous materials. The contractor is to use a HEPA vacuum to perform mold remediation of books, paper documents, and similar materials. File cabinets, drawers, kitchen cabinets, and other enclosed storage areas are to have the interior spaces HEPA vacuumed as best can be done without removing the contents of the cabinet/container. Large electronic equipment, including the computer server, radio, communications equipment and the plotter are included in this task item. Not included in this project is air quality testing.
5 Reporting Requirements
The contractor is to provide a safety plan to the Forest Service for review and approval prior to beginning work. The safety plan is to include a list and description of all personal protective equipment (PPE), environmental and/or engineering controls (air locks, decontamination procedures), respiratory protection program documents, licenses, certifications, and any chemical management procedures that may be required to perform the work for this contract.
Any elements of the safety plan that is determined by the Forest Service to not comply with federal and state law must be corrected before work begins.

STATEMENT OF WORK
Osceola National Forest
Osceola Ranger Station Water System Steel Repairs Baker County, FL
1 Project Title
Osceola Ranger Station Water System Repair
2 Background
The Osceola Ranger Station Water System, Department of Environmental Protection (DEP) ID#: 2024879, was originally constructed in 1972. The primary components of the water system include a pump-house building (approximately 100 square feet in size, concrete masonry block unit construction), steel hydro-pneumatic storage tank, well and submersible pump, control equipment, and disinfection equipment.
The system uses a 2058-gallon steel hydro-pneumatic potable water storage tank. That tank has developed a leak from a crack at a welded joint in the steel.
The primary work item for this project is to replace the tank, appurtenances, associated cradles, and foundation as necessary.
There are additional work items for the water system components described in section 4 of this Statement of Work. No current photos or drawings of the existing site/facility are accessible at this time.
3 Objective
The purpose of this contract is to bring the Osceola Ranger Station Water System into compliance with Florida Administrative Codes (FAC) regulating public drinking water systems, with the International Building Codes, and with the Forest Service administrative policies for public drinking water systems.
4 Scope of Work
1. Work Item 1: Replace Water Tank.
Replace the existing 2058-gallon steel hydro-pneumatic water storage tank. All of the following tasks are considered to be included in this work item. Removing and disposing of the existing tank, appurtenances, and concrete cradles.
Installation of new cradles and any required foundation modifications required to adequately support the new cradles and tank. Disconnecting all equipment, plumbing, and wiring from the existing tank, and connection to the new tank once installed. Performing any clearance sampling required by DEP and/or the Department of Health (DoH). Obtaining any required permits from DEP.
Installation of the new tank and appurtenances of 2058 gallons. A slightly smaller volume tank may be installed, but only with approval by the Contracting Officer and concurrence form Florida Department of Environmental Protection (DEP).
The contractor is to provide the new tank technical information (manufacturer drawings, design criteria, designer’s Florida Professional Engineer stamp/seal, and construction specifications) to the Contracting Officer’s Representative prior to beginning to manufacture the tank.
The contractor is to determine whether a permit from the DE) is required for this work item, and if so is to prepare documentation to obtain that permit for review and signature by the US Forest Service (USFS) and submission by the Contractor.
2. Work Item 2: Security Fence.
Install security fencing, galvanized chain-link 8ft tall, that complies with the requirements of FAC public water system regulations. The fence is to use the pump-house building as one corner and is to enclose the new storage tank and the existing well. The fence is to have one pedestrian gate and one 14-foot-wide vehicle gate. The approximate total length of fence is 150 feet.
3. Work Item 3: Pump-house Roof.
The existing membrane roof, placed on wooden roof structure, needs to be replaced. Providing all materials, supplies, and equipment for the construction of an in-kind roof replacement and painting to match remaining existing and new components is included. Contractor to provide material/installation cut sheets to Contracting Officer for approval before demolition of the existing roof.
The existing roof is composed of potentially asbestos containing materials. The contractor is to determine whether asbestos is present as per Department of Environmental Protection regulations. For the purposes of this contract, the contractor is to provide a bid for this Work Item assuming that there is not any required asbestos abatement.
4. Work item 4: Tree trimming.
There are 2 trees adjacent to the water system wellhead, and which have limbs that overhang electrical service lines and the pump-house. Trim trees to provide minimum of 8-foot of clearance.
5. Work Item 5: Electrical Work.
There are several deficiencies with the electrical system for the pump-house and the water system. The contractor is to design and install a complete replacement electrical system for the pump-house and the water system including installation of underground electric service from the power pole that currently provides service with disconnect for isolation of the system utilizing existing meter. The new electrical system is to provide service to the well pump, the constant air-pressure pump, the disinfection equipment, interior and exterior light fixtures, and two duplex 120v receptacles. All of the new electrical materials, fittings, and equipment is to be selected assuming that it is in a wet-location, including the equipment inside of the pump-house. The design is to be submitted, reviewed, and approved by the Forest Service before removal and/or installation of electrical infrastructure begins. The design for this work item must be performed, signed, and sealed by a licensed Professional Engineer, and is to conform to the most recently published version of the National Electric Code.
There are two centrifugal booster pumps inside of the pump-house building.
These are both excess equipment. The contractor is to assume that the new electrical system will not include the two centrifugal pumps. The contractor is to disconnect these pumps and provide them to the COR for storage in another location.
6. Work Item 6: Reservoir demolition.
There is a concrete water storage reservoir structure approximately 10 feet wide by 10 feet long by 3 feet high, with 6” thick walls, floor, and roof. This structure has not been utilized for many years. Work item 6 includes disposal of the reservoir.
This structure is potentially asbestos containing material. The contractor is to determine whether asbestos is present as per Department of Environmental Protection regulations.
For the purposes of this contract, the contractor is to provide a bid for this Work Item assuming that there is not any required asbestos abatement.
7. Work Item 7: Old well head modification.
RESERVED
8. Work item 8: Pump-house door.
The existing door on the pump-house does is not sized correctly; there is a gap between the bottom of the door and the floor-jamb. The contractor is to replace this door with one that is adequately sized. The purpose of this work is to prevent rain and vermin from entering the building through the doorway. This work item includes any modifications that may be necessary to the door frame to achieve the purpose of this work item and is to include installing a Forest Service Keyed lock and disposal of existing materials.
