Solicitation 12414620Q0001 Common Stand Exams Projects National Forests in Alabama
QUESTIONS AND ANSWERS
QUESTION 1: Page 1 in the Statement of Work states that “the work must be completed in 45 days”. Can you please clarify the periods of performance?
ANSWER: See Statement of Work, Paragraph 1.4, Performance Period
An average workday production per field crew (two man) is estimated at 10 plots/day. ((Example:
If a Project is issued to complete 256 stand exam plots acrropss approximately 2500 acres – the calculation would be: 15 days plus two travel days for a total 17 days). This estimate will remain the same for All Task orders. The numbers of days per contract/Task orders will always depend on the size of the project, from the date of the notice to proceed (NTP). The Contractor shall maintain progress at a rate that shall assure completion and acceptance of work within the contract time frame assigned per district.
QUESTION 2: What is the plot spacing?
ANSWER: See Statement of Work, Paragraph 3.2, Distribution of Plots
3.2.1 Plots will be in a grid format 3-5 chains (Each chain equal 66 feet) in each stand. In order to maintain representation, the required number of plots will be well distributed and within the predominant species composition. If a pre-generated gps plot falls in an area that is not representative of the stand (i.e. hardwood hedgerows, windrows, or home sites), offset one chain to capture representative species.
QUESTION 3: Can you please clarify the pricing? I.e. is it firm-fixed price? What flexibility is there with regards to pricing? Are the contractors “locked in” to the prices we provide in this proposal? Can prices change depending on the task order? Etc.
ANSWER: The award will be Firm Fixed Prices based on the prices quoted in the offerors’ s price proposal for the Base Year and each Option Year. Prices for each task order issued will be based on the price established in the contract for each year.
QUESTION 4: If this is a multiple award contract, will task orders be competed amongst IDIQ holders?
ANSWER: Task orders will not be competed amongst IDIQ holders as the prices for each year will be established in the contract.
