About this file

Summary

This document is a project specification and design guide for the Benchmark Solar Water System Update, a remodeling project for an existing off-grid solar power system at a Forest Service campground. The project encompasses installation of a new 1,230-watt pole-mounted solar array (three 410-watt Solar4America modules), replacement of aging batteries with eight 6-volt 400 amp-hour AGM batteries, installation of a Schneider SW 4048 inverter with supporting DC and AC panels, and integration of a Schneider MPPT-60-150 solar charge controller. The system will be NEC 2020 code-compliant and designed to provide 120-volt AC power to a submersible well pump and 12-volt DC power to site buildings, with future capacity for generator backup and internet services like Starlink.

The scope includes removal of existing equipment from the pumphouse, expansion of the concrete pad for the new owner-supplied fiberglass power shed, trenching and installation of wire and conduit to buildings, and complete rewiring of the main cabin and shower house. The Forest Service is supplying the 4-inch galvanized steel pole and power shed container; the contractor must supply all electrical components, solar modules, batteries, wire, conduit, and breakers. Upon completion, the contractor shall deliver as-built wiring drawings, site drawings with conduit locations, equipment manuals, warranty information, and a system walkthrough. The contractor may propose equipment substitutions after task order award if they maintain NEC 2020 compliance and receive Contracting Officer approval.

Benchmark Solar Water System Update

PROJECT OVERVIEW -

This project is for the remodeling of an existing system. The new system will be NEC 2020 code-compliant, with the exception of interior height requirements for the building housing the new electrical equipment.

The Benchmark Campground has an existing, aging solar/batteries/inverter system that needs to be updated. The current system consists of ten ground-mounted Kyocera 50-watt solar modules, a Morningstar PhotoStar-30 solar charge controller, a Trace DR series modified sine wave inverter and ten Deka brand 12-volt 8G8D gel batteries. The inverter provides 120-volt AC power to a submersible well pump and the batteries also provide 12-volt DC power to the main building (cabin) and shower house on site.

The existing inverter and electrical components, a pressure tank and pressure switch are installed within a small fiberglass structure (pumphouse) over the well casing. There are two existing 4” galvanized steel poles set in concrete near the pumphouse. The batteries are installed in a separate, adjacent wood structure.

None of the existing inverter/solar system components will be reused on site. All equipment from the existing system will be evaluated for salvageability, but will remain the property of the Forest Service unless expressly stated otherwise with written confirmation.

The pump components are outside of the scope of work and will remain in their current enclosure. The pump controller and pressure switch are in working order. The pump has been tested with a generator directly connected to the pump circuit and the pump is in working order.

SCOPE OF REMODEL WORK –

Project includes:

1- Installation of new pole-mounted solar array and array support on the taller of the 4” galvanized steel poles

2- Removal of inverter and solar controller electrical components from pumphouse 3- Expansion of the existing concrete pad for the power shed 4- Installation of new inverter and batteries in owner-supplied fiberglass power shed 5- Trenching and installation of wire and conduit to buildings 6- Standard AC wiring of existing buildings, reusing as much conduit and infrastructure as possible 7- Installation of a location to connect a generator to the system if supplemental power is needed.

DESIGN GUIDELINES -

A secondary, owner-supplied power shed will be installed by the contractor to the west of the existing pumphouse on the concrete pad where the existing battery bank is located.

The concrete pad will need to be extended by the contractor according to the drawings.

The old batteries and battery container will be removed by the contractor and excessed by the Forest Service. The new inverter and batteries will be located within the new container.

Slightly north of the existing pumphouse is the pole that will be used to mount solar. The contractor will provide a trench for new AC wiring from the inverter power shed to the desired location on the shower house and a trench for AC wiring from the shower house to the cabin. The contractor is responsible for coordinating the utility locate. New wiring/ conduit will run from the new power shed to shower house, then back to the main building.

The main building has some existing 12-volt DC wiring, but will need to be re-wired for AC power, as well as have a power outlet wired in for charging phones and for potentially adding Starlink or a similar internet service in the future. Existing DC wiring for light fixtures is contained in EMT conduit and metal junction boxes. New wire will be required, while reusing as much conduit as possible. Similarly, new AC lights will need to be wired and installed within the shower house, with existing conduit and boxes being reused to the extent possible. The contractor shall submit a final electrical layout showing the location of breakers, panel boards, wiring, fixtures, and any other pertinent information.

BASIS OF DESIGN –

System Loads:

Radio Well pump (120-volt, ½ HP – not verified) 6 10-watt LED lights in main building Power outlet for cell phone chargers in main building 2 10-watt LED lights in shower house Potential to add Starlink or similar

Forest Service is Supplying the Following:

A 4” diameter existing pole that is 4’ in the ground and 9’ above ground (can be cut shorter per engineered pole mount design)

The secondary container (power shed) which will house the inverter and batteries -see attached. The power shed will be on site but will be set by the contractor.

Contractor will supply the following:

Inverter Schneider SW 4048 Inverter Schneider SW AC Panel Schneider SW DC Panel Schneider MPPT-60-150 Solar Controller 60-amp, 150V DC rated PV output breaker Schneider Insight Home Wired-in 30-amp 120/240 volt generator cord with plug Wire and conduit to outbuildings and to pumphouse All AC and DC breakers, disconnects and safety switches required per NEC

Solar 3 Solar4America 410-watt solar modules 3-module, seasonally adjustable top-of-pole rack for a 4” steel pole Combiner box with over-current protection Wire and conduit from array to inverter power panel

Battery Bank 8 Group L-16 AGM 6-volt 400 amp-hour batteries 4/0 Battery interconnect cables 4/0 Battery-to-inverter cables and conduit Insulated battery box housed inside of the FS supplied secondary container

FINAL DESIGN CONSIDERATIONS –

After Task Order award, the Forest Service may consider substitutions to specified equipment based on similarity of wattage, performance, design criteria compatibility, etc. Any proposed equipment changes must ensure that the system as a whole remains compliant with NEC 2020 and must be approved first by the Contracting Officer or the designated Contracting Officer's Representative (COR).

Upon project completion, the Contractor shall supply as-built wiring drawings, site drawings with all conduit and wire locations, manuals and warranty information, and a walk-through of the system with designated Forest Service employees.

Charge the batteries at least once every six months, o if they a re stored at 25 C.

Charging Method:

▶Effect of temperature on cycle charge voltage:- ▶The length of cycle service will be affected by depth of discharge, ambient discharge rate, and the manner in which the battery is recharged. Generally speaking, the most important factor is depth of discharge.

Cycle Service

Float Service:

▶Every three months, recommend a one time equalization charge.

Equalization charge method:

Discharge 100% rate capacity discharge.

Charge Max. current 0.3C, constant voltage 2.4-2.45V/Cell charge 24h.

▶Effect of temperature on float charge voltage: -3mV/℃/Cell.

Every month, recommend inspection of every battery's voltage.

Length of service life will be affected by the number of discharge cycles depth of discharge, ambient temperature, and charging voltage.

Avoid battery overcharge, especially in series connection use.

Charge with recommended voltage.Ensure battery fully recharges. In general, recharge temperature capacity should be 1.1-1.15 times discharge capacity.
