About this file
This document contains a series of Questions and Answers (Q&A) for a federal solicitation for a small business set-aside project funded by the Great American Outdoors Act, involving airstrip work in the Frank Church wilderness area. The project encompasses work at three sites (Chamberlain and Cabin Creek), including installing 4 new tie-downs, clearing vegetation from clear zones, grading (at Chamberlain only), and performing non-mechanized, non-motorized wilderness work. Key requirements include using ground-contact wood treatments, removing vegetation over 12" tall, and adhering to strict wilderness guidelines that prohibit motorized equipment. The solicitation specifies a rubber conveyor belt, specific labor classifications, and Davis-Bacon wage rates for the Southern Region of Idaho. The bid due date was extended to January 16th, 2026, with an estimated project budget between $500K-$1M. If bids exceed available funding, the government may reduce the project scope and readvertise.

1. Please clarify if this solicitation is limited to GAOA MATOC Prime Contractors. This project is being solicited on sam.gov as a small business set aside and not through a MATOC or IDIQ.
2. Would an electric skidsteer be acceptable to use on this project? A generator would also be needed to recharge the unit. No, neither the skid-steer nor the generator would be allowed for the wilderness work as they do not fit the non-mechanized, non-motorized requirements.
3. Reading over the RFI answers, Item 12 conflicts with the original Solicitation that is mark An oƯer guarantee is marked “IS NOT REQUIRED” please clarify. I see a Bond is required but in the past that would not be required until after award because we do not know the actual award amount. Please clarify. A bid bond is required for the price of your proposal. Payment and performance bonds are required after a contract award is made when the contract award amount is known.
4. I see that in the previously answered questions that a "bid bond" (oƯer guarantee) is required to be submitted with the bid but on page 1 of the RFP (section 13 b.) it shows an oƯer guarantee is NOT required. Please clarify this. See answer above
5. It looks like there is only 1 new concrete anchor being built. Is this the case? There are 4 new tie downs being installed: 1 at Chamberlain, and 3 at Cabin Creek. See annotation #38 on sheets CP107 and CP114.
6. Are there any additional specs for the conveyor belt other than 12" wide, 7/16" thick, and 4 ply? It shall be a rubber conveyor belt of standard grade. See sheet CP508, and Section 31 16 13.05 of the Specifications.
7. Are there more specifics on the wood treatment type requirements? Ground contact, etc? The treatment should be rated for ground contact, as defined by Use category UC4A or higher by the American Wood Protection Association.
8. Is the 948 CY cut at Chamberlain intended to be used for the 948 CY Fill? If organic material cannot be used for the fill, where can the cut material be scattered and where may suitable fill material be sourced? Yes, the cut from the E/W Airstrip will be used as fill on the N/S airstrip. The organic material should be scattered on top of the new airstrip surfaces to promote new growth. If additional full material is needed it will be sourced from areas outside the clear zone of the E/W Airstrip, centered around STA 77+50-79+50 on Sheet CP105.
9. Are general labor activities such as belt drain installation, boundary marker movement, and clearing considered "Landscape" for the purpose of labor classification? Yes, Laborer: Landscape would be the appropriate classification
10. If all the money allocated to the project isn’t used can it be used for future projects in the frank church or will it go back to where it came from? This project was funded by the Great American Outdoors Act. If there is funding remaining after the completion of this project, the Intermountain Regional OƯice will determine to which GAOA project the funds will be transferred to.
11. What work is included/expected for the ‘Clear Vegetation from Clear Zones’ pay item? The contractor is expected to remove any vegetation that is taller than 12” with a diameter of at least 1” (i.e. saplings and bushes); see note 3 on sheet CP507.
The contractor is not expected to mow/trim any perennial plants. The provided photos serve as the reference for the estimated amount of vegetation to be removed.
12. Who is eligible to bid on this project? Is it being advertised through a MATOC? This is being advertised on sam.gov as a small business set aside and not through an IDIQ or MATOC.
13. Is grading work to be completed at all 3 sites? No, grading will only occur at Chamberlain
14. Davis Bacon prevailing wage pay rate. Please confirm that all Airfield are in the Southern Region for Idaho. Yes, all airstrips are south of 46th parallel putting them in the ‘Part of Idaho County south of 46th parallel. See the coversheet of the plans for the latitude of each airstrip.
15. Can we get a time extension. We need some additional time to find a proper price for the horse work, given the extent of the scope. Yes, we can extend the due date for bids 1 week until January 16th, 2026
16. Is there water at each site for the livestock? As you know there has been a drought and water will be needed. Yes, there are creeks that flow near each of the airstrips.
17. Is there enough vegetation for the horses? Or will we need to fly in feed? There is some vegetation available for horses but depending on how long you remain at each airstrip you will want to fly in feed.
18. Is there any possible exception for a wheeled horse drawn wagon? No, since moving soil and/or tools could also be accomplished with simpler methods that would fit the wilderness guidelines so no exception would be made.
19. At the site visit, the Government stated that they have funding then the estimate of $500K-$1M was posted. I'm sure that this was much lower than expected by the contractors at the meeting. If this project comes in higher than the estimate... will the government have the ability to get this funded? Or will it need to go to rebid later? We have funding available up to the amount of the government estimate, which we feel is accurate. At this time, we do not know what will happen if bids exceed the available funding. There is a possibility that additional funding may be available, but it is more likely that the scope of the project will be reduced, and it would be readvertised.
