About this file
This is a Frequently Asked Questions (FAQ) document for solicitation 1240LT26Q0018, addressing clarifications related to a Payette National Forest disaster relief fence reconstruction project managed by the USDA Forest Service, Boise National Forest. The solicitation concerns the reconstruction of approximately 59,183 feet (11.2 miles) of range fencing destroyed by the 2024 Lava Fire across three boundary fences: Mill Creek Summit Boundary Fence (23,545'), Thirdfork Boundary Fence (17,181'), and Payette-Ola C Boundary Fence (18,457'). All materials must be provided by the contractor, and work must follow the specifications and plans provided in the solicitation documents with full fence replacement anticipated rather than material substitution or reuse.
The FAQ clarifies that the USDA Forest Service will not conduct formal pre-bid site visits due to winter conditions and seasonally closed roads, though contractors may attempt independent visits with limited access; main access to the project area is via Forest Road 618 and Forest Road 653. Contractors must bid in accordance with solicitation specifications without deviations, though field deviations due to terrain or bedrock conditions will be handled case-by-case with the Contracting Officer's Representative (COR) and Contracting Officer (CO) post-award. The contractor is not required to remove existing fence components from federal lands, and while salvageable on-site materials may be evaluated post-award, full replacement is anticipated given the nature of fire damage and fence age. Product substitutions will only be considered after contract award.

1240LT26Q0018 Disaster Relief Payette Fence Reconstruction FAQ
1. Will there be any on-site visits to the project area?
USDA Forest Service, Boise National Forest will not be holding formal pre-bid visits to the project area during the solicitation period for this project due to winter conditions and seasonally closed roads. Interested parties may attempt to visit the project area on their own but access will be limited. The forest will have an on-site post award visit with the awarded Contractor prior to implementation.
2. Can the contractor substitute different materials or existing materials that are in good condition?
The contractor should prepare their bids in line with the specifications, plans, statement of work, and attachments provided in the solicitation. Contractors should anticipate total or full replacement of materials being required (complete fence replacements).
3. Are deviations from the specifications allowed?
Deviations and/or product substitutions from the specifications, plans, statement of work, and attachments will not be evaluated during the solicitation period. Deviations during implementation due to change in condition such as terrain, depth of bedrock, etc. will be handled on a case-by-case basis through the project COR and CO. Product substitutions may be evaluated after contract award. Contractors shall prepare their bid to meet the solicitation requirements.
4. Can existing on-site materials be utilized?
Contractors shall prepare their bid to meet full replacement/reconstruction of the fences according to the solicitation requirements. Existing onsite materials/structures (braces, posts, etc.) that are salvageable and reuseable will be evaluated on a case-by-case basis with the COR and CO. It is not very probable that the existing fence components are salvageable and/or reuseable due to the nature of the Lava Fire and the age of the existing fences.
5. Is the Contactor required to remove and dispose of the existing fence?
The Contractor is not required to remove and dispose of the existing fence from Federal lands. Existing fence components may remain in-place or on National Forest System lands.
6. What is the primary road access to the area?
Main access to the project area is via Forest Road 618 and Forest Road 653. Access in winter is extremely limited due to winter conditions and seasonally closed roads. Winter access may require traversing the area on foot and/or the use of winter off-highway vehicles.
