About this file
This document contains a series of Questions and Answers related to a federal contract opportunity for the Dutch Joe Bridge Replacement project on the Bridger-Teton National Forest.
The key details are:
- The project will replace the existing 44-foot timber Dutch Joe Bridge with an 80-foot rolled girder bridge, and include a temporary bridge downstream to allow access during construction.
- The solicitation number is 1240LT24R0037.
- The Q&A clarifies several items, including: the correct item number and description for aggregate surface course, that a timber wearing surface should be used for the temporary bridge, the estimated disturbance area requiring revegetation is around 0.25 acres, the seeding window is September 30 - October 14, and guidance on the temporary road materials, use, and removal.
- The Q&A also addresses questions on payment for the temporary road, hydrovac work, fertilizer, and riprap requirements.

There is an error on the schedule of items for aggregate surface course (item 30101 or 32203). This item description should read “Aggregate Surface Course, Grading (S), compaction (B). Commercial
Source”. Do not assume there is a source 1 mile from site for estimate. Bidder will need to include cost of hauling materials in their estimate.
Note: alternative class of aggregate WY DOT Grading Type W is acceptable in place of Class S material.
Questions and Answers:
1. Quantities required to build the temporary road and how are they paid for?
The temp road will be paid for under item 20401, which is a lump sum item. It is up to the contractor to determine quantities needed for both the permanent and temporary roads.
2. Discrepancy between SOI document and SOI in plan set for aggregate surface course item number.
The SOI document (item 30101) and the SOI in plan set (item 32203) are the same item.
3. Should the wearing surface for the temporary bridge also be aggregate?
No – timber wearing surface should be used for the temporary bridge structure. This is a clarification and is not accurately reflected in the drawings. Timber wearing surface will allow for more easy removal once the structure is no longer needed.
4. Is there going to be any hydrovac work (hydro excavation or dewatering)?
This is not expected as a major component of this project. Minor or localized dewatering may be required but due to the bridge type it is not expected for the substructure.
5. How much area do you anticipate being disturbed and requiring revegetation?
This will depend heavily on the disturbance footprint based on contractor’s operations. With the temporary road and general approach work it is estimated that it may be around 0.25 acres but this is only an estimate and may vary widely once construction begins.
6. Seeding window - The General section of the Turf Establishment supplemental specifications indicate that the timing window for seeding "shall take place between October and October 14th." Is this intended to be between October 1st and October 15th? This is a very small window. Will the areas to be seeded be ready within this window?
September 30-October 14. Ideally the seeding needs to occur as close to snow as possible. Though this window is short, the work itself should not take more than a day or two. October 14 is the last day of work due to wildlife restrictions.
7. The description of work indicates that there will be "soil preparation." Is this in reference to the surface roughening in "625.04 Preparing Seedbed"?
yes
Notice ID 1240LT24R0037 5/31/2024
8. The description of work indicates that there will be "watering" but there are not details about this. The seed mixture specified for the project will not require watering. What watering is expected to be performed under the Seeding and Mulch bid item?
Please see 625.05 which notes no watering.
9. There are no fertilizer blend or application rate details indicated in the Turf Establishment supplemental specifications. What fertilizer blend and application rate shall we quote?
Fertilizing is not applicable
10. Mulch section of turf Establishment supplemental specifications indicate that a "wood strand soil erosion control mulch" shall be applied at 1500 pounds per acre via the dry application method. Will you please clarify the material and application rate?
Material – wood stand. We do not want straw/hay or wood fiber hydro application.
The application rate is what has been used on similar projects to ensure the seed is not cover too densely but has enough coverage to aid in germination. At this time, I do not have better information to be able to change the application rate and will stick with the 1500 pounds per acre.
11. Sheet 8 of the plan set, typical channel detail calls out “machine placed, class III riprap with approved native material to fill voids, section 705.02” Does this material need to be mixed on site?
Native material is not required to be mixed in and all voids are not required to be filled. Please follow specification section 251.
12. What is the reason for the temporary road?
This will provide public access with little to no interruptions on a highly used forest road.
13. Are contractors to design a temporary road to be drive on by the public?
Please see temporary bridge section on page 2 of plan set, where it notes that the contractor shall submit a temporary access road and bridge design to the CO for approval. This plan should include elevation and quantity information. The temporary bridge and road will be used by the public.
14. What is contractor to do with temporary road materials after permeant road is completed?
Materials can be dispersed on site, mostly likely in the SW portion of the site approximately where the temporary road connects to the existing road.
15. What material is the temporary road to be comprised of?
Local native material is available for use within 1 mile of project site. Once contract is awarded, a site visit may be necessary to determine how much the contractor may require and the specific location of borrow material.
16. Is there a plan holders list?
We do not have that information. It is up to the primary to contact any subcontractors.
17. In item 20401, does haul involve dump excess material?
This involves hauling material to the site for use in approaches.
