About this file
This document contains questions and answers from a pre-bid meeting for the Warm Springs #6 Bridge Replacement project located on the Sawtooth National Forest. The US Forest Service is seeking to replace an existing deficient bridge over an area that experiences wet conditions and seasonal seepage. Approved sources for embankment material and disposal of cleared vegetation include an existing shale slide 0.62 miles west along the road, and the Barr Gulch Pit 1.66 miles from the project site. The agency will consider postponing the work start until Spring 2023 if bridge materials are unavailable until November 2022, but prefers completion in Fall 2022. The closing date for proposals was extended to June 3rd, 2022.

Questions and Answers
1. Would the Forest Service allow for Value Engineering ideas to save money? i.e. Replace the bridge in its current location and place additional RipRap.
a. The Forest Service would entertain Value Engineering idea, however preference will be given to design that is in the solicitation as it meets all of the objectives that we are trying to achieve. If a bidder, would like to submit a value engineering scenario, it would be done by first submitting a price and proposal for the solicitation as it is written and a separate price and proposal for the value engineering. Those aspects of the proposal that are the same, i.e. past performance, key personal; don’t need to be submitted with each proposal, just submitted with one of the proposals.
2. The ground is wet and there appears to be a seep that could be flowing all year long. Is there a location on the Forest where embankment material could be utilized rather than hauling it in?
a. The Forest Service has a shale slide that is along the road approximately 0.62 miles west along the Ketchum-Featherville Road(see attached map). This shale slide/pit can be utilized as long as the contractor reshapes the area after using it so that it looks natural and not like a gravel pit.
3. Topsoil, clearing and grubbing – does it need to be hauled off, and if so where can it be taken?
a. The topsoil, clearing and grubbing materials, can be placed on the existing camping area on the west side of the bridge project area, as long as it does not interfere with the new road. If the contractor prefers to haul it off, it can be taken to the Barr Gulch Pit, down the Ketchum-Featherville 1.66 miles; toward Ketchum and up Barr Gulch Road (See map).
4. Some Bridge Suppliers are saying that they will not guarantee delivery until Nov 1 at the earliest. Would the Forest Service consider proposing the contract until next spring if the bridge can not be supplied until then?
a. The Forest Service is very much aware of the supply issues that are occurring and are not adamantly opposed to postponing the work until next spring, summer however the Forest Service would prefer to have the project completed this fall. In your proposal and proposed schedule, state when you are planning the work to occur. In the solicitation, it states that the government may make the award utilizing the Trade-Off process to get the Best Value for the Government, when the work will occur will be part of that trade-off process.
5. Will the Forest Service be extending the closing date?
a. Yes the official closing date and time will be June 3, 2022
