Manitou Roofing Scope clarifications:

- Ridge Vents: will no longer be a part of the scope. Inspection found that existing gable vents adequately handle moisture issues.

- Gutters: Multiple bidders expressed concern with protecting existing gutters while replacing the roofs. Complete gutter + downspout removal and replacement shall now be required in the BASE bid of this contract. New Gutters shall be K style seamless and coated with Kynar (PDVF) to match the remaining exposed metal. New gutter locations shall match existing with the exception of the Office and Lodge. New Office and Lodge gutter systems shall be placed on all eaves as shown in the revised drawings.

- Vegetation protection: Contractor is expected to protect existing vegetation on site as stated in the drawings and specifications. This can be accomplished by placing plywood on the ground where equipment is expected to drive over. If excessive damage to vegetation occurs, the contractor is expected to reseed these areas at no additional cost to the Government.

- Antennas at the Dwelling and Lodge: TV antennas on these buildings are no longer used.

Contractor shall remove and dispose of them during demolition.

- Lodge cell phone booster mounting: There is an existing cell phone booster located on the ground near the lodge. As part of the base bid, we ask that the contractor mount this booster to the roof.

Contractor may reuse mounting hardware and wire hangers from the existing TV antenna.

- Additional vent in the Dwelling: a new roof penetration will be made on the dwelling. Contractor shall plan for an additional penetration flashing for a 1 ¼” vent pipe which is currently not shown on the drawings.

Manitou Roofing RFI Questions and Responses

1. Should the gutter along west side of lodge be changed to run full length to edge of arch? Yes, new scope under BASE bid shall include new sections of gutters in this location.

2. Are the television antennas on the Lodge and Dwelling being utilized or should these be removed? Yes, these shall be removed during demolition.

3. Is it known what is currently under the EPDM roof on the Dwelling? No, it is assumed for the

BASE bid that the substrate is in acceptable condition. If, during demolition, it is discovered that additional decking needs to be replaced, it would constitute and unforeseen site condition initiating a modification. New EPDM installation shall contain tapered insulation in accordance with plans and specifications.

4. Under the Construction Notes on DWG SHEET NO. A-01 Item 6 it states: “Existing rain gutters to remain in place – 3 downspouts with 5” seamless gutter DO NOT INCLUDE

REPLACEMENT IN BASE BID. To remove the current tiles on the roofs, gutters are subject to damage by either loose tiles or just through normal work. To avoid damage, they could be removed and then reinstalled. Would it be better to reinstall new gutter systems with downspouts after roofing to enhance the outer appearance of the buildings and to upgrade the gutters? Yes, see scope changes above.

5. Is email acceptable for submission of proposal. Yes.

6. Estimated Quantities listed on drawing A-01: was the Pitch, Hips and Valleys of the Roof taken into consideration for the listed amount of estimated squares? Or is it necessary to account for additional materials to cover these areas? Provided quantities account for roof pitches. It is in the best interest of all parties that the potential bidders independently verify quantities and provide bids based on actual quantities rather than the provided estimates.

7. Listed Roofing manufacturer (CeDUR) size profiles are listed as 12 ¼”, 7 ¼” and 5 ¼” widths, Alternate manufacturer (Davinci Select Shake) profiles are 9”, 8”, 7”, 6” and 4” widths, are the

Davinci profiles acceptable? Alternate synthetic shake products may be approved for use if they comply with ASTM E 108, Class A fire resistance & UL 2218, Class 4 impact resistance. Color compatibility with the proposed factory-coated exposed metals will also be a factor in material selection.

8. Is a permit required for this project? If so, will we follow Teller County and its 2015 IBC code guidelines? Permits with Teller County is not required for construction on federal facilities.

9. If no permit is required, are you still concerned about ventilation requirements? See above. We are removing the requirement for ridge ventilation.

10. Ventilation Questions: - CeDur and Davinci don’t require ventilation, to secure a warranty. –

Brava requires a ridge vent only. What is the preferred goal on this project, keeping the roof's appearance looking Historical or helping keep the attics cooler during the summer times. The buildings are closed up during the winter months and condensation/Ice dams aren’t a concern.

See above, we’re removing the requirement for ridge ventilation. If that voids Brava’s warranty, Brava would no longer be an acceptable manufacturer for this project.

11. “Solid Sheathing” - Plank or board 1x decking: - CeDur and Brava doesn’t require solid sheathing/Plywood-OSB to be installed before installing their project. – Davinci does require you to install a plywood-OSB, before installing their protection. What is the USDA requiring or want for the scope of work? Contractors are expected to comply with manufacturer’s recommendations. Existing decking is 1x6s. It is assumed that the existing decking is in good condition for the BASE bid. If rot or water damage is discovered during demo, the decking repair would be addressed with a modification. If the contractor wants to use Davinci, then they would likely need to replace or overlay the existing deck.

12. 18” Interlayment roof felt: - CeDur/Brava/Davinci does not require interlayment felt on roof pitch greater than 6/12. What is the USDA requiring or want for the scope of work? Contractors are expected to comply with manufacturer’s recommendations. If the manufacturer does not recommend interlayment at the expected roof pitches, then they are not required.

13. Wind Rating – Teller County is (85 mph – 3 Second gust) – Does the USDA have a wind rating requirement? Roofing products must meet or exceed Teller County’s wind rating.

14. Note: The roof slope with 2/12 – CeDur is requiring two layers of Self-adhering underlayment and no interlayment felt. After speaking to CeDur’s rep on the phone, they recommended a single layer of ice/water shield which is already specified under all roof areas.

15. Alternate Product Question- Would the Department of Agriculture consider alternate shingle roofing products that have similar warranty ratings and are a lower cost than the products named in the current scope. We’re looking for synthetic shake on these roofs to match the historic appearance. Alternate synthetic shake products may be approved for use if they comply with

ASTM E 108, Class A fire resistance & UL 2218, Class 4 impact resistance. Color compatibility with the proposed factory-coated exposed metals will also be a factor in material selection.

16. Do you have blueprints available? We need to determine if the buildings have solid sheathing or skip sheathing. Observed decking is 1x6s with no gaps. If the contractor is proposing a manufacturer who requires OSB or plywood decking, they would then need to replace the decking as part of the contractor’s base bid.

17. Is a performance bond required? A performance bond is required.

18. There are two very small sheds next to two buildings. Would you like these included? No. The sheds are not included in this scope.

19. How should the bid be submitted? Sealed and delivered or emailed? Proposals can be mailed or emailed and shall be received by the proposal due date and time.

20. Will the building be occupied during the installation? The two quarters buildings will be occupied from April 1st through July 31st of 2022.

21. What is the notification of award date? (I do not see it on the RFP on SAM) The award date will be posted on Sam.gov after contract is awarded.

22. You had mentioned on our call that a few meetings have taken place regarding the project. Who would I talk to about being able to join in on any future meetings/information that I had missed?

No future meetings or official site visits are scheduled before bids are due.

23. How is the square footage for the buildings determined on the drawings? Software was not used to generate estimated quantities. Contractors should verify quantities independently. Pitch, hips, and valleys were factored into provided estimates.

24. If an eagle view is run and the quantities are different, are we to use those numbers? Yes, Contractors are required to verify their own quantities independently

25. Is there a waste factor involved in that or do we just build it in and go actual quantities minus the waste? Yes, quantities are actual numbers, contractor will have to add their own waste factors.in the unit price

26. Can the proposal be emailed? The proposal can be mailed or emailed. Ensure that you take in consideration the file size of your proposal to avoid issues with emailing it electronically.

27. What constitutes commencement of work? The notice to proceed.

28. Can the Project Manager and Superintendent be the one person, or does it have to be two individuals? It can be one individual. This person must be aware of the requirements of both positions.

29. What is the mask rule because of the pandemic based on the start of the project? There are no solicitation clauses incorporated into this project requirement.
