Questions and Answers regarding solicitation #1240LT22Q0003 Cold Springs Road Improvements, Bighorn National Forest, Wyoming
1. What is a due time on January 20, 2022, for this task order?
As identified on page 1 of the solicitation, quotations are no later than 1300 MST on January 20, 2022.
2. What is a due date for questions?
All questions regarding the solicitation shall be submitted to the contracting officer via email at kellie.shaw@usda.gov no later than the close of business on January 10, 2022.
3. Is it any organized site visit? If not, how, and when can contractor visit the job site?
There is no organized site visit. It is the prospective contractor’s responsibility to visit the site and understand the conditions on the ground.
4. How long does a contractor need to hold the price?
Price quotes are valid for 30 calendar days from the date quotes are due. As identified on page 2 of the solicitation:
This solicitation and any resulting contract is a firm-fixed price type of contract, which under the definition in FAR 16.202-1, “this type of contract provides for a price that is not subject to any adjustment on the basis of the contractor’s cost experience in performing the contract. This contract type places upon the contractor maximum risk and full responsibility for all costs and resulting profit or loss.”
5. What is anticipated commencement of work?
Work is anticipated to start early June 2022 when the site is accessible. Work may only begin after a Notice to Proceed is issued by the contracting officer.
6. Are there any liquidated damage for this project?
No
7. Is there a dust control requirement for this project? If yes, where is the closest water source?
There is no dust control requirement for this project; however, it is the contractor’s responsibility to secure a water source for activities on the contract that require water. There is no nearby source on the forest. The water can be sourced off forest. Refer to Sheet 3 of project drawings.
8. Please clarify USFS requirements to the site personnel – can Site Superintendent perform duties of Safety Officer and Quality Control Manager (“triple hat”) or the Government requires dedicated persons to these positions?
Refer to Sections L&M that identifies the solicitation evaluation criteria.
9. Does the Government require a job trailer for its representative?
10. Does the Government require as-built drawings?
11. Is the contractor allowed to propose a start date that considers weather conditions of the project?
The contractor may start when weather conditions allow but only after the Notice to Proceed is issued by the Contracting Officer.
12. Does Contractor allow to manage public traffic through the work area, or can the road be closed during the construction process?
Refer to Section 156 of the specifications. The road is not anticipated to be closed during construction.

13. The plans do not call out for soil and sediment erosion control measures. Are these items required and if so, is the contractor responsible for determining the necessary controls?
Refer to Section 157 of the specifications.
14. Typical details show clearing outside road section, but within the construction limits. Is this required, and if so, where should this material be hauled and disposed?
There is no clearing and grubbing requirement for the project.
15. Note on sheet 3 indicates that the Contractor will be responsible for traffic control and keeping the road open to the public during construction. Can the road be closed during construction?
It is not anticipated a road closure will be necessary.
16. Is traffic control required and how is this measured and paid in the pricing sheet?
Yes, traffic control is required. Refer to project drawings and specifications. If traffic control is not covered in a separate item, it is typically incidental to mobilization.
17. Are flaggers required for the project?
Refer to plans and specifications. It is the Contractor’s responsibility to develop a sign and traffic control plan.
18. Is there any information regarding public usage of the road?
The road is not highly used year-round. There will be traffic, but it is not anticipated to be a large amount.
19. Will compaction and moisture testing be required?
No. Refer to project drawings and specifications for compaction requirements.
20. Per Table 204-2 in Document FSS 061521 there are to be surveyed tolerances of the roadbed, width, subgrade elevation, centerline alignment, and slopes - please confirm this is required for this project.
Those are tolerances for construction. It is the contractor’s responsibility to maintain quality control and to ensure tolerances are met when called for.
21. Is dust control required for the project?
No, but the contractor may be allowed to if needed. However, no adjustment will be made to the contract price.
22. How is the contractor to address bed rock in the ditch line or road subgrade, if found? Rock will require an excavator with a rock breaker to excavate the ditch line. If this is encountered at this project, how should the cost be addressed?
It is the contractor’s responsibility to determine the plan of work to successfully complete the project to meet the project specifications and plan requirements.
23. Can the Government provide drawings showing the plan view and alignment of the project?
Project drawings are included as a separate attachment to the solicitation.
24. Is survey control located in the project boundaries, or should the contractor include for control points from a professional land surveyor?
The project does not require a professional land surveyor.
25. Per Bid Schedule aggregate base course is measured in CY, how will the Government quantify the volume - by truck count, area x depth, or survey? Who is providing and paying for this service (counting/measuring/surveying)?
Refer to project drawings and specifications. CYs are measured compacted in place.
26. Are rip rap end treatments required at each culvert location? If so, please provide details or references.
27. Sheet 7 calls for the road to drain to the ditch line at some locations. Is the contractor to modify the road as needed to ensure the road falls to the roadside ditch at these locations?
Refer to project drawings and specifications.
28. Is imported borrow to be used to change the fall of the road as needed and where required?
This work is not anticipated.
29. Does the proposed ditch line location consider the existing cross slope of the roadway?
Refer to project drawings and specifications.
30. Is this work to be included in road reconditioning, and if so, how will this be quantified without road design files?
Road reshaping is typically done under the road reconditioning item.
31. Is cut and fill earthworks expected and or anticipated within the road reconditioning item or the contractor simply regrades the existing native surface for a suitable subgrade and won't modify the crossfall of the existing roadway?
Refer to project drawings and specifications.
32. Due to location and weather this project is planning to be completed during summer months when is the peak of tourist activities. Will the Government reserve 2-3 places at Cold Springs Campground for contractor's needs?
Camping will be allowed at the Cold Springs Campground.
33. Who will pay for water and electricity for the contractor's trailers?
Water and electricity are not available at the campground.
34. Is water commercial source available at this Campground?
It is the contractor’s responsibility to secure a commercial source of water.
35. Are markers required at the culvert locations?
36. Is it possible for the Government to provide CAD design files?
CAD files are not typically provided.
37. I'm wondering if Grading W would be sufficient as an aggregate as opposed to Grading P in terms of the material used for the actual road.
Refer to the specifications for details on Grade P.
38. If possible, can you provide more information on what grading "P" is? As we are only familiar with Grading W.

39. The LAT/LONG for the staging area that’s given doesn’t seem right, could you please verify it? Can you please provide start and stop LAT/LONG for each road (IE) NFSR#68 and NFSR#344 please?
Station 0+00 for NFSR #68 is at N 44 ° 19’ 43.39”, W 107 ° 25’ 12.13”. Road #344 work is at N 44 ° 20’ 42.6”, W 107 ° 23’ 58.98”.
40. Also can you please clarify the subbase prep. Is it the intent to grind or dig out the road base to get to the subbase A/B target range? Is the aggregate import spec. the Base C?
It is the contractor’s responsibility to meet the reconditioning project specifications and details.
41. Is the contract/owner providing the compaction testing?
There are no testing requirements for this project.
42. And is the survey for the road being provided by the owner?
No survey is required.
43. Will the shape files be provided by the owner?
No shapefiles are available.
44. On the work list pages it list begin aggregate placement at station 23*00 ,in the remarks it says ABC what is the aggregate spec?

45. The line item for aggregate is listed as grading P can you please clarify what gradation we are sourcing for the job?
Refer to the project specifications.
46. What is the road subbase spec?
There is no road subbase specifications.
47. In the schedule of items, it says compaction method 2 what is the spec?
Refer to project specifications included as an attachment to the solicitation.
48. Is it the contractor’s responsibility to dispose of unsuitable material offsite?
Refer to project specifications included as an attachment to the solicitation.
49. What permanent project signs are needed?
There is no requirement for signs included in the project specifications.
50. Does the contractor need to get compaction testing done?
51. Is the contractor responsible for getting a proctor on the soil and how many are needed?
52. My understanding is that the gravel source is contractor furnished. Is there a gravel pit owned by the Government for this project?
There is no nearby Government source for gravel. Gravel source is for commercial.
53. What is the time frame for this project?
The estimated start date of the project is June 2022. Per F.2 52.211-10 Commencement, Prosecution and Completion of Work, the project must be completed no later than October 30, 2022.
54. Can trucks turn around at the Cold Springs Campground – Google imagery shows an area to the west that looks like there has been logging traffic?
There may be room for trucks to turn around at the campground. It is the Contractor’s responsibility to determine if this is feasible or not and adjust their plans accordingly.
55. Is any survey or compaction testing going to be provided by Owner?
There are no survey or testing requirements for this project.
