Q&A What is the project timeframe?

To fit within the fisheries work window and per the District’s request, the road closure timeframe is September 26 – October 14, 2022, which also coincides with low stream flow. Staging and cleanup can occur on either end of the road closure.

Is an Army Corps 404 permit required? Other permits?

This work follows under a Nationwide 3(a) for which no Preconstruction Notification is required. The Army Corps has been notified of this project. No other permits are required.

The SF 1442 is missing from the solicitation, why?

This was an oversight and will be added to sam.gov as will the questions and answers from this pre-bid meeting.

Will the selected contractor have permission to purchase the structure and be reimbursed for the cost after award?

This will be decided and negotiated with the selected contractor after the award.

Is the stream gage operational just upstream?

Not currently. The gage was operation from 1996 – 2008. The 100-year storm and the 2-year storm are on the plans.

What is the drainage basin area?

The drainage basin at the crossing is approximately 7.3 square miles.

Where are the road closure barricades to be placed?

The barricades are to be placed at: 1) the intersection of NFSR 700 & 786 (Lost Lake Road) and 2) on NFSR 700 at Indian Creek where there is room for a vehicle to turn around.

Is camping permitted?

Yes, the contract includes a camping provision in Section H.

How often with the Forest Service be onsite?

As often as necessary. Typically, a Forest Service representative will be onsite during critical phases such as checking grade prior to structure placement, installation of the streambed, and any other critical times.

What are the permitted construction hours?

The contract does not contain construction hour limitations; however, any time spent over 40 hours per week require overtime pay.

Is the work on this contract require Davis-Bacon wages?

Yes.
