About this file

This is Amendment 001 to a solicitation for corrugated metal pipe (CMP) culverts and hardware for the Manti-LaSal National Forest. The amendment answers technical and administrative questions submitted by potential offerors regarding product specifications, delivery terms, and payment procedures. The solicitation involves five contract line items (CLINs 0001-0005) for 16-gauge galvanized corrugated steel pipe in various diameters and lengths, and three additional CLINs (0006-0008) for CMP hugger bands and bolts. The amendment clarifies that contractors may supply manufacturer's standard corrugation profiles (such as helical 2-2/3" × 1/2" corrugation) provided they meet stated diameter, length, gauge, galvanization, and end specifications; all materials must conform to AASHTO M 36 for pipe and AASHTO M196, M218, M274, or M289 for metallic coatings. Coupling bands must be compatible with rerolled annular pipe ends and typically follow the H-12 HUGGER Band standard with 12-inch width, galvanized steel, and bolt-bar-strap connectors with optional O-ring gaskets.

The amendment confirms that multiple and partial deliveries are acceptable within the 60-calendar-day post-award delivery period, and that manufacturer technical data sheets demonstrating compliance with specifications will suffice for evaluation. Country-of-origin restrictions apply under FAR 52.225-3, FAR 52.225-4, and the Presidential Memorandum "Restoring Reciprocity in Government Procurement" dated 9/16/2026, with Canadian products generally unacceptable unless they uniquely meet all requirements. Payment shall be processed through IPP.gov, and offerors must indicate country of origin in the table under FAR 52.225-4 on page 10 of the solicitation attachments. The amendment was issued by PPS-PAST C5 (1749 West 500 South, Salt Lake City, UT 84104) with an effective date of 10/6/2026 and solicitation number 1240LS26P0079; offerors must acknowledge receipt of this amendment by the specified deadline or risk rejection of their offer.

1240LS26Q0079 – Manti-LaSal National Forest Culverts and Hardware Q & A

Q: For CLINs 0001–0005, does the Government require a specific corrugation profile, such as 2-2/3" x 1/2", or may the contractor provide a manufacturer's standard corrugation profile meeting the stated diameter, length, 16-gauge, and galvanized CMP requirements?

A: FP-24 707.02 specifies that metallic-coated corrugated steel pipe must conform to AASHTO M 36, but it does not require a specific corrugation profile (e.g., 2-2/3″ × 1/2″). Therefore, the contractor may supply the manufacturer’s standard corrugation profile, provided it meets the stated diameter, length, 16-gauge thickness, galvanization, and ends suitable for standard bands.

Q: Is there a specific ASTM, AASHTO, galvanizing, coating-weight, or material standard that the corrugated metal pipe must meet?

A: Per FP-24 Section 707.02 and 707.12:

o Corrugated steel pipe must conform to AASHTO M 36.

o Metallic coating must conform to AASHTO M196, M 218, M 274, or M 289.

Q: For CLINs 0006–0008, please confirm the required configuration/specification for the referenced "CMP Hugger Bands/Bolts," including whether a particular band width, gauge, bolt configuration, material, or galvanizing/coating requirement applies.

A: FP-24 Section 707 requires coupling bands consistent with AASHTO standards (AASHTO M36 and AASHTO M196, M 218, M 274, or M 289). Contech’s H-12 HUGGER Band is a typical FP-compliant solution:

o Band width: ~12″ o Material: galvanized steel (other coatings optional) o Bolt Configuration: bolt-bar-strap connectors. O-ring gaskets are optional.

• We would accept approved equal.

Q: The Schedule of Items describes the culvert ends as suitable for "standard bands," while CLINs 0006–0008 require "CMP Hugger Bands/Bolts." Please confirm that the specified hugger bands are intended to be compatible with and used with the culvert ends listed in CLINs 0001–0005, and whether any separate standard bands are required.

A: Yes—the specified hugger bands (e.g., Contech H-6, H-7, H-12) are designed to mate with rerolled annular pipe ends on CLINs 0001–0005. No additional “standard bands” are needed, as FP-24 directs coupling bands to be compatible with pipe ends under Section 707.

Q: Please confirm whether multiple truckload deliveries and/or partial deliveries are acceptable, provided all required quantities are delivered within 60 calendar days after award.

A: FP-24 does not restrict deliveries to single truckload shipments. Unless the solicitation states otherwise, multiple and partial deliveries are acceptable—as long as all quantities are delivered within the 60-calendar-day period post-award. This aligns with standard delivery terms under Federal contracts.

Q: Please confirm whether manufacturer technical data sheets demonstrating compliance with the specified diameter, length, gauge, galvanization, and compatible coupling/band system will be sufficient technical documentation for evaluation.

A: Yes—manufacturer-supplied technical data sheets that demonstrate compliance with the required diameter, length, gauge, galvanization, and coupling/band system compatibility will suffice as technical documentation for evaluation purposes.

Q: Please confirm whether any domestic-manufacturing or country-of-origin restrictions apply beyond the country-of-origin certification and applicable FAR 52.225 requirements contained in the solicitation.

A: The country of origin restrictions of FAR 52.225-3 and FAR 25.225-4 apply as well as the restrictions of PM “Restoring Reciprocity in Government Procurement” dated 9/16/2026. Canadian products will generally not be acceptable unless they are truly the only product that meets all quantity, quality, and technical requirements.

Q: Pipe specification. The Schedule of Items lists 16 gauge galvanized CMP with "ends for standard bands" but cites no standard. Will the Government accept helical corrugated steel pipe, 2-2/3 in x 1/2 in corrugation, with re-rolled annular ends, conforming to AASHTO M36 with AASHTO M218 galvanizing? If the Government requires a different profile, coating weight or standard, please name it.

A: Acceptable: helical corrugated steel pipe, 2-2/3″ × ½″ corrugation with rerolled annular ends, conforming to AASHTO M 36 and AASHTO M 218 galvanization

Q: Bands. For lines 0006 through 0008, what band width and type does the Government want (for example, 12 in corrugated hugger band for 18 in and 24 in pipe)? Are gaskets required?

A: Government requires annular “hugger” bands compatible with the pipe ends—typically 12″ wide H-12 style, galvanized, with O-ring gaskets

Q: Band quantities. Line 0006 lists 15 bands for 30 pieces of 18 in pipe, line 0007 lists 60 bands for 120 pieces of 24 in pipe, and line 0008 lists 10 bands for 10 pieces of 36 in pipe. Please confirm these quantities are correct as written.

A: The CLIN line items match typical band-to-pipe counts (e.g., 15 bands for 30×18″ pipes); these are correct unless the contract plan specifies otherwise.

Q: Deliveries. May the order arrive in more than one truckload within the 60 days, and what days and hours does the Price yard receive freight?

A: Multiple truckload shipments are acceptable within the 60-day window. Yard receiving hours should be confirmed with the contracting officer representative.

Q: Country of origin. Section 52.212-1 points to a country of origin table on page 8 of Attachment 1; the table appears under 52.225-4 on page 10. Please confirm the page 10 table is the one to complete.

A: Page 10 is the correct page to indicate country of origin for the items you offer in the table under 52.225-4.

Q: Payment. SF 1449 Block 18a is blank. Please confirm the payment office and the invoicing method (for example, IPP).

A: Invoicing shall be through IPP.gov.
