Offerors must provide pricing for both the base repair and optional transportation item (if shop is beyond 600 miles from the equipment location). The Government reserves the right to transport the dozer if the contractor's shop is within 600 miles; otherwise, the contractor bears transportation costs. Minimum required submissions include Schedule of Items, technical response demonstrating capability to complete work within timeframe, Past Performance Data Sheet, detailed explanation of engine and hub replacement, bio-based product narrative, and SF-1413 Subcontractor Form if applicable. FAR 52.225-3 Buy American provisions apply; alternate parts are authorized if they meet form, fit, and function requirements and are new (not refurbished). Trail Dozer Engine Replacement

Description - This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Part 12. This announcement constitutes the only solicitation; offers are being requested, and a separate written solicitation will not be issued.
Solicitation number 1240LS26Q0012 is issued as a Request for Quotation (RFQ) for a Trail Dozer Engine Replacement.
This acquisition is set-aside for small business concerns. This solicitation incorporates provisions and clauses by reference. The full text of provisions and clauses may be accessed electronically at www.acquisition.gov.
The applicable North American Industry Classification Standard Code is 811310 The small business size standard is $12.5 Million. The Product Service Code is K028. This acquisition is a Total Small Business Set- Aside. All responsible sources may submit a quotation which will be considered by the agency.

Statement of Requirement - The United States Department of Agriculture (USDA), Intermountain Region, Uinta-Wasatch-Cache National Forest has a requirement for an engine conversion on a SWECO Model 480 Crawler, Serial # 20481-373-38- 5059A meeting the brand name or equal specifications contained in this document.
Engine shall be Kohler Diesel KDI 2504TCR 75HP. The size of this engine allows it to be placed into the dozer chassis without the need to modify the body of the dozer. The proposed work will significantly improve the performance and sustainability of the trail dozer. Converting the equipment to a modern drive system will deliver greater power output, enhanced fuel efficiency, and reduced emissions, aligning with current environmental and operational standards. This upgrade will also extend the service life of the dozer, maximizing the return on investment and reducing long-term maintenance costs.
This is not a simple engine replacement. The conversion requires comprehensive modifications that will impact all major systems of the equipment, including hydraulic, electrical, cooling, air intake, exhaust, and body panels. These changes are essential to ensure full integration of the new drive system and optimal functionality. The scope of work reflects the complexity and importance of this upgrade to maintain reliability and operational effectiveness in demanding field conditions.
The salient characteristics of this engine and other required parts are:
GENERAL SPECIFICATIONS
• 4-cylinder turbo charged diesel engine
• New 100,000 in-lbs. torque hubs
Other work required as part of the engine conversion:
• New radiator and fittings
• New motor mounts
• New Hood – air filter, access hatches for fuel pump, oil filter, and general maintenance access hatches, redesigned to match new engine.
• New Air Filter, Exhaust and Heat Shield
• New Floor Footrest Plate
• New Control Panel
• New Fuel Filter Mount
• New Servo Cover Panel

• Removal and machining of torque hub mounts - including removal of everything from the belly of the dozer, cutting out current hub mounts, machining down for new hubs, realignment and rewelding of mounts.
DETAILED SPECIFICATIONS
Engine: Kohler Diesel KDI 2504TCR 75HP Torque Hubs: Auburn Gear Power Wheel Model 8 Double Reduction with A2 Integrated Park Brake. These torque hubs are compatible with the existing mounts (though machining of the mounts will be required to ensure the new torque hubs fit properly), final drive pumps, and drive sprocket which has a matching bolt pattern for these hubs.
Repairs shall include:
-Remove the current ISUZU AA-4JG1T and replace with a new Kohler Diesel KDI 2504TCR 75hp or equal.
-Evaluate existing body – fix and repair/resurface in preparation for new engine this includes removal of old motor with fabrication and installation of new mounts -Install conversion kit for the new engine – This kit is required because the engine being installed is an upgraded, more powerful model designed to improve performance for the intended work. The kit includes components necessary to align with the engine’s profile, ensuring proper hood layout and compatibility with all existing systems. These upgrades are essential to maintain functionality, safety, and efficiency after the engine replacement.
-Perform required conversion work for engine upgrade - Design and fabricate a new hood, footrest plate, control panel, radiator mounts, and fuel filter mount. Install a new exhaust system with heat shield, Donaldson air filter with dust ejector/vortex, new fuel and coolant lines, reinstallation of control servos, and a new radiator and fan. Integrate all components with the existing chassis, controls, and accessories as required.
-Work will require almost full disassembly of equipment - The work will require almost complete disassembly of the equipment, including removal of the rollover protection structure (ROPS), the hydraulic system (including but not limited to hydraulic lines, two hydrostatic track control motors and pumps, as well as the electrical system, including the battery and control panel.
-Remove the old Torque Hubs and replace them with upgraded Auburn Gear Model 8 Double Reduction hubs with an A2 Integrated Park Brake. This installation requires complete disassembly of both the old and new hubs, removal of the hub mounts from the dozer body, and machining the mounts to fit the new hubs. A specialized jig will be needed to ensure proper alignment for welding the machined hub mounts. Additionally, the tracks and most of the track assembly must be removed to allow for hub removal and installation.
-Perform inspection of equipment to ensure all aspects of the new engine and components are working correctly - correct any issues found to ensure a fully functional asset.
NOTE: Any additional required repairs discovered during the course of quoted work is not authorized.
Vendor must notify the CO and COR of these additional repairs and receive a contract modification before beginning these additional required repairs.

Award Type It is anticipated that a firm-fixed-price contract will be awarded as a result of this synopsis/solicitation.
The Government intends to make one award from this solicitation. Therefore, to be considered responsive, contractors must submit pricing for all items.
FAR 52.225-3 Buy American–Free Trade Agreements–Israeli Trade Act is included in this solicitation - One or more of the items under this acquisition is subject to Free Trade Agreements.
Concerns having the expertise and required capabilities to provide these items are invited to submit offers in accordance with the requirements stipulated in this solicitation. Alternate Parts will be authorized if they are an approved alternate part that satisfies all form, fit, and function requirements of the original parts and conform to the approved configuration. All parts shall be NEW approved parts.
Delivery Information F.o.b. destination, is requested as the F.O.B. point for all deliverables. All offers will be considered F.O.B.
Destination unless F.O.B. origin is specified AND estimated shipping costs are included.
The USDA requires completion of all items by May 15, 2026. Early deliveries will be accepted.
Note: The Government reserves the right to transport the dozer to the successful vendor’s shop and anticipates the ability to accomplish this if the shop is within 600 miles of 6620 Main St., Huntsville, UT 84317. If the successful vendor’s shop is beyond this distance, then it will be the responsibility of the successful vendor to transport the dozer to and from their shop – See Attachment 2 – Schedule of Items. Offeror must still provide pricing for transport within this distance in the event the Government decides to exercise the option item.
Service Contract Labor Standards - The Service Contract Labor Standards could apply to any contracts awarded through this solicitation. In accordance with (IAW) FAR 22.1002-3(a)(2), the place of performance for this contract is currently unknown. The Contracting Officer has determined one possible place of performance and has included Wage Determinations for each place as an attachment to this solicitation. Offerors must request additional wage determinations no later than two days before solicitation close. Offerors who intend to perform in a place or area of performance for which a wage determination has not been attached or requested may nevertheless submit proposals. However, a wage determination shall be incorporated in the resultant contract, and there shall be no adjustment to the contract price.
Evaluation and Basis for Award The provision at FAR 52.212-2, Evaluation—Commercial Products and Commercial Services is not applicable to this solicitation. In lieu of this provision, quotes will be evaluated in accordance with FAR 12.203 based on the criteria listed below. Award will be made to the offeror with the highest technically rated quotation with fair and reasonable pricing and acceptable or neutral past performance.
Technical Acceptability:
Offeror’s providing “or equal” items shall include in their quotation descriptive literature such as illustrations, drawings, or a clear reference, such as a website to information readily available to the Contracting Officer showing that the items being quoted meets all salient characteristics. Merely stating that the items meet is not acceptable. The Contracting Officer is not responsible for locating or obtaining any information not identified in the offer.
Offeror’s providing “brand name” items for the hubs shall include in the quotation, descriptive literature such as illustrations, drawings, or a clear reference, such as a website to information readily available to the Contracting Officer showing that the items being quoted are the exact brand name, make, and model number specified in the solicitation. Include sufficient documentation (e.g. manufacturer quote, datasheet, or product listing) to confirm that product offered is the exact item requested. Product shall be new (not refurbished or remanufactured) and meet all requirements listed in the solicitation. Quotations offering alternate, substitute, or “equal” products will not be considered and will be deemed technically unacceptable.
The technical approach will evaluate the ability of the offeror to provide a sound, compliant approach that meets all requirements and shows a thorough understanding of them. It is the contractor's responsibility to ensure their quotation clearly demonstrates their capability to meet these requirements. All offerors must provide the following minimum information and documentation with their quotations to be considered responsive and have their offers evaluated:
1. Meet or exceed all salient characteristics of the brand name product as specified in the solicitation.
Note: The Engine is brand name or equal
The hubs are brand name – This is to ensure that they properly interface with existing equipment components.
2. Be clearly identified by brand name, make, and model number, or identified as an “equal” product.
3. Include sufficient descriptive literature or documentation (e.g., product specifications, datasheets, or brochures) to demonstrate how the proposed product meets or exceeds the required salient characteristics.
4. Detailed explanation of offerors ability to replace the engine. A simple statement of capabilities will not suffice. The offeror must address how they will accomplish the requirements of the statement of requirement.
5. Certify ability to complete work within the timeframe specified in the solicitation.
6. Provide a location of where the work will be performed and a price for transportation of the dozer to and from the shop location. See Attachment 2 – Schedule of Items.
7. Address bio-based products (oils, greases, solvents, lubricants etc.) anticipated to be used in the performance of this work, or indicate their inapplicability.
Failure to provide adequate documentation or to meet the required salient characteristics will result in a determination of technical unacceptability, and the quotation will not be considered for award.
Past Performance:
The Government may utilize any references provided by the Contractor, along with information available from past contracts/orders with the USDA and any information found using sources such as Federal Government sources or the Contractor Performance Assessment Reporting System (CPARS) to determine if the Contractor has acceptable or neutral Past Performance. Past Performance will be evaluated using the following rating system:
• Acceptable: The contractor shows a demonstrated ability to meet contract requirements in prior or current contracts, including quality of work, timeliness, cost control, business relations, and adherence to contract terms.
• Neutral: Offeror does not have a past performance record.
• Unacceptable: The contractor has a documented history of failing to meet contract requirements, including poor quality, missed deadlines, cost overruns, lack of responsiveness, or unethical behavior.
Price: Any quantity price discounts and discounts for prompt payment should be included in this section. The offeror shall provide pricing as requested in the attachment titled “Schedule of Items”. Any quantity price discounts and discounts for prompt payment should be included in this section. Total price evaluation will be for the base repair, and optional item. Failure to propose pricing for the base item and option item on individual line items may result in a quotation being excluded from further consideration. The offeror’s quotation will be evaluated in accordance with FAR 12.204, to determine if it is fair and reasonable.
Evaluation Method:
All quotations will be evaluated to identify the offeror presenting the most technically advantageous solution based on the stated evaluation criteria. Once the highest technically rated offeror is identified, their price will be evaluated to determine whether it is fair and reasonable. Past performance will also be assessed to ensure it is acceptable or neutral.
Award will be made to the offeror whose proposal is determined to be the highest technically rated, provided that:
• The proposed price is fair and reasonable, and
• Past performance is assessed as acceptable or neutral.
Award will not necessarily be made to the lowest-priced offeror. Tradeoffs will not be conducted.
Federal Acquisition Regulation (FAR) and United States Department of Aquiculture Acquisition Regulation (AGAR) Clauses and Provisions The clauses and provisions contained herein are applicable to any order awarded as a result of this solicitation.
The terms and conditions set forth herein supersede all other terms and conditions. Acceptance of the order in accordance with (IAW) FAR 12.201-1(b)(2) constitutes acceptance of all terms and conditions contained herein.
As part of the Revolutionary FAR Overhaul (RFO), system updates may lag policy updates. The System for Award Management (SAM) may continue to require entities to complete representations based on provisions that are not included in this solicitation. Contracting officers will rely on representations from offers based on provisions in the solicitation. Entities are not required to, nor are they able to, update their entity registration to remove these representations in SAM.

AGAR Clauses 452.204–70 Modification for Contract Closeout (Nov 2025)
(a) If unliquidated funds in the amount of $1000 or less remain on the contract, the Contracting Officer (Contracting Officer) shall issue a unilateral modification for de-obligation. The contractor will receive a copy of the modification but will not be required to provide a signature. The Contracting Officer shall immediately proceed with contract closeout upon completion of the period of performance, receipt and acceptance of supplies or services, and final payment.
(b) Upon contract closeout for contracts utilizing SAP: if unliquidated funds of more than $1000 remain on the contract, the Contracting Officer shall issue a bilateral modification for de-obligation. The contractor will receive a copy of the modification and will be required to provide a signature. (The Contracting Officer may also request a “Contractor Release of Claims” be completed by the contractor, although not required for contracts and orders using SAP.) If the bilateral modification and Release of Claims are not returned to the Contracting Officer within 60 days, the Contracting Officer shall release the modification as unilateral and proceed with contract closeout upon completion of the period of performance, receipt and acceptance of supplies or services, and final payment.
(c) Upon contract closeout for contracts utilizing anything other than cost reimbursement, if unliquidated funds of more than $1000 remain on the contract, the Contracting Officer shall issue a bilateral modification for de-obligation. The contractor will receive a copy of the modification and a ‘‘Contractor Release of Claims’’ and will be required to provide a signature on both forms. If the bilateral modification and Release of Claims are not returned to the Contracting Officer within 120 days, the Contracting Officer shall release the modification as unilateral and proceed with contract closeout upon completion of the period of performance, receipt and acceptance of supplies or services, and final payment.

(a) If an item in this solicitation is identified as "brand name or equal," the purchase description reflects the characteristics and level of quality that will satisfy the Government’s needs. (b) To be considered for award, offers of "equal" products, including "equal" products of the brand name manufacturer, must-
(1) Meet the salient physical, functional, or performance characteristics specified in this solicitation;

(c) The Contracting Officer will evaluate "equal" products on the basis of information furnished by the offeror or identified in the offer and reasonably available to the Contracting Officer. The Contracting Officer is not responsible for locating or obtaining any information not identified in the offer.
(d) Unless the offeror clearly indicates in its offer that the product being offered is an "equal" product, the offeror shall provide the brand name product referenced in the solicitation.
