a) Technical Quote – The technical quote shall address the evaluation factors in 52.212-2.

At a minimum technical quote shall include:

i) Past Performance – provide a list of similar projects completed by your firm over the past three years. Include a brief description of the project, dollar amount, year completed, and project owner contact information (name, phone, and email). The government may use past performance information from any available source. If a company does not have past performance information available, information may be provided for predecessor companies, key personnel, or subcontractors. In the event that there is no past performance information available, the quoter will receive a neutral rating in this factor.

ii) Technical Capability – Provide a detailed description of the product being quoted that includes information such as year, make and model. If available, please provide Specification sheets or photos.

b) Price Proposal – Include the following: 1) the completed Schedule of Items from Section B of this solicitation, and 2) acknowledgement of any amendments to this solicitation by following the instructions that accompany the amendment(s).

3) Submit quote by email to kaitlin.wagner@usda.gov so that it is delivered into this inbox by the due date and time. Be aware that large attachments may increase the time required to deliver an email. It is the quoters responsibility to confirm receipt of the quote from Kaitlin Wagner.

4) Address questions about this solicitation to Kaitlin Wagner at kaitlin.wagner@usda.gov. DO

NOT CHANGE THE WORDING OF THIS SOLICITATION OR YOUR QUOTE WILL BE

REJECTED AS AN INVALID QUOTE. You may add notes, but may not take away, anything written herein. See section (xv) item 5C.

Addenda to Provision 52.212-1 paragraph (f) Late submissions:

Replace (f)(2)(i) with the following:

Any quote, modification, revision, or withdrawal of a quote received at the Government office designated in the solicitation after the exact time specified for receipt of quotes is "late" and will not be considered unless it is received before award is made and the Contracting Officer determines that accepting the late quote would not unduly delay the acquisition. Delete 52.212-1 (f)(2)(i) paragraphs A, B, & C.

(xv) 52.212-2 Evaluation – Commercial Products and Commercial Services (NOV 2021) (Provision)

(a) The Government will award a contract resulting from this solicitation to the responsible quoter whose quote conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate quotes:

1. Price: Lowest price may not always win the award when other factors are included.

2. All Technical Requirements Met: ALL minimum specifications in section (vi) MUST be met.

You may NOT submit a product that does not contain ALL specifications unless you are adding ALL items to make it meet specifications before delivery. This must be included in total price quoted.

If you want to substitute one item for another, you may ask during the solicitation phase. A SF30 will be posted showing the alternate that was approved. Product quality is a consideration.

3. Delivery Date: You must be able to deliver ALL products in a complete state by the date signified on page 1. (This is a slightly flexible category, based on the customers (COR/POC) willingness to accept delays that may be offered by vendors). It is possible that the lowest quote might lost, because you cannot deliver for 10 months while a competitor can deliver in 3 months.

4. Past Performance.

Technical, past performance, and delivery time frame, when combined, are equal to price.

5. Data Verification: Failure to provide requested information may disqualify your quote.

5A: You must provide product information (Manufacturers Specification page) with your quote, so your offering can be evaluated. You must identify year, make, model, and date you can delivery by on page 1. Failure to provide a delivery date may disqualify your quote.

5B: You must provide your UEID and expiration date on page 1. You must be actively registered in SAM to submit a quote.

5C: ALL information must be filled in on page 1. You can make notes next to or under each item on page 1 or 2, but may not change anything written in solicitation herein. Inclusion of any added terms or conditions instantly disqualifies your quote, with the exception of warranties.

You may add warranty information as needed.

(b) A written notice of award or acceptance of a quote, mailed or otherwise furnished to the successful quoter within the time for acceptance specified in the quote, shall result in a binding contract without further action by either party. Before the quoters specified expiration time, the Government may accept a quote (or part of a quote), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

(xvi) Defense Priorities and Allocation System (DPAS) Rating: N/A
