Description of Requirement:

The primary purpose of this project includes: 1) Provide habitat for northern goshawk and its prey to support a viable population of goshawks in Utah by promoting a more desirable distribution of VSS across the project area. 2) Create and maintain stand conditions that minimize growth loss and mortality from insects and disease by lowering insect hazard across the project area. 3) Maintain fuel conditions which permit fire suppression forces to meet fire protection objectives for the area by lowering potential for crown fire.

The Contractor shall furnish all tools, labor, supervision, equipment, materials, supplies (fuel), transportation, and incidentals necessary to accomplish the removal of trees, piling and scattering of slash in accordance with the specifications. The Contractor shall furnish Phone, pad, or tablet capable of running Avenza maps to their respective crew leader to stay within unit boundaries during hand thinning, pruning, piling, and lop scatter operations. Forest service will provide pdf. maps of units geo referenced to run Avenza.

Thin, prune and pile (1,280 acres):

Thinning SOW: Cut no live Aspen or Bristlecone Pine. Cut ALL white fir, subalpine fir, and juniper trees. Remaining conifer trees 8 inches diameter at breast height (DBH) and greater should be thinned to

18 x 18 feet spacing leaving approximately 139 trees per acre. Spacing may vary by up to 100%. Aspen are not to be considered in spacing. In areas where trees 8 inches DBH and larger are absent, trees smaller than 8 inches DBH (except Junipers, white fir, and subalpine fir) should be thinned to 18 x 18 feet spacing. Leave tree species Preference in descending order are: Bristlecone Pine, Ponderosa Pine, Douglas-fir, Limber pine, and Spruce. Remaining trees should be undamaged. Stump heights should be 6 inches or less on the uphill side. Stumps will have no live limbs greater than 1/4 inch in diameter and will not be cut at a sharp angle (i.e. no punji sticks). Cut all snags except retain 3 snags per acre. Cut all snags within 40 feet of a road or unit boundary. Conifer snags are at least 18 inches DBH and 30 feet tall. Aspen snags are at least 8 inches DBH and 15 feet tall. If desired size is not on site, the next largest size snag(s) will be left. Any tree with a Hawksworth Mistletoe Rating of 2 or greater should be felled and limbed flush to the bole (see Hawksworth Mistletoe Rating Guide below).

a. Desirable leave Tree Characteristics: Straight single stem, good coloration, well-formed crown, free of insect or disease damage and/or symptoms, and crown ration is 40% or larger.

b. Characteristics of Trees that are Not desirable for leave trees: Multiple tops, poor crown form, crook, or seep in bole, dead or broken tops, poor coloration, presence of insect or diseases, physical or mechanical damage, and has sucker limbs.

Pruning SOW: Remaining trees will have all the lower limbs cut off of them up to 6 feet high as measured on the uphill side. Limbs should be cut off flush to the bole of the tree and the bole should not be damaged during pruning

Piling SOW: Slash and boles up to 8 inches diameter will be hand piled to facilitate burning. This includes project generated and existing slash and boles. All material with a minimum size of 1-inch diameter and 18 inches in length up to 8 inches diameter shall be piled. Material over 8 inches diameter will not be piled. All slash piles will be at least 50 feet away from stream channels, will not be piled on leave logs or stumps, and will be out of the drip line of residual trees. Piles shall be:

• Tee-Pee–shaped and constructed in a manner that will support complete combustion of the piled material.

• Taller than they are wide (minimum of 5 feet tall).

• Have 12 inches clearance from any remaining logs or slash above or within the litter layer.

• Free of dirt and trash.

• Have no logs or sticks extending from the piles more than 12 inches.

• Solid and compacted. Not hollow.

• All material greater than 8 inches diameter will be left in place and limbed flush to the bole. Boles being left will not be bucked/cut except as needed to remove limbs flush to the bole or to create spacing away from slash piles.

Thinning, Pruning, Lop and Scatter (3,980 ac) trees. Remaining conifer trees 8 inches diameter at breast height (DBH) and greater should be thinned to

18 x 18 feet spacing leaving approximately 139 trees per acre. Spacing may vary by up to 100%. Aspen are not to be considered in spacing. Aspen snags are at least 8 inches DBH and 15 feet tall. If desired size is not on site, the next largest size snag(s) will be left. Any tree with a Hawksworth Mistletoe Rating of 2 or greater should be felled and limbed

c. Desirable leave Tree Characteristics: Straight single stem, good coloration, well-formed larger.

d. Characteristics of Trees that are Not desirable for leave trees: Multiple tops, poor measured on the uphill side. Limbs should be cut off flush to the bole of the tree and the bole should not be damaged during pruning.

Lopping and Scattering SOW: All slash will be removed from under the drip line of residual trees and will be removed from within 10 feet of the unit boundaries. Remaining slash will be 18 inches tall or less.

Other snags should not be cut other than for personnel safety reasons.

Sanitation Harvest- Thin, Prune, Lop and Scatter (783ac) trees. Remaining conifer trees 8 inches diameter at breast height (DBH) and greater should be thinned to

Location:

The Ike’s Valley Vegetation Improvement Project (VIP) area is located within Garfield and Kane counties, Utah, approximately 28 miles east of Cedar City and located within T37S R6W, T37S R7W, T38S R6W and T38S R7W of the Salt Lake Base MeridianError! Reference source not found.Error!

Reference source not found.. The access to the project area is off of Utah State Route 14, approximately

31 miles east of Cedar City. The project is bounded by Forest Highway (FH) 050, also known as

Mammoth Creek Highway, on the west, private land on the north and east, and Utah State Route 14 on the south. There are no designated wilderness areas or inventoried roadless areas (IRA) within the project area.

The project area encompasses a variety of vegetation types on the Cedar City Ranger District. Elevation within the project area varies from 7,290 feet at the lowest point near the confluence of Swains and

Strawberry Creeks to 8,579 feet at the northern end of the project area near Mammoth Creek. At lower elevations the vegetation is a mosaic of scattered pinyon pine and Rocky Mountain juniper, sagebrush and mountain brush. As elevations rise from the valley bottom the vegetation transitions first to stands of pinyon-juniper woodland, then ponderosa pine forests and then finally at the highest elevations and some north facing slopes to mixed conifer.
