Solicitation Number: 1240LS21Q0113 Ashley National Forest, Little Hole Trail Materials
(i)This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.
(ii) This solicitation is issued as a Request for Quotation (RFQ).
(iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal
Acquisition Circular 2021-06.
(iv) This procurement is set aside for 100% for total small business. The NAICS code is _326130_ and the
Small Business Size Standard is _500 Employees_.

(vi) Description of Requirement
The United States Department of Agriculture (USDA), Forest Service (FS), Intermountain Zone, Ashley
National Forest, has a need for high strength pultruded fiberglass grating panels with tubing bars, plugged ends, and hardware for attaching the grating to the tubing bars. These items are to be used on the Little Hole National
Recreation Trail which has existing infrastructure which interfaces with the Strongwell Duragrid T-1800 and tubing bars.
Specifications:
• 36” wide by 72” long by 1” thick grating panels. Grating bearing bars are 1-5/8” wide with a 3/8” gap between each bearing bar. Bearing bars run the long way and cross rods are perpendicular to the bearing bars every 6” with 3” overhang on each end. Panels are gray, fire retardant polyester, UV inhibited, medium grit surface, and total UV coated.
• Tubing bars to attach grating to foundation. Tubing bars dimension of 2” X 2” X 40” and tube walls are

(xiv) 52.204-24 Representation Regarding Certain Telecommunications and Video Surveillance Services or Equipment (OCT 2020)
(d) Representation. The Quoter represents that—

Government in the performance of any contract, subcontract or other contractual instrument resulting from this solicitation. (xvii) 52.212-2 Evaluation – Commercial Items (OCT 2014)
(a) The Government will award a contract resulting from this solicitation to the responsible quoter whose quote conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate quotes:
In descending order of importance: Technical Capability, Past Performance, Price
Technical capability and past performance, when combined, are equal in importance to price.
Factor #1-Technical Capability: Quote should include technical capability of the item offered.
To meet the specifications listed in this solicitation.
Factor #2-Past Performance: Past performance will be evaluated to determine performance on previous, recent and relevant projects. Contractors shall provide the following Past Performance information as outlined in Exhibit #1 Experience and Equipment Questionnaire, or an equivalent narrative with relevant contact information.
Factor #3-Price: Award will be made to the quoter whose quote conforming to the specifications of this solicitation, represents the best value to the Government.
(b) A written notice of award or acceptance of quote, mailed or otherwise furnished to the successful quoter within the time for acceptance specified in the quote, shall result in a binding contract without further action by either party. Before the quote’s specified expiration time, the Government may accept a quote (or part of a quote), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
