About this file
This is a Questions and Answers document clarifying technical specifications and delivery requirements for a federal contract to supply metal jack rail fencing components to the Spring Mountains National Recreational Area (U.S. Forest Service).
The contract requires the manufacture and delivery of steel fencing components in raw (unfinished) condition. Key components include: (1) guzzler jacks with 2 1/8" round OD legs; (2) three-rail fence configurations at heights of 17", 30", and 42" with 1 3/4" OD rails socketing onto jack exteriors; (3) 1 1/4" x 6" welded steel sleeves (through-drilled and welded) serving as mounting points for rails; (4) 15 corner sets, each comprising three pieces (12" x 14", 16" x 18", and 19" x 22") with 1 3/4" OD and 13-gauge minimum thickness; and (5) 15 ravine sets with one leg matching corner dimensions (1 3/4" x 22", 13-gauge minimum) and an opposite leg (1 1/4" x 22", 10-gauge minimum) designed to insert into rails. All corner and ravine sets must include pivoting mechanisms with free-moving bolts and welded nuts, with no swing stops. The vendor is responsible for complete delivery and unloading of palletized materials to the ground with no Forest Service assistance available. Forest Service staff will perform final assembly and permanent attachment of rails to jacks and pivot mechanisms following initial manufacturer assembly of corner and ravine sets.

Questions & Answers
1. The documents do not specify a "metal" to be used. Please advise.
a. The metal to be used is steel.
2. Please specify the manner in which the "rails" are connected to the "guzzler jacks" (i.e. friction, mechanical joint (bolts or pins) welding, etc.).
a. The rails should socket onto the outside of the jacks. Forest Service staff will be connecting the rails to the jacks and later permanently attaching the rails.
3. Will the pipe attached to the pivots be 1 1/4"? If so, what will the method attachment to the 12' X 1 3/4" rail be?
a. The rails should be 1 3/4" and should socket onto the outside of the corner sets.
Forest Service staff will be assembling and permanently attaching the rails.
4. Regarding the 1 1/4" X 6" welded internal sleeves or pins… I am assuming for structural rigidity those sleeves/pins will actually be approx. 14 1/2" long and solid pipe that is drilled through the 2 1/8" jack leg. The welded at point insertion and exit. Welding 6" sleeves onto the side of the 2 1/8" jack leg would not last as long.
a. The 1 1/4" x 6" steel should be through the jack and then welded in place. The rails will be later slipped onto the 6" mount and permanently attached by Forest Service staff.
5. In regard to the 2 1/8" Jack legs, the description states OD (which denotes round), could the lags be square?
a. No. The legs should be round.
6. The prefab pivot points… "Shall be supplied"? Be supplied by the fence manufacturer awarded this solicitation or do you already have them? Also, any further description (bolt through eyelets, fabricated welded pins, etc.) of the hinge mechanism? 90* or 180* swings stops, no stops?
a. The pivot points will need to be supplied by the fence manufacturer. The hinges typically have the nut welded to the pivot corner, and the bolt is free-moving. The hinges will have no stops.
7. The quantities indicate three rails per jack, but the Statement of Work identifies only the upper rail at 42 inches and bottom rail at 17 inches. What is the required height of the middle rail?
a. The middle rail is 30".
8. Could you please provide the drawing/specifications for the Ravine Set, including its dimensions, material/pipe sizes and gauges, and how the complete set should be fabricated or assembled?
a. The ravine sets will be raw steel, a minimum of 10 gauge, and should pivot the same as the corner sets. One side will follow the exact same dimensions as the longest corner piece (1 3/4" x 22", 13 gauge minimum), and the opposite side will insert into the rails (1 1/4" x 22", 10 gauge minimum). All corner sets and ravine sets will be assembled by the manufacturer.
9. If there is an additional drawing or specification sheet for this item, please send it or advise where it can be found.
a. Please see attached Ravine Set specs.
10. SOW Section 3.0 Unloading Clarification: The delivery and unloading text in SOW Section 3.0 appears to contain a clerical truncation, ending abruptly with “Upon delivery the materials must be unloaded by the vendor on the ground (no loading do”. Could the Government please provide the complete, untruncated unloading requirements? Specifically, is the contractor required to provide all self-contained unloading equipment (e.g., a truck-mounted forklift or crane) to place the heavy steel jacks and 12-foot rails on the ground, or will the Forest Service have personnel or material-handling equipment available on-site to assist?
a. The delivery and unloading will be the vendor's responsibility entirely. There is no loading dock, and the pallets shall be placed on the ground. The Forest has no staff to assist and no equipment fit for unloading.
11. CLIN 0004 Ravine Set Specifications: CLIN 0004 requests pricing for 15 EA "Ravine Sets," but there are no technical specifications, dimensions, or drawings for Ravine Sets included in SOW Section 2.0 or the drawing attachments. Could the Government please provide the technical specifications, material dimensions, and design drawings for these Ravine Sets?
Please see attached Ravine Set specs.
12. SOW Section 2.0 Rail Configuration Inconsistency: SOW Section 2.0 states that the "upper rail will be 42" off the ground, bottom rail will be 17" off the ground”, which describes a 2-rail fence configuration. However, the technical drawings and notes specify three welded sleeves (at 17", 30", and 42") and clearly depict a 3-rail fence. Can the Government confirm that this is a 3-rail fence design including a middle rail at the 30" height, aligning with the 825 rails requested in CLIN 0002?
a. The requirement is for a 3-rail fence at heights of 17", 30", and 42" — as referenced in the specs.
13. Steel Coating and Corrosion Protection Specifications: The SOW and technical drawing specify steel gauges but do not mention coating requirements. Can the Government clarify if the steel jacks, rails, corner sets, and ravine sets should be supplied as bare raw steel, hot-dip galvanized (HDG) steel, or painted/powder-coated with a rust-inhibitive finish?
a. Raw steel.
14. CLIN 0003 Pivoting Corner Design: CLIN 0003 and SOW Section 2.0 require "Rail Corners (assembled)" and "pivoting corners." Could the Government provide specific dimensions, hinge/pivoting mechanism details, or hardware specifications for these corner sets to ensure structural compatibility and compliance?
a. These typically have the nut welded to the pivot corner, and the bolt is free-moving.
15. Is there a required or preferred color/finish for the metal jack rail fencing (e.g., galvanized, painted, powder-coated, or specific color)?
a. Raw steel.
17. We would appreciate confirmation of the Jack and Rail configuration, dimensions and gauges, Corner Set configuration, and any required material finish or coating.
a. The attached items will show the expected configurations.
18. What finish is required for the fencing components? Should the material be painted, powder-coated, galvanized, or supplied unfinished?
a. Unfinished — raw steel.
19. The RFQ lists 15 Corner Sets and 15 Ravine Sets. However, the drawing appears to show three different sizes under “Corner Sets”:
* 12" × 14"
* 16" × 18"
* 19" × 22"
Which size is needed?
a. All sizes are needed for the corner sets. Each corner needs one of each size. All three sizes equal one set. The ravines sets will be raw steel and should pivot the same as the corner sets. One side will follow the same dimensions as the corners (1 3/4" x 22", 13 gauge minimum), and the opposite side will insert into the rails (1 1/4" x 22", 10 gauge minimum).
20. Will the offeror be responsible for unloading the trailer at the Spring Mountains National
Recreational Area?
a. Yes.
21. Page 4 of 17 appears to be cut off and incomplete in section 3.0 Delivery Schedule. Could you please provide the complete text?
a. Note: Upon delivery the materials must be unloaded by the vendor on the ground (no loading dock).
22. I would like to confirm the dimensions for the ravine and corner sets. Are the ravine dimensions
26.5" L x 1 1/4" OD for one leg and 14 1/4" L x 1 3/4" OD for the other? For the corner set, are the three sizes 12" L x 14" L, 16" L x 18" L, and 19" L x 22" L—all with a 1 3/4" OD and at least 13 gauge?
a. The ravine sets will be raw steel, a minimum of 10-gauge, and should pivot the same as the corner sets. One side will follow the exact same dimensions as the longest corner piece (1 3/4" x 22", 13-gauge minimum), and the opposite side will insert into the rails (1 1/4" x 22", 10-gauge minimum). Each corner will be 3 pieces (12" × 14", 16" × 18", & 19" × 22", with a 13-gauge minimum).
23. Should the delivery be palletized, or is another configuration required?
a. The delivery shall be palleted.
