Salmon Challis National Forest South Zone Toilet Pumping 2022-2027 Description/Specifications/Performance Work Statement

The United States Department of Agriculture (USDA), Forest Service (FS), Salmon-Challis National Forest, has a need for vault toilet pumping services on the Challis-Yankee Fork Ranger District and Lost River Ranger District of up to 70 Toilet Vaults, including 7 Double Vaults, on an “as needed” basis for the next 6 weeks. Service will fluctuate depending on the use during the year, multiple pumpings of some vaults may be required, and shall be pumped at a frequency and time of year as directed by the Contracting Officer Representative (COR). The vaults are located throughout the Challis-Yankee Fork Ranger District and Lost River Ranger District in Custer, Boise, and Lemhi Counties, Idaho. The vaults are listed in Section I-The Schedule, and shown in the maps in Attachment – F. (Note: One Vault Location = one unit = each). See the schedule of items for the base and all option years for each zone. The quote per vault/location includes all costs. The contractor shall furnish toilet pumping services which includes all equipment, supervision, transportation, labor, operating supplies, and incidentals necessary to pump, recharge, cleanup, disinfect, dispose of all waste products removed from the toilets, and add water following pumping and cleaning in accordance with the following contract specifications and in accordance with Local, State, and Federal regulations.

Description of Vault Toilets: Vaults are 1000 Gallons, (Except those listed in Section II-9 Technical Specifications, which range from 200-2000 Gallons). Access to pump the vaults can be found at the back of the building and will require a Yale Key from the Forest Service to unlock.

Scheduling Work: Work to be performed will be assigned on an “as needed basis.” The number of days and exact dates on which services will be required cannot be predetermined. The location of the work sites, access to the sites, and other information pertinent to each area is contained in Appendices and through verbal communication with the District Representatives. The Government Contracting Officer’s Representative (COR) will notify the Contractor of the required service. This initial notification may be by Phone, or other means. The contractor must begin the required service within 5 days (including Saturdays and Sundays) and finish 12 days after the initial notification. Generally, servicing shall be between the hours of 7AM and 4 PM. Occasional emergency pumping may be required, and may be outside the 7AM to 4PM constraint. Response time for any emergency will be by mutual agreement between both parties.

Definitions: Sewage is liquid, semi-liquid, and solid waste matter. Debris is other refuse found in vault toilets, including but limited to items such as the following: Cans, bottles, rocks, sticks, logs, deer heads, clothing, plastic bags, containers, metal products, pinecones, waste food products, cardboard, paper products, whole rolls of toilet paper, toilet paper dispensers, tools, diapers, sanitary napkins, and miscellaneous trash, etc.

Contractor’s Representative: Prior to the start of work, the contractor shall designate in writing a person to act for them during their absence from any work site and shall specify the scope of their authority.

Minimum Pumping Request Guarantee: As a minimum, each call will guarantee two vaults per service call unless in case of an emergency then it will be by mutual agreement between both parties.

Measurement and Payment: Payment shall be made on a monthly basis at the unit price per month, in accordance with all calls accomplished during the previous month. Contractor shall submit invoices through the invoice processing platform at https://www/ipp.gov/.

Inspection and Acceptance: Services Performed under this contract shall be subject to inspection and acceptance by the Forest Service. The contracting officer will provide to the contractor written notice of any item not meeting contract requirements. If deficiencies are not corrected within 24 hours, the contractor may be considered in default of the contract.

Regardless of inspections by the Forest Service, the contractor is responsible for self-inspection and maintaining work to the standard required in the specifications.

Technical Specifications:

1240LR22Q0042 SCNF Vault Pumping https://www/ipp.gov/

Equipment: The Contractor shall furnish all toilet pumping equipment, tank truck (a truck that can reverse the suction process and create a pressure force is required so that the clogged lines can be easily cleaned.) Water Truck, tools (including socket wrenches, adjustable wrenches, Allen wrenches, or other tools to open manholes and remove risers.) Approved disinfectant, and other equipment and supplies necessary to perform work in accordance with these specifications. A 4- inch minimum size suction hose and appendix couplings shall be utilized to accomplish all pumping requirements. The length of hose must be long enough to accomplish the required pumping. Some sites need additional hose to reach the vault from the roadway. Other suggested tools are: Two 6-foot long clam rakes, with 6-inch long tines (the tines shall be completely dulled or rounded on the ends to prevent them from injuring the pumper or puncturing any rubber or synthetic liners that may be present in the vault.) A long handled grabber, plastic bags, to haul away miscellaneous debris, brushes designed for cleaning up the spilled waste, and containers to mix the cleaning and disinfecting solutions. All disinfecting solutions shall be approved by the COR. All equipment shall be in full accordance with all Local, County, State, and Federal Regulations.

I-1 Pumping Procedures When an Outside Manhole is Available: As long as the outside pump-out access is in excess of 20 inches in diameter (20 inches square), the Contractor shall not be allowed to remove the vault contents through the toilet riser. If the dimension is less than 20 inches, then there may be items in the vault that were thrown into the vault through the toilet riser which is 16 inches X 20 inches, and those items may not be removable through the outside manhole of a lesser dimension. After removing the manhole cover, use the clam rakes or long handled grabber to remove as much of the debris as possible before trying to pump out the waste. This procedure will help stir up the contents of the vault and breakup the dense concentration of waste typically located just under the toilet riser (the impact zone.) By removing most or all of the debris before pumping, the Contractor will find that the 4-inch hose will not clog so often, and the liquid portion of the contents will not be removed before the thicker solids are removed. All debris removed from the vault shall be placed into a leak proof container so that no contamination to the surrounding ground will result.

Procedures for flat bottom vault: If the bottom of the vault is flat, then the waste shall be removed down to within 4-5 inches of the bottom. At this point the 4-inch hose will begin to suck air (vortexing) and further removal will be slow. At this time remove any further debris that was not removed during the initial raking and removal. The flat bottomed vault shall then be pre-charged with enough clean, fresh water to bring the depth of water up to 14 inches.

Procedures for sloped bottom vault: If the bottom of the vault is sloped (all vaults should be sloped a minimum of 1 inch per foot), then pump the waste down (at the deep end) to where the hose begins to suck air. Remove any remaining debris. Pre charge the vault with clean, fresh water so that there is 14 inches of water covering the bottom under the toilet riser. Add the recommended amount of citrus deodorizer (or equivalent) to deodorize the remaining vault contents. Thoroughly clean and disinfect all contaminated areas resulting from the pumping process. Either sweep or wash all waste that is deposited on the concrete surrounding the manhole cover, back into the vault if possible. The waste that runs off the edge of the concrete, onto the dirt or into the gravel edge, will be an attractant for flies, a potential health risk, and an odor problem. This situation should be avoided. Clean thoroughly around the manhole cover gasket area and replace the cover. The manhole cover MUST fit with an airtight seal so that the venting process of the vault is not compromised. If there is not an airtight seal, the Contractor shall notify the COR and District Representative.

Pumping Through Toilet Riser: When there is no outside manhole: The contractor shall remove the toilet riser prior to pumping or removing debris. The Contractor shall not remove debris through or pump through the toilet riser without removing the riser. Remove the debris and pump in accordance with the specifications of this section. Extra care shall be taken to prevent waste spillage onto the interior floor and wall surface while removing debris and while pumping. The toilet paper dispenser and toilet riser shall be protected from damage and the toilet paper shall be covered with a waterproof material prior to removing debris or pumping, in order to prevent the paper from getting contaminated.

During final cleanup, the interior floor surface and any wall surface that was contaminated by waste shall be thoroughly disinfected. Again, every effort shall be made to sweep or wash the spilled waste back into the vault. The Contractor shall not allow the spilled waste to be washed or swept out through the front door, because the waste will collect at the edge of the concrete and the dirt (or gravel) will become an attractant for flies, a possible health risk for barefoot persons and an odor problem. Thoroughly wash and disinfect both the inside and outside of the toilet riser and the seat cover before replacing the riser. The toilet riser and seat shall be dry before the Contractor leaves the work site.

Remove the waterproof covering that was protecting the toilet paper and make sure the paper did not get contaminated. If the paper did get contaminated, the Contractor shall notify the COR or District Representative. The door handles or knobs shall also be disinfected and dry before the Contractor leaves the job site.

Each unit shall be available for immediate use after the pumping and final cleanup. The Contractor shall not leave any toilet location until final cleanup is accomplished.

Note: Vaults will be recharged with a minimum of 50 Gallons of water and a maximum of 80 Gallons of water.

Drafting: Drafting from Lakes, Ponds, Rivers, or Streams will not be allowed as part of this Blanket Purchase Agreement.

Offsite Disposal of Sewage and Debris: The Contractor shall be properly licensed and shall be responsible for making disposal arrangements, including disposal of all effluent, debris, and trash, and payment of all fees.

Disposal shall conform to all Federal, State, and Local laws and ordinances. The COR shall approve all disposal sites before pumping begins. The Contractor shall be responsible to prevent spillage and to haul all waste material (sewage and debris) in watertight containers. Handling of all waste material shall be in accordance with all applicable health regulations.

The Contractor shall be responsible for all damage to persons or property that occurs as a result of the Contractor’s fault or negligence. The Contractor shall take proper safety and health precautions to protect the work, the workers, the public, and the property of others during the performance of the work.

The Contractor shall be responsible for obtaining any permits (for equipment, products, or personnel) that may be required to accomplish the duties of this service contract.

Conduct of Personnel: The Contractor and their employees shall make every reasonable effort to prevent interference with the normal use and occupancy of recreation areas while engaged in the performance of the contract. Due to the nature of the duties under the contract, the Contractor and their employees shall keep themselves and equipment presentable at all times. The Contracting Officer may, in writing, require the Contractor to remove from the worksite any employee that Contracting Officer deems incompetent, careless, discourteous to the public, or is otherwise objectionable, or for theft, possession and/or removal of materials, supplies, equipment or any Government-owned property.

Resource Damage: Any damage or defacement that occurs to Government property or land resources during the Contractor’s operations shall be repaired, at the Contractor’s expense, to its original condition. Onsite inspection will be made by the COR prior to the acceptance of work.

Project Scheduling: Work to be performed will be assigned on an “As Needed Basis.” Individual BPA Calls shall identify the location, schedule for pumping, and the period of performance for completion (including Saturday and Sunday.) Service may be between the hours of 7:00 AM and 4:00 PM. From July 12 to August 12

Authorized Users: Any warranted Contract Specialists or Purchasing Agents within the Intermountain Region (R4) Acquisition Management Group.

Basis of Measurement and Payment: Payment will be made according to the quantity and unit of measure identified in the schedule of items for accepted products and shall not exceed the agreed upon cost for the work assignment.

Use of Bio Based Products: The contractor must comply with section 9002 of the Farm Security and Rural Investment Act of 2002 (FSRIA), Executive Order (EO) 13423, “Strengthening Federal Environmental, Energy, and Transportation

Management,” and the Federal Acquisition Regulation to provide bio based products.

The Contractor shall utilize products and materials made from bio based materials (e.g., bio based greases, hydraulic fluids, and absorbents) to the maximum extent possible without jeopardizing the intended end use or detracting from the overall quality delivered to the end user. All supplies and materials shall be of a type and quality that conform to applicable Federal specifications and standards. All supplies and materials to be used in the performance of work described herein are subject to the approval of the COR.

The following is a list of products that may be used in this contract for toilet pumping services for which bio based products are available. The list is not all inclusive. It is desirable that vendors be able to supply the greatest number of biobased products listed meeting the health and environmental specification.

Citrus Deodorizer Disinfectant

Bio based products that are designated for preferred procurement under USDA’s Bio Preferred program must meet the required minimum bio based content as stated in the USDA Final Rule available at www.biopreffered.gov. The Contractor should provide date for their bio based products such as bio based content. In addition to the bio based products designated by the USDA in the Bio Preferred Program, the Contractor is encouraged to use other bio based products.

The Contractor shall submit with the initial quote a complete list of bio based products, indicating the name of the manufacturer, cost of each material, and the intended use of each of the materials that are to be used in carrying out the requirement of the contract. Additionally, the successful Contractor(s) on each anniversary date of the contract shall compile a complete list of bio based products, including the information above, purchased to carry out the contract requirements. The Contractor shall list volume to be used and total cost for each individual product. This information will be used for reporting purposes.

The Contractor shall comply with the provision at FAR 52.233-1 Bio Based Product Certification.

1240LR22Q0042 SCNF Vault Pumping http://www.biopreffered.gov/

The Contractor shall comply with the clause at FAR 52.223-2, Affirmative Procurement of Bio Based Products Under Service and Construction Contracts.

The Contractor shall include the use of Bio Based products in the Quality Control Plan. This submittal shall be approved by the COR in writing. The Contractor shall not commence work until this submittal is approved by the COR in writing. The plan must be reviewed and updated annually, and as required by the COR. The plan must contain and define the following elements:

The Contractor’s written policy stating its commitment to the use of bio based products, employee health and safety, and sound environmental management practices.

Detail on how the Contractor intends to keep abreast of the development and increasing availability of Bio Based products and how any new or improved products will be incorporated on an ongoing basis into contract performance.

NOTE: A Contractor may propose more than one product within a product category and/or propose a product or products addressing more than one product category.

The product guides which define standard operating procedures for instructing staff in the proper use, storage, and disposal of Bio Based products, proper maintenance of equipment, and other procedures/instructions to accomplish work under this contract.

A demonstration of proper use, an effective training program, and technical assistance are essential to the success of the purchase and use of some bio based products that may function differently than a conventional product. Therefore we will look for a Contractor who will 1) Demonstrate products, 2) When selected, offer any necessary, training to all of the construction staff, and 3) Be available with technical assistance to trouble shoot problems.
