STATEMENT OF WORK
The Grand Mesa Uncompahgre and Gunnison National Forest, through the Boise, Idaho contracting office, is soliciting quotes for a 4 horse, gooseneck trailer. The successful offer will deliver the trailer to GMUG offices at 2250 S. Main St, Delta, CO 81416 via destination freight, by Wednesday, June 7th, 2021, although alternate delivery arrangements may be made after award.
SPECIFICATIONS FOR GOOSENECK FOUR-HORSE TRAILER
(TITAN PRIMO MODEL OR EQUIVALENT)
GENERAL SPECIFICATIONS
The horse trailer will be used by Forest Service personnel to transport riding and pack animals to various and remote work sites on the Grand Mesa - Uncompahgre - Gunnison National Forest.
Travel conditions will vary from high-speed highways to poorly graded road surfaces.
Considerable non-paved road use is expected, which will subject the trailer to high impact and torsional loads well beyond that encountered during “normal” use; therefore, the trailer shall be ruggedly constructed. Modifications of standard production models may be necessary to meet these requirements. The trailer and components shall be of the current production year and model; no “used” or “salvaged” parts shall be allowed.
The trailer shall be delivered, serviced and ready to use. The tires shall be properly inflated; the wheel lug bolts shall be of proper torque; axle bearings adjusted; the light assemblies operational; and electric brake battery and breakaway system installed and operational.
The Contractor shall notify the Government a minimum of 5 days prior to delivery, which shall be made Monday through Thursday between 8:00 AM and 4:00 PM Mountain Time.
TECHNICAL SPECIFICATIONS
Trailer shall be tandem axle, all steel frame construction, gooseneck design with a ball type hitch towing system. The trailer shall have reinforced side panels, metal roof with rounded/ slanted

aerodynamic metal nose cap, full length one-piece metal brush fenders and manufacturer’s standard metal trim features. Gross Trailer Weight Rating (GTWR) shall be 14,000 pounds. The GTWR is to be based on the weakest component of the trailer, including tires and wheels.
Dimensions:
• Overall length – 25’ feet, including gooseneck.
• Overall width – 8’ 6” inches maximum.
• Floor height, top of floor to ground – 16-18 inches, with trailer level and unloaded.
• Ground Clearance – The under structure of the trailer shall have 8 inches minimum ground clearance with the trailer level and unloaded.
• Gooseneck Hitch and Frame Assembly – The bottom of the gooseneck frame shall be a minimum of 68” from the ground as measured with the trailer level and unloaded. The gooseneck reach shall be 87 inches. minimum as measured from the hitch to the center of the front bulkhead.
• Bed area – Width: 6’8” minimum, Length 18 feet. Interior roof height shall be 7’, as measured from the stock compartment floor to the lowest portion of the interior roof top supports. The bed area shall not be obstructed by fender wells.
Suspension Type and Axle Capacity: Rubber ride torsion type suspension system, such as Henschen or equal, shall be provided. Axles shall be rated at 7,000 pounds each, minimum. All fasteners (nuts and bolts) for suspension and axle brackets shall incorporate a self-locking feature. The axle shall be of solid construction without welds except where spindles are attached.
Wheels and Tires: The trailer shall be equipped with four 16-inch wheels and tires, and 1(one) spare tire and wheel of the same size and type. Tires shall be either LT235/85R16 orLT235/80R16 Load Range E, tubeless, radial tires with highway trailer style tread or an all-season tread design. Mud and snow or aggressive tread styles are not acceptable. Wheels shall be a manufacturer’s standard 8-bolt lug pattern, capable of carrying the maximum GTWR of the trailer. The spare tire mounting shall be a wheel center type-mounting bracket with padlock protection. The wall to which the spare tire carrier is mounted shall be reinforced to withstand the increased stresses of the spare attached at the area.
Gooseneck Hitch: The gooseneck hitch shall be furnished complete with a 2-5/16-inch ball coupler assembly. The coupling device shall be with adjustment pin and two set bolts and be fully automatic with cam locks. The load capacity rating of the hitch assembly shall be 20,000 pounds, minimum. The coupler assembly shall be attached to the gooseneck of the trailer. Hitch height shall be adjustable (34” to 46”) to industry standards so the trailer is capable of being towed level by various late model standard production 4X4 pickups. The gooseneck hitch reach design shall allow coupling 5-6 inches forward of the rear axle on an 8-foot-long pickup bed.
The gooseneck is to be elevated 6” to provide sufficient clearance between the pickup and trailer so that the trailer may be used on rough Forest Service unimproved roads. The hitch shall be equipped with two safety chains with end hooks. Safety chain breaking strength shall be
GMUG NF 4 HORSE TRAILER PURCHASE
equal to or greater than the GTWR. There shall be cross bracing throughout gooseneck to prevent structural failure during extreme usage.
The trailer shall incorporate a mounted jack, bolted on with a fold up crank handle, capable of raising a fully loaded trailer. The jack and its handle shall operate from the left side (driver’s side) of the trailer; the handle shall fold up and have a hook or catch to secure it when not in use.
The foot of the jack shall be spring loaded and have a metal plate fastened to its bottom to provide ground support for the loaded trailer during it coupling and uncoupling from the towing vehicle.
Brakes and Electrical System: Trailer shall be equipped with 12-inch x 2-inch, minimum electric brakes on all four wheels. Trailer shall be equipped with an emergency breakaway switch complete with wiring and a 12-volt DOT Gel battery system. The battery shall be mounted in a battery case installed inside the goose neck frame near goose neck coupler. A cable of sufficient length shall be provided to connect the breakaway switch to the towing vehicle.
The trailer shall be equipped with LED lights and reflectors complying with federal DOT regulations. Taillights shall be mounted high in rear corner post, so the rear lights shall be free of road dirt and spray and be clearly visible. Rear lights shall be flush mounted in rubber shock absorbing mounts and not protrude from the body structure. A lighted license plate bracket shall be provided at the rear of the trailer. All side marker lights will be two-inch grommet mounted LED lights. There shall also be an ID cluster at front nose of trailer using three two-inch grommet mounted LED lights.
All external wiring for the lights and brakes shall be enclosed in conduit and so fastened that it cannot be easily dislodged by rocks, roots, brush, vibration, etc. Wiring that is routed through metal panels shall be protected with rubber grommets. All splices shall utilize shrink butt connectors.
The electrical connector plug shall be a 7-pole type with the brake wire connected to the center socket contact in the connector. Electrical plug wires shall be long enough to allow plugging into an outlet on the rear of the towing unit.
Trailer Frame Construction: When constructing the main trailer frame, the main body frame and any bracing or body reinforcement structure, all welds shall be continuous the full length, width or circumference of the structural steel member and equivalent to adjacent material thickness. Spot welds will not be acceptable. Adequate reinforcement to prevent buckling and separation will be added in the following areas:
• Upper goose neck floor area.
• Front bulkhead where jack and spare tire mount;
• Rear corner post where they tie into the roof and floor.
• Two additional rear gate hinges are also to be installed.
The outside front bulkhead (wall) shall be covered with a protective, high quality and durable spray-on liner (rock guard) a minimum 1/8” thick. The rock guard shall be full width and height starting at the lowest portion of the front wall. The brush fenders running down each side of the

trailer will also be coated to include top, face, underneath and all area below fender front to rear of trailer.
Frame shall be structural metal with welded connections and shall meet established industry standards for Heavy Duty or Rough Service applications for the specified trailer. Floor cross members shall be 2”x 2” x ¼” angle iron on minimum 12-inch centers.
Optional structural shapes and sizes that vary from industry standards may be substituted provided their sectional strength equals or exceeds those specified. Welding shall comply with American Welding Society standards.
Floor: The deck shall be rubber composite board flooring. Flooring shall be securely fastened to the frame undercarriage cross members. The floor will be constructed so fluids/water shall readily drain from inside the trailer. The tack room floor shall be covered (no exposed wood) with a durable maintenance free covering.
Exterior Construction: The lower section of the wall shall be 48-inch high minimum, solid galvanized sheet metal of 16-gage minimum thickness, and the upper section of the wall shall be slat type construction, running the length of the stall for adequate ventilation. The slats shall be 16-gage minimum sheet metal, spaced with a 6-inch maximum air gap between roof and side wall. The sheet metal slat shall have formed ribs for added reinforcement and styling appearance and shall be fastened to the structural members by welding. A total of eight exterior horse tie points (4 per side) shall be installed.
Walls shall be supported by a welded steel framework of exterior side braces made from 1” x 2” square steel tubing on 12-inch centers and attached to the floor frame at a minimum of three places on each side of the trailer.
The roof cap shall be fabricated from 20 gage minimum thickness cold rolled and formed galvanized steel and shall be attached to the roof frames by welding. The roof shall extend down on each side 6 inches minimum before the ventilation slat section begins. The roof must be waterproof; it shall be caulked at all seams with rubberized silicon sealant.
All seams and door openings shall be reinforced and shall be ground smooth or covered by molding to assure a smooth finished appearance.
Fenders: Fenders shall be brush design (18 – 24 inches) from bottom of trailer, single unit, full length, above the wheels and tires on both sides. Fenders shall be attached by welding and be an actual part of the wall structure, thus providing additional body strength. There shall be sufficient clearance between the tires and the fender to prevent interference during operation.
Rear Gate: Trailer shall have one swinging tailgate door, with a minimum of (4) four hinges, opening out and latching on the end. The latching mechanism must have a spring-loaded slam latch with side mounted remote release and a T–bar safety latch. In addition, there will be a drop in pin with retention lanyard on latch side of door to allow gate to be padlocked. Hinges for the tailgate shall allow the gate to open 180 degrees. The gate section of the trailer shall provide a clear 6-foot wide minimum opening, without a center post for ease of loading. Threshold of rear

This shall require that the left fender be started behind the escape door to allow for the door operation. The door shall be similar to side walls in design. It will have two hinges and a T-bar style latch, which must allow opening from either inside or outside. (Other styles of door latches will be acceptable provided they can be operated from either inside or outside.) A drop in pin with retention lanyard shall be provided on latch side of door to allow for the door to be padlocked.
There will be a positive latching stop to secure escape door in full open position. When escape door is open there will be a safety bar or chain to keep livestock from exiting & also allows a mounting point for feed net in front stall.
Tack room: There will be a tack room located at the front of the trailer. The wall between tack room and stock area will be angled (12 inches from front bulkhead on driver’s side and 60 inches from bulkhead on curbside). Tack room door will be a minimum 36” in width. The wall will be built of 16 gage square tubing on 12” centers & skinned with 16-gauge galvanized sheet metal on stock area side. All four sides of the wall will be sealed with siliconized sealant. Entry door for the tack area will be curbside, door will have two hinges & a lockable latch that can be operated from both sides of the door. Four keys will be provided for tack room door. A positive latch stop to secure door in the fully open position will be installed. A four saddle, removable driver-side mounted rack will be installed. Tack area / stock area wall will have twelve heavy duty tack hooks. Floor of tack area will have a ½” thick rubber mat. Goose neck bulkhead and goose neck upper floor area will be carpeted. Tack room will have one (RV style) roof vent. One LED dome light will be provided in tack room mounted to the ceiling. Just inside tack area door on right hand side there will be a recessed switch for dome light. Tack room will have a removable step (integrated if it does not affect ground clearance).
