Schedule Notes:
a) Items labeled as optional are not required to be exercised by the government. If exercised, the contractor will be required to perform the optional work in accordance with the terms and conditions of this contract.
b) One award will be made from this solicitation, contractors must submit pricing for all items.
Schedule Item 1 Four hundred and twenty-five (425) burned slash piles across two (2) timber sales will be rehabilitated by ripping the charcoal bed and soil below, stirring and mixing the ash, soil, and woody debris in the area around the ash pits. There are 158 burned slash piles in Pauline Salvage, and 267 ash pits in the Skeleton Salvage sale. Equipment time for this Schedule Item is estimated at 146 hours, which includes treatment time, time to move from ash pit to ash pit, and walk-in/out time). Contractor costs for mobilization, moving between project areas, walking into treatment areas, operators, maintenance, fuel, and other items will need to be included into the Lump Sum Offer, not as separate costs.
Skeleton Salvage is 24 miles and two hours transport time from Pauline Salvage.
A tractor/lowboy trailer can be used to access the drop points designated at each bid item on the maps. Skeleton Salvage has a 2.6 mile, narrow, steep 9% grade logging road which is not suited for most tractor/lowboy trailers. Thus an estimated three hours to walk the dozer up the grade and then down again was included in the 146 hours of dozer time in Schedule Item 1.
Schedule Item 2 is the closing of 0.61 miles of stump roads to used for access for post and pole cutting in the Skeleton Salvage area. Physical road closure will be by ripping, slashing, and installing drainage to prevent OHV use. These road segments are adjacent to ash pit rehabilitation units.
Optional Schedule Item 3 is spot machine piling of logging slash concentrations on 25-35% of 91 acres in the Skeleton Salvage Sale area. There are landing slash pits to be rehabilitated and some road closures to be completed in the same area. The Item is optional pending ground review of how much woody debris is actually on the ground, and whether or not machine piling will compromise desired new seedlings. Optional time is not guaranteed to be required.
Optional Schedule Item 4 is for hourly equipment rental with operator, fuel, and supplies for minor additional, related work while in the project areas as may be directed by the Government representative (COR). Implementation will be dependent on available funding. This may include road closures, scattering or piling logging slash, ripping dense sedge, and ripping uncounted ash pits. Up to 50 hours of optional equipment time is allowed in this contract. The optional time includes 40 hours dozer time and 10 hours of tractor/lowboy trailer time to move between projects and remobilization if needed. Optional time is not guaranteed to be required.
For Optional Items 3 and 4, work in the same project areas as Schedule Item 1 should have mobilization accounted for in Schedule Item 1. For optional work outside of the Schedule Item 1 project areas, mobilization will be accounted for as the hourly equipment rate for the time to move (up to 10 hours).
It is expected that work at Pauline Salvage will be completed prior to moving to the Skeleton Salvage project area. This is because Pauline Salvage is relatively invasive-weed free. The ash pits on Skeleton Salvage have been found in 2023 to have invasive-weeds present. The intent on the ordering is to avoid transporting invasive-weed seed to Pauline Salvage and avoiding having to wash equipment during the move between project areas.
A dozer of the D-4 to D-5 Catepillar size-class (90-120 h.p.) is required for this type of work on these site conditions.
(vi) Description of Requirement (including a list of any attachments)
The solicitation is for crawler tractor work on the Gunnison Ranger District of the Grand Mesa, Uncompahgre, and Gunnison National Forests. The Contractor shall furnish all labor, equipment, supervision, transportation, supplies, and incidentals to perform all work necessary on the areas specified in the contract.
(vii) Date(s) and Place(s) of Delivery and Acceptance/Location
Pauline Salvage and Skeleton Salvage on the Gunnison Ranger District. Performance period is 20 calendar days after notice to proceed.
