(vi) Description of Requirement (including a list of any attachments)
Scope of Work
The primary purpose for this requirement, is operating and maintaining a small, chlorinated groundwater system as the Operator in Responsible Charge (ORC) per Colorado Department of Public Health and Environment (CDPHE) requirements. Location is at the USDA Forest Service, Rio Grande National Forest, Del Norte District Office, at 13308 West Highway 160, Del Norte, Colorado 81132.
Optional items include monthly water sampling at seven smaller water systems not regulated by the State of Colorado.
Background
Base Item
The Del Norte District Office has a chlorinated groundwater water system serving two buildings
– an office and a shop. It was reclassified as a CDPHE “Public” water system in 2017, and a chlorination system installed satisfying CDPHE requirements. It is a transient non-community
(TNC) system. The well is located in the basement of a third building adjacent to the other two buildings.
This contract is for the State of Colorado required ORC. The water system facility classification pursuant to the Water and Wastewater Facility Operators Certification Requirements, Regulation 100, 5 CCR 1003-2 (Regulation 100) is “D” for treatment and “1” for distribution.
Option Items
The Rio Grande National Forest has seven other water systems that do not require a certified water operator but that we are requesting assistance with sampling by a competent individual.
They are at bunkhouses/administrative sites and rental cabins and are either non-chlorinated groundwater wells or groundwater handpumps. Six of the seven are normally seasonal systems that operate, generally, from April to November. The number of months they are open can depend on need and weather. The seventh is operated year-round.

2. Collecting required samples (monthly, annual, repeat and compliance) for total coliform, nitrate/nitrite testing, other requested by CDPHE
3. Submit required samples for analysis at a laboratory certified by the state for that analysis.
a. The Rio Grande National Forest utilizes Sangre de Cristo Laboratory in Alamosa, Colorado. The forest will pay for the sample analysis at this facility directly to the laboratory.

b. Monitor chlorine residual
c. Maintain chlorine residual per State requirements
5. Meet, prepare, and submit state Backflow Prevention and Cross-connection Control (BPCCC) requirements
6. Provide any state required response and notifications
7. Perform equipment maintenance on water treatment system
8. Participate and provide any information to the State during sanitary surveys or other State visits.
9. Satisfy any operations and sampling requirements in the event of a total coliform positive
10. Provide paperwork for the state (response to sanitary surveys, monitoring plan updates, sampling plans, etc.)
This facility is owned by the Rio Grande National Forest who is responsible for the installed equipment repair/replacement and payment of laboratory invoices for this system. The contractor shall inform the contracting officer’s representative (COR) if there are any equipment needs/problems with the water system.
Option Items
The contractor shall collect and deliver monthly, annual, and repeat (as needed) samples to the laboratory following CDPHE requirements. Samples shall be delivered in the required temperature range and timeframe following collection. Appropriate paperwork is the responsibility of the contractor.
Government Furnished
These facilities are owned by the Rio Grande National Forest who is responsible for the installed equipment repair/replacement and payment of laboratory invoices for these systems. The contractor shall inform the contracting officer’s representative (COR) if there are any equipment needs/problems with the water system.
Deliverables / Schedule
The COR will be copied on any correspondence with the State or submittals to the CPDHE portal. The contractor shall have the laboratory email the sample results directly to the operator as well as the COR.
The contractor will be provided 14 days notice for when sampling will be needed for the seasonal systems. Forest Service personnel will conduct startup operations of a water system up to the point of sampling.
The sampler shall take all precautions to ensure the result is an accurate reflection of the water quality. If a system needs frequent repeat samples that are due to sampler error or negligence, the contractor is responsible for the cost associated with that sample.
