About this file
This is a Question and Answer (Q&A) document that clarifies specifications for Solicitation #1240LP27Q0004, issued on October 14, 2026, for the procurement of 2 each 3-horse slant load gooseneck stock trailers for Pike-San Isabel National Forest and Cimarron & Comanche National Grasslands. The document does not alter the scope of the original solicitation and will be attached to the existing SAM.gov notification.
Key clarifications address delivery location, trailer identification numbers, and technical specifications. The correct delivery address is 825 West Street, Pueblo, CO 81005 (not the system-generated address on Block 15). The two trailers are identified as #3626 and #5271, with #2636 being a typographical error. Interior lighting requirements include two lights in the main stock area plus one light in the tack room. Tire specifications require Load Range E rating (with a provided reference table showing load index-to-ply rating correlations). The NAICS Code 336999 applies with a 1,000-employee size standard, and the Non-Manufacturer Rule does not apply. The solicitation uses Lowest Price Technically Acceptable (LPTA) evaluation methodology, with delivery date considered favorable if it meets program needs. Trailers must feature metal frame construction (steel with pressure-treated wood floor) rather than aluminum, wood deck construction with removable rubber floor mats, an overall width of 7'6" to 8'6" (including gooseneck and fenders), 2x6,000 lb axles with GVWR of 12,000-14,000 lbs (though higher-rated axles up to 2x7,000 lbs are acceptable), hitch height adjustment of 34-48 inches, and interior width dimensions typically 6'6" to 7' based on overall width specifications.

QUESTION AND ANSWER SHEET
SOLICITATION UPDATED #1240LP27Q0004
2 EA 3-Horse Slant Load Gooseneck Stock Trailers for Pike-San Isable NF/Cimarron & Comanche NG’s
UPDATE #1 Dated 10/14/2026
Clarifications of Items within this Solicitation, this update does not alter the scope of this solicitation so will it will not be amended, this Q&A document will be attached to the existing SAM.gov Notification in SAM.gov.
Q1) Delivery address: Block 15 on page 1 lists 2840 Kachina Drive, Pueblo, CO 81008, while the delivery instructions on page 9 and Attachment 1 specify 825 West Street, Pueblo, CO 81005.
Which address should be used for delivery and freight pricing?
A1- The Delivery Location on page 1 is system generated, please use the delivery location on page 9, which is still in Pueblo CO but is where they want the trailers delivered.
Q2) Trailer identification: Line Item 0001 on page 4 refers to trailer #2636, whereas other sections identify it as #3626. Please confirm the correct identifier.
A2- The Trailer #’s are #3626 & #5271, the other 2636 is a typo.
Q3) Interior lighting: Attachment 1, page 3, refers to two interior lights, but its detailed specifications on page 4 require three, including one in the tack room. Please confirm the minimum requirement.
A3 - The two interior lights on page 3 refers to the main Stock area of the trailers, a tack room light is also required.
Q4) Tire specification: The solicitation specifies LT or ST Load Range E tires and refers to an attached explanation of that rating. Could you confirm whether the standard Load Range E rating is sufficient or provide the referenced information?
A4 See table below:
Q5) NAICS CODE: Is the correct NAICS 336999 with a 1,000-employee size standard, as the RFQ states, or 336212 as shown in SAM? Is the estimated value between the micro-purchase and simplified acquisition thresholds, so the exception in 13 CFR 121.406(c) applies? If not, which nonmanufacturer requirements or waiver apply?
A5 – The NAICS Code 336999 includes NAICS Code 336212 and they both have a size standard of 1,000 Employees. The Non Manufacturer Rule does not apply to this Procurement Action.
Q6) The hitch must adjust 34–48 inches above the ground, but the gooseneck frame bottom must be at least 60 inches. What are the correct measurement points? Does the 7 ft 6 in to 8 ft 6 in overall width include the fenders?
A6 - The hitch height adjustment from the ground is measured there and from where a manufacturer has there slide adjustment from the solid mounted tube on the gooseneck portion of the trailer frame.
Q7) Page 12 says lowest price technically acceptable and that FAR 52.212-2 does not apply. Page 13 includes that provision and lists delivery date as a factor.
Which method controls? May a vendor propose delivery later than 120 days after receipt of order, as the form suggests?
A7 - We are using the Lowest Price Technically Acceptable (LPTA) as the lowest priced quote is sent to the Technical Specialist to evaluate if it is technically acceptable. The Delivery Date is considered if it it favorable to the needs of the Program, which is why the Desired Delivery Date is listed. An earlier Delivery Date is acceptable and appreciated also.
Q8) Do the stated overall length and width include the gooseneck and fenders, respectively?
A8 - Yes
Q9) I would like to request clarification regarding the material requirements for the horse trailers in this solicitation. Would an aluminum frame and body be acceptable, or are both the frame and body required to be made entirely of metal as specified in the solicitation?
Please confirm whether an aluminum construction would meet the government's requirements.
A9 - Metal construction. Selecting a steel frame paired with a pressure-treated wood floor gives you a heavy-duty, highly rigid setup that naturally reduces road noise and absorbs heavy livestock impacts better than aluminum.
Q10) *Deck Construction* Please confirm the required deck construction. The minimum specifications call for “Stock area deck: Wood with Removable Full Rubber Floor Mats.”
Several current production models use an aluminum deck under removable full rubber mats.
Would an aluminum deck with removable full rubber floor mats be acceptable, or is a wood deck required?
A10 - Wood required. Why, Choosing a pressure-treated wood floor (such as treated pine) over steel or aluminum frames offers natural vibration dampening, easy board-by-board replacement, and reliable traction under rubber mats
Q11) *Interior Width* The SOW specifies an interior width of 7'6"-8'6". Several stock trailer models on the market ship at 7'0" (Exiss 70-series) or 6'8" (Circle D). Is the 7'6" minimum a firm requirement, or would a 7'0" unit meeting every other specification be considered?
A11 - The SOW does not specify “inside width”, it does only specify “overall width” of minimum 7’6” / maximum 8’6”. Current production models within the overall width specification will usually have inside dimensions from 6’6” to 7’. So yes a 7’ interior width unit should be considered
Q12) *Axle ratings* The SOW specifies 2x6,000 lb axles with GVWR of 12,000-14,000 lbs. Would axles rated higher (e.g., 2x7,000 lb) be acceptable on a unit whose GVWR remains within 12,000- 14,000 lbs?
A12 - Yes, axels rated higher than 6000 each should be considered, like 2 @ 7000 each. Any higher and costs go up a lot.
