About this file
This is a Questions and Answers document for the Flagstaff Ranger District Cattle Guards solicitation. The document provides clarification on six key aspects of the procurement.
The question submission deadline is June 23, 2026. Cattle guard assemblies must meet H-20/HS20 loading requirements as specified in Attachment 1. The Government will accept equivalent prefabricated cattle guard systems from alternate manufacturers provided they meet all dimensional, load rating, Buy American, coating, and performance requirements identified in the solicitation; bidders must submit brochures or articles confirming their products meet these specifications. Delivery vehicles will have full access to both delivery locations via level 3 dirt roads suitable for passenger cars, though roads may be rocky with areas of washboarding. The contractor is only required to deliver cattle guards, wings, posts, and bases to the designated location; the rancher will handle installation. For delivery coordination, contractors must provide 72-hour advance notice via text to Amanda Roesch at 928-966-4969, with email backup available at Amanda.roesch@usda.gov, to ensure the rancher can meet the delivery truck driver.
