About this file

This document is a Questions and Answers (Q&A) file for Solicitation 1240LP25R0019 for Tiny Homes. The Q&A provides clarifications on several key specifications for the tiny home design, including dimensional flexibility, interior design options, and certification requirements. Vendors are informed that the 10-foot width is not strictly required, provided the home meets square footage requirements and can be transported without a "Wide Load" placard. The document allows flexibility in design elements such as bedroom configuration (including potential loft designs), interior materials (gypsum board alternatives), and flooring options, with the caveat that alternative materials must be "in-kind" or better than originally specified.

Certification requirements were also clarified, with the government confirming that NOAH certification alone will suffice for the tiny homes, despite RVIA being mentioned in the original solicitation. The interior measurements are confirmed to be 10 feet wide and 9 feet tall, giving potential bidders precise guidelines for their proposal submissions. The Q&A demonstrates the government's openness to alternative design approaches while maintaining core performance and quality standards for the tiny home project.

Questions and Answers- 1240LP25R0019 Tiny Home

1. Could you please confirm whether the 10-foot width is a strict requirement, or if proposals including homes with widths of 11'-2" or 11'-8" would be considered acceptable under this solicitation?

1. There is no specific requirement for width as long as it meets the square footage and moving it does not require a “Wide Load” Placard and/or escort will to transport tiny homes on major roads, such as I-70.

2. For the two-bedroom units, can one of the bedrooms be designed as a loft?

1. We will entertain a loft design; however, the idea is to have the same square footage for both bedrooms.

3. Regarding the dimensions (10' wide and 9' tall), are these measurements intended to be exterior or interior?

1. These measurements are intended to be interior measurements.

4. For interior finishing, would alternatives to gypsum board be acceptable? For example, we often use engineered shiplap, which provides enhanced durability and strength.

1. We will consider alternative materials as long as they are “in-kind” or better than what’s stated in the solicitation.

5. Similarly, for flooring, would SPC flooring (such as the Scratch Master brand), which is highly durable and scratch-resistant, be an acceptable alternative?

1. We will consider alternative materials as long as they are “in-kind” or better than what’s stated in the solicitation.

6. We normally use NOAH certification, and it is listed in the solicitation requirements.

However, RVIA is also mentioned. Could you confirm if both certifications are required, or if NOAH certification alone would suffice? Our units undergo 100% inspection under NOAH.

1. NOAH certification alone will suffice.
