d) All invoices and payments will be processed through IPP. Itemized invoices will be required.

Description of Requirement:

1.0 Scope of Work

Repair evaporator fan clutch and perform regular maintenance on 53-foot refrigerated semi-trailer. The refrigeration unit is currently generating cool air, but the cooled air is not being circulated throughout the trailer. Primary task is repairing the cooling unit so cool air is properly circulating throughout the trailer, and secondary tasks include regular maintenance including inspection and/or replacement of fan belts, pulleys, change engine oil and associated parts, flush/replace coolant and replacement of air curtain inside the trailer.

2.0 Background

Unit is a 53-foot refrigerated semi-trailer being used as a tree seedling cooler. Tree seedlings are held in the cooler at set temperatures (37o to 43oF) until they are planted by tree planting crews on the National Forest. Maintaining cool, constant temperatures is critical for seedling viability and survival. The unit is in need of regular maintenance and heavy repairs to the evaporator fan clutch. Currently the refrigeration unit is generating cool air, but the cool air is not being circulated throughout the trailer.

Control panel of the refrigeration unit was providing an alarm message of “56”, “Check Evaporator Airflow”. Followed instructions in manual Section 8 – Alarm Troubleshooting, Alarm No. 56, page 8-42.

Examination of the refrigeration unit outside of the trailer showed the diesel engine was running, pulley belts were intact and turning up to the fan, pulling air through the Condenser/Radiator.

Inspection of the Evaporator Section was made from the interior of the trailer (see Figure 2.7).

Coolant lines found to be properly icy cold to the touch. Air was not being blown across the coolant lines in the evaporator. The Evaporator Fan was not turning inside the trailer. It appears that the “Evaporator Fan Clutch”, step 2a, Alarm No. 56, on page 8-42, was not engaging and turning the interior fan.

mailto:JANE.PEDROTTI@USDA.GOV

Solicitation Number: 1240LP25Q0057 - Page 5

Appears that the “Evaporator Fan Clutch” will need to be extracted and replaced. This may require the Condenser/Radiator to be removed to access the assembly from the outside of the trailer.

Contractor Requirements:

3.0 Technical Requirements / Tasks

Contractor is required to repair the primary issue of cooled air not being properly circulated throughout the trailer and also perform regular maintenance. Contractor will be required to troubleshoot and diagnose the primary issue, which is believed to be involving the Evaporator Fan Clutch, and repair the issue restoring consistent cooled air circulation throughout the entire trailer. Temperatures must be able to be consistently maintained at 37o to 43oF for up to 6 weeks.

Repair of primary issue may require removal of screen and radiator positioned approximately 10 feet off the ground.

Secondary task of regular maintenance includes the following:

-Inspection/replacement of fan belts.

-Inspection and lubrication of fan belt pulleys.

-Change of diesel engine oil, oil filter, oil drain plug O-ring, fuel filter, and air filter.

The Forest Service has the filters and O-ring on hand.

Solicitation Number: 1240LP25Q0057 - Page 6

-Drain, flush, and replace diesel engine coolant.

-Top-off refrigeration coolant (R404A).

-Replacement of the cloth air curtain inside the refrigerated trailer (runs from air fan output along the ceiling to distribute cool air along the length of the trailer).

Primary required task is repairing the cooling system so temperatures are consistently 37o to 43oF throughout the entire the trailer. Regular maintenance items are secondary.

4.0 Government Furnished

The following materials will be provided:

-oil filter -oil drain plug O-ring -fuel filter -air filter

5.0 Deliverables / Schedule

All repairs and maintenance are to be completed by the end of July 2025 in preparation for seedlings to arrive in August. Trailer must be in full, proper working order: generating cool air, circulating cool air throughout the trailer, and maintaining cool temperatures of 37o to 43oF for extended periods of time.

6.0 Travel

Mobile services are required to travel to the trailer’s current location. The trailer is currently located 8 miles north of the town of Gunnison, Colorado at a U.S. Forest Service Administrative Site called Roper’s Administrative Site. The address is:

7500 No. Colorado Highway 135 29 Lost River Lane Almont, Colorado 81210

The COR is available to meet with repair services in the town of Gunnison to escort them to the trailer’s location.
