Location: The wells to be sampled are located in and around the town of Nemo, SD.
1. Background. In 1994, ethylene dibromide (EDB) was found in several private drinking water wells in the community of Nemo. Subsequent sampling of domestic groundwater production wells contained concentrations of EDB above the maximum contaminant level (MCL) of 0.05 µg/L. In 2016, the interim action Record of Decision (ROD) for the site was developed. The overall selected remedy included construction of potable water supply system to serve designated households as well as land use controls/institutional controls to restrict exposure to affected groundwater at the site. In addition the United States Forest Service (USFS) is conducting long-term monitoring and management of the EDB groundwater plume.
2. Monitored Natural Attenuation. Monitored Natural Attenuation (MNA) was considered as a component of the response action. To aid in evaluating to fully evaluate the potential for naturally occurring processes to reduce the concentrations of 1,2- Dibromoethane (EDB) in groundwater to acceptable levels in a reasonable timeframe, additional groundwater characterization is needed. As part of the MNA program, seven wells are sampled annually to get a statistically relevant data set to assess MNA at the site. The network consists of three wells within the plume; one upgradient well; one downgradient well; and two wells on either side of the plume (cross gradient) to evaluate plume stability.
3. Work Required. The work consists of the following tasks:
A. Work Plan (WP), Sampling and Analysis Plan (SAP), and the Health and
Safety Plan (HSP) which must be submitted at the time of the quotes during the Solicitation Process.
i. Sampling and Analysis Plan (SAP) for the sampling work activities.
Sampling and Analysis Plan guidance and template can be found here:
Sampling and Analysis Plan - Guidance and Template v.4 - General Projects
-04/2014 | US EPA
ii. Health and Safety Plan (HSP). HSP to cover the sampling work activities.
iii. Period of Performance. The Period of Performance (PoP) will begin August 1st and end October 31st of each year, in which the original WP, SAP, and HSP will be updated prior to the sampling to begin and submitted to the Contracting Officer Representative (COR) for review and final acceptance.
B. Well Sampling. The Well Sampling will begin August 1st of each year and be completed no later than September 30th of the same year. The Contractor shall conduct annual groundwater sampling events at seven wells to monitor the EDB plume and to document its stability. The seven wells to be sampled are MW-31, MW-2 MW-4, MW-12, MW-11, MW-29, and TJ Ford for the long-term management and monitoring of the plume.
i. Six of the seven wells are assumed to have dedicated pumps to initialize the sampling activity, which will be sampled using compressed air. Samples will be collected using low-flow techniques. EDB will be collected and analyzed at each well using USEPA SW method (8310 or 8011) with a method detection limit (MDL) below the MCL of 0.05 micrograms per liter (µg/L). Each sampling event will include one duplicate, one matrix spike/matrix spike duplicate (MS/MSD), and one rinse blank for EDB. In addition, each sample will include laboratory analysis for methane, nitrate, sulfate, iron (II); and field sampling for pH, dissolved oxygen (DO), oxygen reduction potential (ORP), temperature, conductivity, and compound-specific isotope analysis (CSIA) d13C. While standard MNA parameters (methane, nitrate, sulfate, iron(II)) are shown to affect degradation rates of EDB in lab studies, field studies have not shown good correlation, therefore, CSIA d13C is included as a definitive analysis to evaluate degradation, along with these other methods to develop a field correlation for the standard parameters. A simplified analytical model will be used to assess the usefulness of MNA at the site in the final analysis. All samples will be analyzed by methods capable of meeting the MCL of 0.05 µg/L for EDB.
ii. The TJ Ford well listed above is not constructed as a groundwater monitoring well and is not equipped with a low-flow pneumatic or bladder type pump. Instead, this well is a domestic supply well that contains high- capacity electric pumps and is not equipped for low-flow sampling procedures. Contractor must use an alternate approved procedure for purging this well using the existing high capacity pump to remove the necessary volume of water to obtain a representative sample, and shutting the pump off to collect the sample manually using low-flow collection techniques.
iii. Sampling events will include:
1. Collection of static water levels at each well;
2. Low-flow sampling (purging 3 well volumes will not be required);
3. Use of existing pumps, which may require refurbishing; and
4. A sample of the purge water will be stored onsite until results are obtained, and if all results are less than the MCL (0.05 μg/L), water will be poured onto the ground.
iv. An attendant/employee from the USFS will accompany the well sampling. The attendant is available to operate a USFS truck to provide compressed air for sampling.
C. Annual Groundwater Letter Report. The report will include:
i. A brief description of activities, including any deviations from the work plan;
ii. A tabular description of water level and EDB concentration results, including historical results, from each compliance well (historical results from 2010 to present). Historical result information will be provided by the USFS.
iii. A figure showing each well location and water elevation and a timeseries chart showing EDB results over time at each compliance well;
iv. A brief description of the variation in EDB concentrations over time at each compliance well.
2. Cost. The Contractor shall perform the above scope of services on a fixed price basis and include a detailed cost breakdown presenting the anticipated level of effort. The Contractor shall produce a final invoice once the work and been completed in it's entirety, and all reports required in this Statement of Work are completed and received by the Forest Service COR (see section #6 "Deliverables").
3. Schedule. The Contractor shall proceed with initiating the project immediately following receipt of written authorization. As stated in #3.A of this Statement of Work, the WP, the SAP and the HSP must be submitted in the company's quote package during the Solicitation Process. A timeline for completion of individual tasks will be developed during the post-award kickoff meeting, or as part of the Proposal.
4. Deliverables. The Contractor shall provide two hard copies and one electronic version of all final documents to be received by the COR no later than October 31st of each year. Deliverables include the WP, SAP, HSP and the Ground Water Monitoring Letter Report.

In addition, acceptability will also be based on either the Contractor Performance Assessment Reporting Systems (CPARS) ratings, and the Federal Awardee Performance and Integrity Information System (FAPIIS). If an offeror has no record of past performance ratings in the above system, this factor will be treated as neutral, resulting in an acceptable rating. The failure of an offeror to meet the requirements of a factor will result in an unacceptable rating.
Table A-2. Past Performance Ratings
Rating Description
Acceptable Offeror clearly meets the requirements of the solicitation.
Unacceptable Offeror does not clearly meet the requirements of the solicitation.
Price
Price is not formally scored but is the primary evaluation factor for determining award. The government expects competitive offers to be submitted for this procurement and will use these competitive offers to determine price reasonableness. If competitive offers are not received, the Government reserves the right to utilize other methods identified in the FAR to determine price reasonableness. The Government may award a contract on the basis of initial offers received, without discussions. Therefore, each initial offer should contain the offeror’s best terms from a price and technical standpoint. The Government reserves the right to make an award to other than the lowest priced offeror or to the offeror with the highest non-price evaluation if the Contracting Officer determines that to do so would result in the greatest value to the Government.
